The Department of Trade and Industry (DTI) โ€“ Ilocos Sur Provincial Office successfully conducted its Mid-Year Assessment and Strategic Planning Workshop cm Health and Wellness Program on July 8โ€“9, 2026, at Corals Sand and Shells Beach House in Barangay San Roque, Santiago, Ilocos Sur.
The two-day activity brought together DTI Ilocos Sur personnel to review the office's accomplishments for the first half of 2026, assess performance, and formulate strategic plans to ensure the achievement of the agency's targets for the remainder of the year.
In his message, OIC-Provincial Director H. A. Zaldy Z. Zafra Jr. underscored the importance of strategic planning, teamwork, and continuous commitment to delivering quality public service and attaining the office's performance indicators.
As part of the Health and Wellness Program, DTI Ilocos Sur also conducted a Coastal Clean-Up Activity along the shoreline of Barangay San Roque, Santiago. The initiative highlighted the office's commitment to environmental sustainability, community involvement, and responsible public service.
Through activities that strengthen organizational performance while promoting employee wellness and environmental responsibility, DTI Ilocos Sur remains committed to fostering excellence in public service and advancing inclusive and sustainable development.

The Department of Trade and Industry โ€“ DTI Ilocos Sur in partnership with the Local Government Unit of Sinait successfully conducted the Saluad ti Barangay on June 29, 2026 at Barangays Magsaysay and Zapat, Sinait, Ilocos Sur.
The Saluad ti Barangay is a flagship program of DTI Ilocos Sur designed to reach every barangay in the province and strengthen consumer awareness at the community level. The initiative focuses on educating consumers about their rights and responsibilities, as well as the key provisions of Republic Act No. 7394, also known as the Consumer Act of the Philippines.
A total of 86 consumers from the participating barangays actively engaged in the activity, reflecting strong community support for consumer welfare and protection initiatives.
Through this program, DTI Ilocos Sur continues to deliver โ€œserbisyo nga umay iti barangay,โ€ ensuring that essential information, consumer protection services, and government programs effectively reach the grassroots level.

The Department of Trade and Industry (DTI) Ilocos Sur Provincial Office, in partnership with Sarabo Pasalubong Center and Shopper's 88 Convenience Store, officially launched the Ilocos Sur-Made Products Corner Project on June 30, 2026, in the municipalities of Cabugao and San Juan, Ilocos Sur.
The initiative seeks to expand the market reach of locally produced goods by establishing dedicated retail display spaces in strategic commercial establishments across the province. Through this collaborative undertaking, the project provides a sustainable marketing platform for Ilocos Sur-made products, Certified Halal products, and products developed by Agrarian Reform Beneficiary Organizations (ARBOs) under the Comprehensive Agrarian Reform Program (CARP).
The Ilocos Sur-Made Products Corner Project exemplifies the power of collaboration between the government and the private sector in advancing inclusive local economic development. By combining DTI's market development initiatives with the commitment of local business establishments, the partnership creates greater opportunities for micro, small, and medium enterprises (MSMEs) to access wider markets while bringing quality locally made products closer to consumers.
The launch was highlighted by the signing of separate Memoranda of Agreement (MOAs) between DTI Ilocos Sur and its partner establishments, signifying their shared commitment to promoting local products, supporting community-based enterprises, and strengthening the province's MSME sector.
To further enhance market linkages, partner pasalubong centers and participating ARBOs also entered into Marketing Agreements during the activity. These agreements establish direct business partnerships between local producers and retailers, providing ARBOs with accessible and sustainable market outlets while ensuring a steady supply of quality Ilocos Sur-made products for consumers.
In his keynote message, DTI Ilocos Sur Provincial Director H.A. Zaldy Z. Zafra, Jr. expressed his sincere appreciation to Ms. Michaela Rose S. Sabio, owner of Sarabo Pasalubong Center, and Ms. Cherry Ann Castillo Venenciano, owner of Shopper's 88 Convenience Store, for opening their establishments as platforms where local entrepreneurs can showcase and market their products.
"Your support demonstrates that the private sector plays a vital role in building a stronger local economy. By showcasing locally made products, you are not only helping our entrepreneurs expand their markets but also preserving our culture, promoting our identity, and encouraging consumers to take pride in products that truly represent Ilocos Sur," Director Zafra said.
In her acceptance message, Ms. Sabio expressed her gratitude to DTI for the opportunity to become one of its partners in advancing local enterprise development. The Department of Trade and Industry (DTI) - Ilocos Sur Provincial Office in coordination with the Local Government Unit of Bantay, conducted Saluad ti Barangay on June 30, 2026 at Sinabaan, Bantay, Ilocos Sur. The activity aimed to educate consumers on their rights and responsibilities, promote awareness to various fair-trade laws, and also introduce the other programs offered by DTI.
A total of 15 consumers actively participated in the activity, demonstrating active community engagement, support for consumer welfare initiatives, and their dedication in exercising their rights and responsibilities as consumers.

The Department of Trade and Industry (DTI) Ilocos Sur in partnership with the Ilocos Sur Bamboo Industry Development Council successfully conducted a Product Diversification Training on Bamboo Processing on June 26โ€“28, 2026, at Barangay Cabaritan, Sto. Domingo, Ilocos Sur.
Funded under the Shared Service Facility (SSF) Program, the three-day training aimed to enhance the skills of local participants in developing new and value-added bamboo products using the bamboo processing equipment provided through the SSF. The initiative supports the diversification of bamboo-based products, enabling communities to maximize local resources, improve product competitiveness, and create additional livelihood opportunities.
A total of 15 participants actively took part in the training, where they gained practical knowledge and hands-on experience in bamboo processing and product development under the guidance of Mr. Allan S. Sayaboc, who served as the resource person throughout the activity.
Through capability-building initiatives such as this, DTI Ilocos Sur continues to empower local communities, promote sustainable resource utilization, and strengthen the competitiveness of micro, small, and medium enterprises (MSMEs) by transforming indigenous materials into high-value products.

VIGAN CITY, Ilocos Sur โ€“ Reinforcing its commitment to building a more competitive, investment-ready, and inclusive local economy, the Department of Trade and Industry (DTI) Ilocos Sur Provincial Office, in partnership with the Board of Investments (BOI) and the Provincial Government of Ilocos Sur , successfully conducted the HERITAGE Investment Promotion and Capacity Building Program on June 29, 2026, at the People's Hall, Provincial Capitol, Vigan City.
The HERITAGE Investment Promotion and Capacity Building Program is part of DTI Ilocos Sur's continuing efforts to strengthen local economic development by enhancing investment readiness, improving investment facilitation, and positioning the province as a preferred destination for both domestic and foreign investments. Through this initiative, DTI aims to empower local stakeholders with the knowledge, strategies, and tools necessary to drive sustainable and inclusive economic growth across Ilocos Sur.
The program gathered key investment promotion stakeholders, including representatives from local government units (LGUs), the Provincial Planning and Development Office (PPDO), the Ilocos Sur Economic Development and Investment Promotion Office (ISEDIPO), the Real Estate Brokers Association of the Philippines (REBAP)โ€“Abra-Ilocos Sur Chapter, and various development partners. The activity served as a platform for strengthening collaboration and enhancing the capabilities of institutions responsible for promoting investments at the local level.
In his opening message, DTI Ilocos Sur Provincial Director H.A. Zaldy Z. Zafra, Jr. emphasized that strong partnerships among national government agencies, local governments, and the private sector are essential in creating a business-friendly environment that attracts quality investments. He underscored the importance of equipping local investment promotion stakeholders with the competencies needed to effectively attract, facilitate, and sustain investments that generate employment, stimulate local industries, and contribute to long-term economic development.
Representing Governor Jeremias C. Singson, Sangguniang Panlalawigan Member Francisco Arturo โ€œThirdโ€ Ranches III delivered the keynote message, reaffirming the Provincial Government's unwavering support for initiatives that enhance the province's investment climate. He emphasized that strengthening investment promotion efforts is instrumental in unlocking new economic opportunities, fostering business growth, and improving the overall competitiveness of Ilocos Sur.
A key highlight of the program was the series of technical sessions conducted virtually by Mr. Raphael A. Sanchez, Senior Investments Specialist of the Domestic Investments and Promotion Service (DIPS) โ€“ Marketing and Events Division of the Board of Investments. His presentations covered Investor's Expectations, Investment-Related Laws, and Investment Promotion Tools, providing participants with practical insights into the evolving investment landscape and effective strategies for attracting and retaining investors.
The discussions highlighted the importance of understanding investor needs, maximizing available investment incentives, and leveraging strategic promotion tools to position Ilocos Sur as an attractive destination for business and investment. An interactive open forum followed, allowing participants to exchange ideas, raise concerns, and discuss emerging opportunities and challenges in local investment promotion.
To translate learning into concrete action, participants engaged in a workshop on Mapping Investible Areas in Ilocos Sur and assessing the current status of investment promotion initiatives within their respective local government units. The workshop enabled stakeholders to identify priority investment locations, evaluate local economic potentials, and formulate actionable strategies to strengthen their Local Investment and Incentives Codes, investment profiles, and overall investment promotion programs.
The program concluded with a closing message from Mr. Benigno Q. Ponce, Chief of the Business Development Division of DTI Ilocos Sur, who encouraged participants to build on the momentum generated by the activity through sustained collaboration, innovation, and proactive investment promotion. He emphasized that strengthening local capacities and fostering stronger partnerships among stakeholders are key to attracting quality investments that create jobs, stimulate economic activity, and promote inclusive and sustainable development throughout Ilocos Sur.
