Our office received information that a certain lady posing and introduced herself to be Fiscal/Judge Edna Honor had been calling some law enforcement officers asking for details and numbers of respondents in drugs cases because she allegedly wanted to call and talk to them. However, when the law enforcement officer sensed that the voice was not that of the Prosecutor mentioned and informed the caller that the voice does not seem to be that of Prosecutor Edna Honor, the caller then immediately dropped the call.

We are issuing this caveat to all law enforcement officers and to whoever. Prosecutor Edna Honor or anybody from the office would not be asking those details about the respondent. Besides, if there is anything they want to be clarified of from the respondent/s, they will course them through their legal counsel as had been their office practice and the proper protocol.

OPP-Biliran joins with the Province of Biliran in its commitment to care and nurture our environment as part of its continuing movement with Alima sa Kinaiyahan.

The day started with the Prosecutors and staff cleaning the entire surrounding of its office in order to show its commitment with the entire Province because, indeed, caring for the environment should start with us and we owe it to our children to preserve and protect the earth that we live in.

Today, some officers from the Bureau of Fire from the Regional Office VIII, the Municipal Fire Department from Naval, Biliran paid a visit to the Office of the Provincial Prosecutor in order to consult and seek guidance from the office on their proper course of action whenever they file cases involving crimes for Arson in our jurisdiction.

During the dialogue, the officers from the Bureau of Fire were apprised about the importance of evidence gathering, proper handling of the gathered and recovered pieces of evidence as well as the preparation of affidavits of their witnesses. In the end, it was properly assessed that a training and seminar focused on these areas should be given and conducted amongst the investigators and officers of the Bureau of Fire in the Province of Biliran.

OPP-Biliran is thankful and welcomes this consultation in order that gaps and weaknesses will be properly addressed and that areas of cooperation will also be discussed and tackled.

The Office of the Provincial Prosecutor of Biliran proudly shares the recent publication of a scholarly article authored by Chief Prosecutor Atty. Edna S. Pitao-Honor in the Law and Humanities Quarterly Reviews, a peer-reviewed international journal published by the Asian Institute of Research.

Her article, “Survivor-Centered Prosecution of Online Child Sexual Exploitation in the Philippines,” examines how Philippine law can support a more child-sensitive and survivor-centered approach to prosecuting online sexual exploitation cases. The study highlights key legal developments, including the strengthened use of digital and financial evidence, child-protective procedural safeguards, and the importance of coordinated inter-agency responses.

This work accentuates a critical message: justice is not measured by conviction alone, but also by how the legal process protects the dignity, safety, and recovery of child victims. It reflects the evolving role of prosecution as both a legal and a coordinating function within a holistic child protection system.

Published by the Asian Institute of Research, an open-access platform connecting scholars worldwide, the article contributes to global discussions on law, justice, and child protection, while showcasing Philippine legal practice in the international academic community.

The Office of the Provincial Prosecutor of Biliran proudly shares the recent publication of a scholarly article authored by Chief Prosecutor Atty. Edna Pitao-honor, titled “Trends and Gaps in Gender-Based Violence Prosecution in the Philippines: A Review of Legal Frameworks, Policy Implementation, and Prosecutorial Challenges.”

The study reviews the Philippine legal and policy framework on gender-based violence prosecution, with particular attention to violence against women and their children, gender-based sexual harassment, and selected child protection reforms. It highlights both the strengths of the current legal architecture and the recurring implementation gaps that continue to affect documentation, referral systems, evidence preservation, survivor follow-through, and case monitoring.

This work is especially relevant to the continuing mandate of OPP Biliran because it speaks directly to the realities of prosecution practice, the importance of coordinated referral systems, and the need for survivor-centered, evidence-based, and institutionally responsive justice processes. It contributes to ongoing professional reflection on how prosecution offices can strengthen case build-up, inter-agency coordination, and service to vulnerable sectors.
