𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐨𝐟 𝐓𝐔𝐏𝐀𝐃 𝐛𝐞𝐧𝐞𝐟𝐢𝐜𝐢𝐚𝐫𝐢𝐞𝐬 𝐮𝐧𝐝𝐞𝐫 𝐁𝐫𝐢𝐠𝐚𝐝𝐚 𝐄𝐬𝐤𝐰𝐞𝐥𝐚 𝟐𝟎𝟐𝟔

The Public Employment Service Office (PESO) of Laoang, through PESO Manager Mr. Valentin I. Ballado, conducted the orientation and monitoring of the TUPAD beneficiaries deployed under the Brigada Eskwela Program at Laoang National Technical High School.

A total of 37 TUPAD workers assigned to the Municipality of Laoang are currently rendering community work activities at Laoang National Technical High School (LNTHS) in preparation for the opening of classes for School Year 2026-2027. Their tasks include campus clean-up, sanitation, beautification, and other school improvement activities aimed at ensuring a safe, clean, and learner-ready environment for students.

The TUPAD-Brigada Eskwela initiative is part of the Department of Labor and Employment's nationwide effort to provide emergency employment opportunities while supporting public schools in their preparations for the upcoming school year.

It is important to note that the implementation and management of the TUPAD beneficiaries under the Brigada Eskwela Program are directly handled by the Department of Labor and Employment (DOLE). While this particular program is outside the direct jurisdiction and mandate of the Public Employment Service Office (PESO) of Laoang, our office extended assistance through the orientation and monitoring of the beneficiaries to help ensure the smooth and effective implementation of the program in our municipality.

The Public Employment Service Office (PESO) of Laoang extends its deepest gratitude to the University of Eastern Philippines (UEP) Laoang Campus, through the Office of Student Affairs and Services and the Guidance and Testing Office, for inviting our PESO Manager, Mr. Valentin I. Ballado, as the resource speaker for the Job Orientation Seminar held at the University Quadrangle on May 28, 2026. It was an absolute privilege to engage with the senior graduating students and help prepare them for the dynamic realities, real conditions, and demands of the current labor market as they transition from the academic world into their respective professional careers.

We would like to express our heartfelt appreciation to the university administration and faculty whose leadership and dedication made this impactful event possible. Our sincere thanks go out to Marilou H. Uy, LPT, RGC, Head of the Guidance and Testing Office, for her invaluable coordination and support, and to Jovan A. The Public Employment Service Office (PESO) of Laoang extends its sincere gratitude to the Municipal Mayor of Laoang, Hon. Mayor Charlene L. Ongchuan, for personally visiting the Residual Containment Area (RCA) in the Camporicay District on May 22, 2026, as part of the local government’s continuing commitment to address the needs and concerns of the community and ensure the sustainability of ongoing development initiatives within the district.

During her visit, Mayor Ongchuan personally engaged in meaningful discussions with local community leaders regarding the existing concerns, potential issues, and possible services and assistance that may be rendered by the Municipal Government to further support the barangays within the Camporicay District. Her presence and active participation demonstrated genuine concern for the welfare of the communities and reaffirmed the local government’s dedication to responsive and people-centered public service.

The Municipal Mayor also took time to monitor and supervise the former TUPAD beneficiaries who are currently in the process of formally establishing the Camporicay District Ecological Workers Association under the Department of Labor and Employment (DOLE). This significant initiative, continuously facilitated and guided by the Public Employment Service Office (PESO) of Laoang, forms part of the office’s commitment to extend support to workers beyond temporary employment opportunities by helping them transition into a sustainable and organized association capable of pursuing long-term livelihood and community-based projects.

The workers likewise continue to maintain and nurture the agricultural crops established during the implementation of the TUPAD program, while simultaneously preparing the necessary requirements and operational plans for the official registration of their association. The ongoing efforts of the group reflect their unity, dedication, and shared commitment toward building a productive and sustainable future for their communities.

The Public Employment Service Office (PESO) of Laoang proudly shares another significant development in the ongoing formation of the Camporicay District Ecological Workers Association.

Following the organizational meeting and election of officers conducted last May 12, 2026, the workers who attended the meeting on May 15, 2026 have officially affixed their signatures to the Department of Labor and Employment (DOLE) registration application, marking another important milestone toward the formal registration of the association.

As part of their preparation for future operations, the workers also conducted an inspection of the Residual Containment Area (RCA), which will serve as the primary area for their planned activities and operations. In addition, the association has already started drafting its work plan to ensure organized, sustainable, and productive implementation of their upcoming projects.

The former TUPAD beneficiaries, who received their payouts on May 12, 2026, continue to show commitment and dedication as they actively maintain and monitor the plants established during their TUPAD implementation. The beans, ampalaya, okra, pechay, kamote, and cassava are all growing smoothly, and the workers are continuously working together to nurture and sustain these agricultural efforts.

Once the remaining absent members complete their signatures and the association becomes officially registered, the group will formally commence the activities outlined in their approved work plan.

This initiative stands as a testament to the commitment of the Public Employment Service Office (PESO) of Laoang in fulfilling its promise of extending support to TUPAD beneficiaries even beyond temporary employment. Through continuous guidance, organizational assistance, and empowerment initiatives, PESO Laoang remains dedicated to helping workers build sustainable opportunities for themselves, their families, and their communities.
