PAF NEWS | SANAY BAGWIS 03-2026 OFFICIALLY KICKS OFF, SETTING THE STAGE FOR MULTI-DOMAIN TRAINING

The Philippine Air Force (PAF) formally opened the third iteration of Sanay-Bagwis 03-2026 on October 1, 2026, at Brigadier General Benito N Ebuen Air Base, Lapu-Lapu City. The exercise will be participated in by 1,180 PAF personnel in a unilateral exercise designed to enhance operational readiness, assess coordination, identify operational gaps, and refine the PAF’s ability to respond to evolving operational requirements.

The opening ceremony featured the presentation of participants and followed by the formal declaration of the opening of exercise. The ceremony was immediately followed by a Staff Exercise (STAFFEX), where staff officers worked through planning considerations and coordinated actions in preparation for the succeeding phases.

This year's Sanay Bagwis further strengthens the PAF’s capacity to operate effectively across complex and evolving mission requirements.

On September 22, 2026, the 205th Tactical Helicopter Wing (205THW) commemorated its 74th Founding Anniversary under the theme, “205THW@74: Sustaining Mission Excellence through Enhanced Capabilities, Values-Based Service, and Adaptive Heli-Lift Operations.” The milestone celebration was graced by MGEN MOISES L MICOR PAF, Commander, Air Mobility Command, as Guest of Honor and Speaker. The occasion also recognized the outstanding Officers, Enlisted Personnel, Civilian Human Resources, sub-units and stakeholders whose exemplary performance, unwavering dedication, and professionalism continue to uphold the Wing’s commitment to mission excellence and dependable service.

Leading up to the anniversary, the Wing conducted a series of pre-anniversary activities designed to foster camaraderie, strengthen operational readiness, and reinforce its commitment to community engagement. These included the Battle of the Brains, Aerial Door Gunnery Competition, Heli-Bucket Challenge, Coastal Clean-Up, Biking and Tree Planting Activity, Blood Donation Drive, Gift-Giving and Feeding Program, 205THW Pickleball Tournament, Wreath-Laying Ceremony, and Simultaneous Thanksgiving Mass.

For 74 years, the 205THW has remained steadfast in advancing mission excellence through enhanced capabilities, values-based service, and adaptive heli-lift operations, upholding its enduring commitment to serve the nation anytime, anywhere.

PAF NEWS | PAF PERSONNEL CONDUCT SAND-BAGGING OPERATIONS IN SAN SIMON, PAMPANGA

The Philippine Air Force (PAF), through the 600th Air Base Group, Installation Management Command (600ABG, IMCOM); 420th Supply Wing, Air Logistics Support Command (420SW, ALSC); and Research and Development Center, ALSC, conducted sand-bagging operations along the North Luzon Expressway (NLEX) in San Simon, Pampanga, on August 31, 2026.

The operation was conducted in coordination with the 70th Infantry Division, 7th Infantry Division, Philippine Army, and the Office of Civil Defense Region III (OCD III) to reinforce flood-control measures and help protect affected communities amid flooding in the area.

The activity highlights the PAF’s commitment to strengthening its humanitarian assistance and disaster response (HADR) capabilities and providing timely support to communities affected by disasters.

The skies may have gone quiet, but the learning continues. From preparation to ex*****on, every sortie, challenge, and partnership has sharpened our skills, strengthened interoperability, and deepened our understanding of multinational air operations.

As the exercise concludes, the PAF carries forward the experience gained, partnerships forged, and capabilities strengthened, turning every lesson into greater readiness for the missions ahead.

I wish to make some clarifications regarding an article which was published today in the Philippine Star headlined, “P143 billion MUP pension nearly triple AFP’s modernization budget”. It is important to point out some facts to frame the issue accurately.

While the MUP budget is indeed triple the AFP modernization budget, it should be noted that only 49.6% of the total MUP pension budget is earmarked for AFP retirees. The rest go to other security services. Therefore, to equate the total MUP pension to the AFP modernization is not accurate as a comparison indicator.

Second, the MUP debate, when framing the debate with respect to modernization, evades the key question of total resources devoted to the AFP and to the defense space. As of this time, with worldwide vulnerabilities, almost all countries have made the conscious decision to increase defense spending in large adjustments - we cannot be immune to this.

Third, the AFP Modernization budget and the Modernization Law must be reviewed and the latter repealed. The AFP Modernization budget was supposed to be sourced from BCDA remittances, which as we all know, have been marginal and need to be subsidized by the National Government. Worse, defense-optimized national real estate assets were lost. This must be halted and the corporate structure of BCDA be abolished to reduce cross-subsidies and other administrative costs which should have gone to the AFP. On the Modernization Law, which entity works on 15-year horizons this day and age?

Lastly, our soldiers address a variety of missions, 365 days a year, without any breaks. Our force structure is extremely lean and, given the fact that they must keep watch over 7,600 plus islands and 2.4 million square kilometers of maritime area on a purely National Government basis and do services for other Government Entities including LGUs etc., their pensions should be National Government derived. The other agencies are geared towards securing more identifiable sectors, it is but fair that these sectors share in their pension burdens.

Our AFP pensioners, although retired, are an integral part of continuing defense efforts and actively contribute in various ways to securing our sovereignty and territorial integrity over and above the service that they have already rendered to our people.

I am not opposing reforming pension systems, but it must be done under the spirit laid down by this clarification.

PAF NEWS | PAF COMPLETES DELIVERY OF 32 S-70i BLACK HAWK HELICOPTERS

The Philippine Air Force (PAF) has completed the delivery of all 32 S-70i Black Hawk helicopters during the Acceptance, Turnover, and Blessing Ceremony for seven newly acquired S-70i Black Hawk helicopters with Lieutenant General Arthur M Cordura PAF, Commanding General, PAF, as Guest of Honor on August 26, 2026, at Colonel Jesus Villamor Air Base, Pasay City.

The acquisition forms part of Horizon 2 of the Revised Armed Forces of the Philippines (AFP) Modernization Program, pursuant to Republic Act No. 10349, which aims to develop and modernize the AFP’s capabilities.
With the completion of the 32-aircraft acquisition, the PAF further strengthens its capability to conduct air transport, humanitarian assistance and disaster response, search and rescue, medical evacuation, and other critical air operations.

The full delivery underscores the PAF’s continuing commitment to modernization and mission readiness, providing the nation with a more capable and responsive rotary-wing fleet in support of national defense and the Filipino people.
With 32 Black Hawks now in its fleet, the Philippine Air Force takes another significant step toward a more credible, agile, and mission-ready air force—ready to protect, respond, and serve whenever and wherever needed.
