Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City β Naval Forces Central, Philippine Navy (NFC, PN) conducted three (3) meaningful ceremonies that reflected the enduring values of service, professionalism, and commitment in the Philippine Navy on July 31, 2026 held aboard HNFC.
The meaningful occasion featured the Turnover of Duties and Responsibilities of the AC of S for C4ISR Systems, OC6; the Pinning of Ranks Ceremony for newly promoted Enlisted Personnel; and the Awarding Ceremony in honor of LT CARULUAN PN who will be separated from the military service after nearly eleven years of faithful and fruitful service to the Nation.
The occasion commenced with the formal Turn-over of Duties and Responsibilities of the AC of S for C4ISR Systems, OC6, marking a significant transition in leadership and accountability within the organization. The ceremony witnessed the official transfer of responsibilities from LT MYR JOHN RYAN VIC S CARULUAN PN to LCDR JOE MICHAEL A ARARAO PN, the incoming Acting AC of S for C4ISR Systems, OC6, symbolizing the seamless continuation of Staff function, trust and commitment to mission accomplishment. The ceremony was presided by CAPT WELMER C BASE PN(GSC), Deputy Commander, Naval Forces Central (DCNFC) and Acting Chief of Staff, Naval Forces Central, (ACSNFC), who underscored the importance of responsible leadership and effective stewardship in maintaining organizational strength and operational effectiveness.
Following the turnover ceremony, the occasion proceeded with the Pinning of Ranks Ceremony honoring the newly promoted Enlisted Personnel whose exemplary performance, discipline, and unwavering commitment to duty earned them advancement to higher responsibilities within the organization. ASYN Kaithleen J Gaa PN, ASPH Karl Christian P Mojica PN, and ASPH Christianel D Flores PN were formally promoted to the rank of Seaman Second Class (SN2), in a ceremony presided by COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central, Philippine Navy (CNFC, PN). The ceremonial pinning of their new rank insignias symbolized not only their professional growth and individual achievements but also the trust and confidence bestowed upon them by the organization to continue serving with greater commitment, competence and distinction while upholding the core values of Honor, Dedication, and Professionalism.
As the dayβs significant activities continued, the occasion likewise served as a fitting tribute to LT MYR JOHN RYAN VIC S CARULUAN PN, the outgoing AC of S for C4ISR Systems, OC6 recognizing his invaluable contributions and dedicated service throughout his military career. Having faithfully served for nearly eleven (11) years, LT CARULUAN PN leaves behind a legacy of integrity, professionalism, and selfless commitment to the mission and to the men and women with whom he had the privilege of serving.
During the awarding ceremony, LT CARULUAN PN was conferred with the Awards of Military Merit Medal in recognition of his meritorious and dedicated service, outstanding performance, and significant contributions to the accomplishment of the mission of the Armed Forces of the Philippines (AFP) and the Philippine Navy. The award served as a testament to his unwavering commitment, exemplary professionalism, and faithful ex*****on of his duties as a Navy Officer.
In his message, COMMO DE GUZMN PN, CNFC, PN conveyed the Commandβs sincere appreciation for LT CARULUAN PN on his years of honorable service, recognizing his professionalism, camaraderie, and dedication to duty. He likewise extended his best wishes as LT CARULUAN PN begins a new chapter beyond military life. COMMO DE GUZMN PN, CNFC, PN also congratulated the newly promoted Enlisted Personnel, reminding them to wear their new ranks with humility, accountability and a heightened sense of responsibility as they continue their journey in the military service.
