The City Environment and Natural Resources Office (CENRO) continues to strengthen its environmental protection initiatives through the enforcement of the City's regulation on single-use plastics at Maribago Market.

Lapu-Lapu City Government reminds all business establishments to strictly comply with the provisions of the ordinance regulating single-use plastics. Under Section 8 of the ordinance, violations are subject to the following penalties:

1st Offense: 500-1,000, with a warning of permit suspension
๏ปฟ๏ปฟ2nd Offense: 2,000-3,000, with suspension of the business permit for 15 days
๏ปฟ๏ปฟ3rd Offense: 4,000-5,000, and/or indefinite closure of the business permit

The City Environment and Natural Resources Office (CENRO) conducted a simultaneous market inspection at the Sta. Rosa Public Market in Olango on August 1, 2026.

During the inspection, CENRO personnel issued citations to store owners and market vendors found violating the city's Single-Use Plastics Ordinance, or City Ordinance No. 16-182-2025. The office reminded violators that repeated offenses carry heavier penalties.

Under Section 8 of the ordinance, the penalties for small-scale businesses are as follows:

โ€ข 1st Offense: Fine of โ‚ฑ500 to โ‚ฑ1,000, with a warning of business permit suspension.
โ€ข 2nd Offense: Fine of โ‚ฑ2,000 to โ‚ฑ3,000, with suspension of the business permit for 15 days.

LOOK | 3rd Quarter Solid Waste Management Board Meeting

The City Environment and Natural Resources Office (CENRO), led by OIC-CENRO Ms. Jocelyn Mellino Abayan, through the leadership and environmental stewardship of Mayor Cindi King Chan, successfully convened the 3rd Quarter Solid Waste Management Board Meeting to discuss significant environmental initiatives, policy updates, and strategies that will further strengthen ecological governance and solid waste management in Lapu-Lapu City. The meeting was presided over by City Councilor Hon. Rufo Ymbong Bering.

Among the highlights of the meeting were the following agenda items:

โ™ป๏ธ Updates on the Search for the Cleanest and Greenest Puroks and Barangays
Photos taken during the initial monitoring of participating barangays were presented before the Board, showcasing areas where proper waste management and cleanliness still require improvement. The discussion emphasized that the Search for the Cleanest and Greenest Puroks and Barangays is not merely a competition, but a continuing campaign that encourages every barangay to consistently uphold cleanliness, environmental responsibility, and community participation throughout the year.

๐Ÿš› Resumption of the Waste Disposal Schedule at the City Materials Recovery Facility (MRF)
The Board discussed the resumption of the waste disposal schedule for all barangays to ensure a more organized, efficient, and systematic management of residual wastes within the City.

๐ŸŒซ๏ธ Installation of the PM10 Air Quality Monitoring Equipment
The Board acknowledged the successful installation of the PM10 Air Quality Monitoring Equipment at the City Hall premises through the partnership between the Local Government of Lapu-Lapu City and the Department of Environment and Natural Resources โ€“ Environmental Management Bureau Region VII (DENR-EMB 7). This initiative strengthens the City's capacity to monitor ambient air quality and generate reliable environmental data that will support evidence-based environmental planning and policy formulation.

๐Ÿชง Guidelines on the Permit to Install Tarpaulins and Posters
Discussions were conducted on harmonizing existing ordinances governing the installation of advertising paraphernalia to establish a clear, uniform, and efficient permitting process while ensuring public order, safety, and environmental cleanliness.

๐ŸŒณ Guidelines for Tree Cutting Permits
The Board also reviewed the guidelines and documentary requirements for the issuance of tree cutting permits, providing clearer procedures to ensure compliance with existing environmental laws while promoting the conservation and sustainable management of the City's urban trees.

The 3rd Quarter Solid Waste Management Board Meeting reaffirmed the City's commitment to collaborative environmental governance, recognizing that effective solid waste management, clean communities, and environmental protection can only be achieved through the collective efforts of government agencies, barangays, partner institutions, and every Lapu-Lapuano.

In line with the environmental initiatives of Mayor Cindi King Chan and the City Government of Lapu-Lapu, the City Environment and Natural Resources Office (CENRO), led by Ms. Jocelyn Mellino Abayan, continues to strengthen efforts in safeguarding public health and the environment through enhanced air quality monitoring.

A PM10 Air Quality Monitoring Equipment has been successfully installed within the premises of the Lapu-Lapu City Hall through the collaborative partnership between the Department of Environment and Natural Resources โ€“ Environmental Management Bureau Region 7 (DENR-EMB 7), headed by Regional Director, Atty. John Edward T. Ang, and the Local Government Unit of Lapu-Lapu City.

The installation was carried out by Engr. Kurt Baylan and Engr. Arthur Calupig of DENR-EMB Region 7, whose technical expertise ensured the proper setup and operation of the monitoring station.

The installation is in accordance with the agreement between DENR-EMB Region 7 and the City Government, wherein DENR-EMB 7 provides the air quality monitoring equipment, while the LGU of Lapu-Lapu City provides a secure and safe installation site, as well as the necessary electrical supply to ensure its continuous operation. As part of this continuing collaboration, DENR-EMB Region 7 will also install an E-BAM, an advanced continuous air quality monitoring instrument that will further strengthen the City's capability to monitor ambient particulate matter in real time.

The PM10 monitoring equipment measures the concentration of particulate matter with a diameter of 10 micrometers or smaller (PM10) in the atmosphere. These fine particles may originate from road dust, construction activities, industrial emissions, open burning, and vehicle exhaust, and prolonged exposure may have adverse effects on human health, particularly the respiratory system. The forthcoming E-BAM monitoring equipment will complement the existing monitoring system by providing continuous, automated measurements, allowing for more comprehensive and timely air quality assessment.

The data generated by these monitoring stations will serve as an important baseline for assessing the City's ambient air quality, tracking long-term environmental trends, and supporting evidence-based planning and policy formulation. Continuous data collection will enable government agencies to identify potential sources of air pollution, evaluate the effectiveness of environmental management programs, and implement timely interventions to ensure cleaner and healthier air for the people of Lapu-Lapu City.

Through the continued partnership between DENR-EMB Region 7 and the City Government of Lapu-Lapu, the City reinforces its commitment to science-based environmental governance, ensuring that reliable air quality data will help protect public health, support sustainable urban development, and contribute to a cleaner and more resilient Lapu-Lapu City for present and future generations.

Under the leadership of Mayor Cindi King Chan, the City Government of Lapu-Lapu, through the City Environment and Natural Resources Office (CENRO) led by OIC Ms. Jocelyn Mellino Abayan, participated in the Underwater and Coastal Cleanup Drive held at Club Kontiki Diving Resort, Maribago, Lapu-Lapu City.

The cleanup brought together dedicated environmental champions from the Philippine National Police (PNP), Philippine Coast Guard (PCG), CENRO Office Staff and Coastal Resource Management Unit, KDA Divers, I Dive, LGU Naga, Kap Carl Dive, Boyla Divers, and other partners in a united effort to protect our coastal and marine ecosystems.

Through the collective efforts of all volunteers, a total of 89 kilograms of marine debris were removed from the coastline and underwater areas, filling 35 sacks of waste. The cleanup also documented 1,208 individual pieces of trash, highlighting the persistent challenge of marine pollution and the importance of continuous conservation efforts.

Every piece of waste collected represents a step toward cleaner coastlines, healthier coral reefs, and safer habitats for marine life. Together, we reaffirm our commitment to preserving the rich marine biodiversity of Lapu-Lapu City and inspiring communities to become active stewards of our oceans.

LOOK | Building Coastal Stewardship and Empowering Coastal Communities

In line with the environmental conservation initiatives of Lapu-Lapu City Mayor Cindi King Chan and under the leadership of CENRO OIC Ms. Jocelyn Mellino Abayan, the City Environment and Natural Resources Office (CENRO) participated in the 3-Day Participatory Coastal Resource Assessment (PCRA) Training held on July 22โ€“24, 2026, at Barangay Mactan, Lapu-Lapu City. The training was hosted by the Biology Department of Cebu Technological University โ€“ Main Campus.

The activity brought together representatives from the CENRO, fisherfolk from Barangays Mactan and Punta Engaรฑo, and barangay personnel to strengthen their knowledge and practical skills in assessing and monitoring the city's vital coastal ecosystems.

Day 1 focused on classroom lectures covering:
๐ŸŒฟ The three major coastal ecosystems of the Philippinesโ€”mangroves, seagrasses, and coral reefs, including their ecological importance and species identification;
๐Ÿ“ Standard Participatory Coastal Resource Assessment (PCRA) methodologies such as mangrove and seagrass transect surveys, transect walks, fish visual census (FVC), manta tow, and the point-intercept method (PIT) for coral reef assessment; and
๐ŸŒ Current environmental challenges affecting Philippine coastal resources, including illegal fishing practices, pollution, and the impacts of overpopulation.

Day 2 featured hands-on field exercises where participants conducted:
โœ… Mangrove assessment
โœ… Seagrass assessment
โœ… Simulated Fish Visual Census (FVC) and Point-Intercept Transect (PIT) for coral reef monitoring
โœ… Coastal transect walk in Barangay Mactan

Day 3 concluded with the presentation and reporting of field data gathered during the assessment, the awarding of certificates of appreciation, the distribution of food packs and cash incentives to participating fisherfolk, and the ceremonial signing of a pledge tarpaulin, symbolizing the participants' shared commitment to protecting and sustainably managing Lapu-Lapu City's coastal and marine resources.

Through capacity-building activities such as the PCRA Training, CENRO continues to empower communities and strengthen partnerships in conserving our coastal ecosystems, ensuring that science, community participation, and environmental stewardship remain at the forefront of sustainable coastal resource management.
