Ablan, is the unified voice and action arm of all 80 barangays in the city. Anchored on Serbisyo Publiko, the Liga is committed to delivering responsive, inclusive, and people-centered governance from the ground up. Kap. Roque Ablan leads with integrity, vision, and

deep community roots—fostering a culture of unity, transparency, and service excellence. His leadership empowers barangay officials to go beyond traditional roles by initiating impactful programs that uplift every sector of society. The Liga actively implements and supports projects such as:

💙🏙️ 𝗢𝗡𝗘 𝗬𝗘𝗔𝗥 𝗢𝗙 𝗔𝗟𝗜𝗦𝗧𝗢, 𝗔𝗦𝗘𝗡𝗦𝗢, 𝗔𝗡𝗗 𝗣𝗥𝗢𝗚𝗥𝗘𝗦𝗢 💙

The Liga ng mga Barangay – Laoag City warmly commends City Mayor Hon. James Bryan Alcid for a progressive first year of service to the people of Laoag City.

Since assuming office, Mayor Alcid has set a clear direction for governance through the “Alisto, Asenso, Progreso” agenda—an approach anchored on responsiveness, development, and inclusive progress. From strengthening disaster preparedness and emergency response, to improving public facilities, essential services, environmental management, infrastructure, and fiscal systems, the first year has been marked by a deliberate effort to build a more responsive and forward-looking city government.

For the Liga, what makes this progress especially meaningful is the recognition that development begins where people live—the barangays. 🏘️

Our 80 barangays are the frontline of local governance. They are where services are felt, concerns are heard, emergencies are first responded to, and development becomes real and tangible for our fellow Laoagueños.

The continued partnership between the City Government of Laoag and the Liga ng mga Barangay has allowed city-wide priorities to be brought closer to our communities, while giving barangay leaders a stronger role in advancing programs that respond to the needs of their constituents.

We also recognize Mayor Bryan’s vision of a Laoag that is Alisto—ready and responsive; Asenso—growing and improving; and Progreso--- progressing forward with no one left behind.

One year is only the beginning, but the direction is clear.

The Liga ng mga Barangay – Laoag City, led by Liga President Hon. Roque “Rbee” Ablan, joined fellow Punong Barangays and barangay officials in the solemn First Monday Flag Raising Ceremony in observance of the Maritime and Archipelagic Nation Awareness Month (MANA Mo) 2026.

The nationwide observance, pursuant to Presidential Proclamation No. 316, s. 2017 and the DILG Advisory, reminds us of our shared identity as an archipelagic nation and the responsibility we carry in protecting our seas and marine resources. 🇵🇭🌊

With this year’s theme, “Karapatan sa Karagatan, Sama-Sama Nating Alagaan,” we are reminded that safeguarding our oceans is not the responsibility of one sector alone. It calls for collective action—from our national government and local government units down to our barangays and communities. 🤝

As frontline partners in grassroots governance, our barangays have an important role in promoting environmental responsibility, protecting our coastal areas, and encouraging every Laoagueño to care for the natural resources that sustain our communities.

Ti karagatan ket tawid tayo. Ti panangsalaknib iti daytoy ket responsibilidad tayo amin. 🌊💙

𝗞𝗜𝗧𝗔𝗘𝗡! 👀

Isang malaking hakbang para sa mas mabilis at mas maaasahang serbisyo sa grassroots level ang pamamahagi ng Multi-Purpose Vehicles para sa lahat ng 80 barangays ng Laoag City.

Ang unang batch ng mga sasakyan ay bahagi ng inisyatiba ng City Government of Laoag sa pamumuno ni Mayor James Bryan Q. Alcid, upang mas mapalakas ang kakayahan ng bawat barangay na tumugon sa iba’t ibang pangangailangan ng kanilang mga nasasakupan.

Hindi lamang ordinaryong service vehicle ang mga ito. Ang bawat unit ay fully equipped with stretcher, oxygen, first aid kit, BP apparatus, ladder, at chainsaw—mga kagamitang mahalaga lalo na sa panahon ng emergency, sakuna, rescue operations, at iba pang pangangailangan ng komunidad. 🩺🛠️

Ang Liga ng mga Barangay – Laoag City, sa pangunguna ni Liga President Hon. Roque “Rbee” Ablan, ay buong-pusong sumusuporta at taos pusong nagpapasalamat sa mga hakbang na naglalapit ng kagamitan at serbisyo sa mismong barangay.

Sa pamamagitan ng mga sasakyang ito, mas magiging alisto ang ating mga barangay sa pagtugon, mas mapapalakas ang local response, at mas mailalapit ang serbisyong kailangan ng bawat Laoagueño. 🤝💙

The Liga ng mga Barangay Laoag City joins Barangay 1, under the leadership of PB Manuel D. Morales, Jr., in supporting the Dugtong Buhay Blood Donation Drive and Medical Mission, held in celebration of the 74th Anniversary of Radio Mindanao Network (RMN).

The activity brought essential health and community services closer to our residents, including:

The ongoing construction of the Slope Protection Project at Sitio Pasagui, Barangay 55-B, under the leadership of PB Fernando F. Baracao, Jr., is steadily progressing toward a safer and more resilient community. 👷‍♂️🏗️
