In recognition of the strength, sacrifices, and invaluable role of mothers in the family and society, TESDA Ilocos Norte conducted a simple yet meaningful Motherโ€™s Day celebration through the distribution of flowers to employees and clients who are mothers, mommies, nanays, inays, lolas, and mother figures.

The program, initiated by the Human Resource Unit on May 7, 2026, served as a heartfelt expression of gratitude and appreciation for the unwavering love, care, and dedication shown by mothers and maternal figures in both their families and communities. The initiative aimed to recognize not only their nurturing role at home but also their contributions in the workplace and society as a whole.

Through this activity, TESDA Ilocos Norte highlighted the importance of honoring mothers whose strength, resilience, and compassion continue to inspire and uplift those around them. Their ability to balance responsibilities while providing guidance and support reflects the true essence of selfless service and unconditional love.

This strategic partnership, established under the TESDA Enterprise-Based Education and Training (EBET) Framework, is designed to create a direct link between technical instruction and actual industry requirements.

โ€‹Through the integration of the EBET Framework, this collaboration ensures that learners gain high-quality, hands-on experience within a real-world corporate environment, effectively preparing them for the demands of the modern workforce. The ceremony was led by Provincial Director Sharon S. Estigoy, whose vision for industry-led training continues to expand opportunities throughout the province. Joining the ceremony were Mr. Jesus B. Obaรฑa representing ExP Group Philippines, Mr. Nestor R. Pascual of Marcos Agro-Industrial School, Dr. Hazel Tamayo (INTA President), and Rose Ingrid R. Salvador (CTEC President-Pagudpud).

Earlier today, April 7, a productive courtesy call was held at the Office of the City Mayor of Laoag to discuss the expansion of technical-vocational opportunities and workforce development within the city. The delegation, led by PD Sharon Sinlao Estigoy, included Dr. Hazel Tamayo (INTA President) and Rose Ingrid R. Salvador (CTEC President-Pagudpud), who were joined by Ms. Shey Pia G. Abaya of PESO-Laoag. The session centered on the vital role of language proficiency and industry-led training in equipping Laoagueรฑos with globally competitive skills.

During the discussion, PD Sharon S. Estigoy highlighted the substantial number of scholarship slots currently available for English Language A2, Spanish Language A1, and Japanese Language A1. In addition to language training, she discussed the Enterprise-Based Education and Training (EBET) program, emphasizing the importance of partnering with local enterprises to bridge the gap between classroom instruction and actual industry requirements. Addressing the observation that registration numbers for these programs are not yet meeting the available capacity, Hon. Mayor James Bryan Alcid expressed his full support for the initiative. He noted that he will be coordinating closely with the PESO Manager to discuss the strategic implementation of these programs and to ensure that these opportunities reach every qualified constituent.

Through this strengthened partnership between the City Government, the private sector, and TESDA, the goal is to maximize resources and empower the local workforce for professional success.

Marking another significant step in empowering scholars through skills development, a Training Induction Program (TIP) was successfully conducted, at LA UNION TEK-BOK TRAINING PROVIDER, INC. (LUTTP) and BACARRA VOCATIONAL TRAINING INSTITUTE FOR HOSPITALITY AND TOURISM (BV-TIHOST) INC.

A total of 125 training slots were officially commenced, covering:

25 slots for PBST (Passenger Bus/Straight Truck) - TWSP
25 slots for Heavy Equipment Operation (Hydraulic Excavator) - TWSP
50 slots for PV System Installation under Training for Work Scholarship Program (TWSP)
25 slots for Bread and Pastry Production under Special Training for Employment Program (STEP)

The activity was attended by representatives from the Office of Congressman Sandro Marcos, led by Sir Edwin Cariรฑo, along with TESDA officials and staff headed by Provincial Director Sharon S. Estigoy. Their presence highlighted the strong collaboration among partners in delivering quality and inclusive technical education.
Following the orientation, the training officially commencedโ€”marking the beginning of the scholarsโ€™ journey toward enhanced skills, employability, and sustainable livelihood opportunities.

As part of the program, the LandBank PISO Account Plus was also introduced to facilitate the efficient, secure, and transparent release of the scholarsโ€™ Training Support Fund through individual bank accountsโ€”promoting financial inclusion among trainees.

This initiative reflects TESDAโ€™s continuing commitment to providing accessible, relevant, and high-quality training programs that uplift lives and strengthen communities.

โœจ Empowering Lives Through Skills Training โœจ

The TESDA Ilocos Norte Provincial Office, in partnership with Marcos Agro-Industrial School, successfully conducted a Community-Based Training on Beauty Care for 25 Persons Deprived of Liberty (PDLs) at BJMP Laoag City Jail which officially started on April 17, 2026. The 15-day training program equips the beneficiaries with valuable knowledge and practical skills in nail care, foot spa, and massage services.

During the visit and monitoring activity, TESDA Ilocos Norte Provincial Director Sharon Sinlao Estigoy personally inspected the conduct of the training and monitored the progress of the learners. She emphasized the importance of providing quality skills training that empowers beneficiaries, enriches their lives, and contributes to their personal growth and overall development.

Director Estigoy also highlighted that the skills gained in Beauty Care can become a source of livelihood and income once the beneficiaries reintegrate into society. Moreover, the training serves as a meaningful step toward rehabilitation, self-improvement, and productivity while inside the facility, including the opportunity for training credits that may contribute to their rehabilitation process.

TESDA Ilocos Norte also recognized its strong partnership with Bureau of Jail Management and Penology- Laoag City Jail in inculcating personal development, discipline, and values formation among the PDLs through Technical Vocational Education and Training. This collaboration aims to uplift the lives of the beneficiaries by equipping them with skills and opportunities that will help them become productive and self-reliant individuals upon reintegration into the community.

The activity was conducted together with INTA President Dr. Hazel Tamayo and trainer Ms. Jeanet P Fontanilla.

Garnaden, Nueva Era, with 25 scholars of the Handloom Weaving (Upright) NC II Training taking center stage.

The activity was led by Provincial Director Sharon Sinlao Estigoy, who emphasized that the program aligns with the directive of TESDA Director General Secretary Kiko Benitez to strengthen and expand creative sector initiativesโ€”promoting cultural preservation while generating sustainable livelihood opportunities. She likewise underscored TESDAโ€™s commitment to delivering meaningful, inclusive, and quality training for all scholars.

The milestone event was graced by Municipal Vice Mayor Caroline Arzadon-Garvida, who expressed strong support from the LGU, affirming that the program not only preserves local culture but also opens doors for sustainable economic opportunities for the people of Nueva Era. Following the program, a courtesy call was made by Provincial Director Estigoy to the Vice Mayor as a sign of courtesy and continued coordination, where she reiterated the full support of the Local Government Unit for TESDA programs and highlighted the initiativeโ€™s role in preserving Ilocano weaving traditions while creating sustainable livelihood opportunities for the community.

Following the program, Ms. Achelle Anne B. Corpuz presented the updated TSF distribution system through the Land Bank of the Philippines. Scholars will be required to open a LANDBANK PISO or PISO Plus account to receive their allowancesโ€”ensuring faster, safer, and more transparent transactions with simplified requirements and no initial deposit.

The training will be implemented by the Provincial Training Centerโ€“Banna, under the leadership of Center Administrator Irvin D. Tolentino.

The TIP was attended by INTA President Dr. Hazel D. Tamayo, Provincial Scholarship Focal Marinel D. Marcos - who discussed the orientation proper, TESDA personnel from the Provincial Office and PTC-Banna, as well as officials and employees of LGU Nueva Era and partner stakeholders who witnessed this milestone activity.

The Philippine Red Cross โ€“ Ilocos Norte Chapter, led by Chapter Administrator Ms. Edna L. Orcino, together with Mr. Jedmark F. Morido- Chapter Service Representative, paid a courtesy call to TESDA Ilocos Norte Provincial Office Provincial Director Sharon S. Estigoy on May 5, 2026 (Tuesday).

The meeting reaffirmed the strong and enduring collaboration between TESDA and the Red Cross, grounded in a shared commitment to serve and empower communities. Discussions highlighted the expansion of joint initiatives in delivering life-saving and capacity-building programsโ€”equipping individuals, organizations, and communities with essential knowledge and skills to prepare for, respond to, and recover from emergencies and disasters.

For many years, this partnership has stood as a pillar of service, successfully implementing programs in First Aid and Basic Life Support, Disaster Preparedness and Response, Health and Welfare Services, and Volunteer Development.
