We met. We listened. We planned. Because every woman and child deserves to live free from violence and exploitation.
This quarter we discussed cases, strengthened referrals and aligned our advocacy and prevention programs.

Successful Turnover of Completed Community Interventions under Project LAWA at BINHI in Las Nieves, Agusan del Norte.

Project LAWA at BINHI marked another milestone with the successful turnover of completed community interventions in Barangays Maningalao and Durian, Las Nieves, Agusan del Norte.

The ceremony was attended by 265 partner beneficiaries, together with Mayor Karen S. Rosales, the Municipal Technical Working Group (TWG) of Las Nieves composed of the MSWDO and MAO, and the Agusan del Norte Provincial TWG represented by the PDRRMO and PPDO.

Their collective support and commitment reflect the strong partnership that made the project's implementation possible.

Camp Coordination and Camp Management (CCCM) Training Alang sa Epektibong Pagdumala sa mga Evacuation Center Panahon sa Kalamidad gipahinabo

Nahuman ug malampuson ang tulo ka adlaw nga Camp Coordination and Camp Management (CCCM) Training nga gipahigayon niadtong Mayo 19-21, 2026 sa PDAO Building, pinaagi sa panagtambayayong sa Department of Social Welfare and Development ug LGU Las Nieves pinaagi sa Municipal Social Welfare and Development Office.

Gitambongan kini sa mga bag ong daycare worker ug MSWD personnel aron mapalambo ang ilang kahibalo ug kaandam sa hustong pagdumala sa evacuation centers ug paghatag serbisyo panahon sa kalamidad ug emerhensya.

Atol sa maong training, gipalalom ang pagsabot sa mga partisipante bahin sa disaster preparedness, camp coordination, protection measures, ug epektibong pag-atiman sa mga apektadong pamilya panahon sa krisis.

Pinaagi niini, gilauman nga mas mahimong andam ug organisado ang mga frontline workers sa pagresponde aron masiguro ang kaluwasan ug kaayohan sa komunidad panahon sa mga kalamidad.

“Pumunta ka sa DSWD…” — Pero alin ba talaga? 🤔

Isa sa mga pinaka-common na linya nating mga Pilipino kapag may nangangailangan ng tulong:

“Pumunta ka sa DSWD ng munisipyo.”

Pero teka… may “DSWD” ba talaga sa munisipyo? 😅

Dito madalas nalilito ang marami sa pagkakaiba ng DSWD at C/MSWDO. Kahit sa usapan araw-araw, halos pareho na natin silang tawagin na “DSWD.” Pero technically at legally, magkaiba sila—kahit magkaugnay.

Ano ang DSWD?

Ang Department of Social Welfare and Development (DSWD) ay isang national government agency. Sila ang gumagawa ng national policies, programs, at guidelines para sa social welfare services sa buong bansa.

Sila rin ang nangangasiwa sa mga malalaking programa tulad ng:

4Ps
AICS
Sustainable Livelihood Program
Disaster response assistance
Ano naman ang C/MSWDO?

Ang City/Municipal Social Welfare and Development Office (C/MSWDO) naman ay opisina ng local government unit (LGU)—meaning under ito ng city o municipal government.

Sa ilalim ng Local Government Code of 1991, dinecentralize ang maraming social welfare services papunta sa local governments. Kaya may sariling social welfare office ang bawat lungsod o munisipyo.

Sila usually ang:

unang nag-aassess ng clients
gumagawa ng social case study reports
nagha-handle ng local social welfare concerns
nagre-refer sa DSWD kapag kailangan ng national assistance
So… magkaaway ba sila? 😅

Hindi po. Magka-partner sila. 🤝

Think of it this way:

DSWD = national office / policymaker / malaking programs
C/MSWDO = local frontliner / community-based social work services

Parang:

DSWD ang “head office,”
C/MSWDO ang “nasa field.”

Kaya minsan kapag sinabing:

“Pumunta ka sa DSWD ng munisipyo,”

ang totoong tinutukoy pala ay:

“Pumunta ka sa MSWDO.” 😄

At okay lang malito—kahit minsan social workers napapasmile na lang kapag lahat na lang tinatawag na “DSWD.” 😂

Ang MSWD o 𝘔𝘶𝘯𝘪𝘤𝘪𝘱𝘢𝘭 𝘚𝘰𝘤𝘪𝘢𝘭 𝘞𝘦𝘭𝘧𝘢𝘳𝘦 𝘢𝘯𝘥 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘖𝘧𝘧𝘪𝘤𝘦 ay opisina ng local government sa isang municipality o bayan. Sila ang direktang tumutulong sa mga tao sa komunidad na nangangailangan ng social services.

𝗠𝗴𝗮 𝘂𝘀𝘂𝗮𝗹 𝗻𝗮 𝗴𝗶𝗻𝗮𝗴𝗮𝘄𝗮 𝗻𝗴 𝗠𝗦𝗪𝗗:
• Pag-assist sa mga indigent families
• Pag-handle ng cases ng children, women, senior citizens, at persons with disabilities
• Pagbibigay ng relief assistance during emergencies
• Pag-monitor ng community programs
• Pag-process ng financial assistance at referrals

𝘚𝘪𝘮𝘱𝘭𝘦 𝘦𝘹𝘱𝘭𝘢𝘯𝘢𝘵𝘪𝘰𝘯:
Ang MSWD ang “frontline” social welfare office sa mga bayan na pinaka-malapit sa mga tao.

𝗔𝗻𝗼 𝗻𝗴𝗮 𝗯𝗮 𝗮𝗻𝗴 𝗖𝗦𝗪𝗗?

Ang CSWD o 𝘊𝘪𝘵𝘺 𝘚𝘰𝘤𝘪𝘢𝘭 𝘞𝘦𝘭𝘧𝘢𝘳𝘦 𝘢𝘯𝘥 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘖𝘧𝘧𝘪𝘤𝘦 ay social welfare office naman sa isang lungsod o city. Pareho lang halos sila ng trabaho ng MSWD, pero ang sakop nila ay city level.

𝗠𝗴𝗮 𝘂𝘀𝘂𝗮𝗹 𝗻𝗮 𝗴𝗶𝗻𝗮𝗴𝗮𝘄𝗮 𝗻𝗴 𝗖𝗦𝗪𝗗:
• Pagbibigay ng assistance sa mga residents ng city
• Pag-handle ng child and family welfare cases
• Pag-assist sa women, senior citizens, at persons with disabilities
• Pagbibigay ng relief during disasters and emergencies
• Pagpapatupad ng city social welfare programs

𝘚𝘪𝘮𝘱𝘭𝘦 𝘦𝘹𝘱𝘭𝘢𝘯𝘢𝘵𝘪𝘰𝘯:
Ang CSWD ang social welfare office na direktang tumutulong sa mga tao sa lungsod o city.

𝗔𝗻𝗼 𝗻𝗴𝗮 𝗯𝗮 𝗮𝗻𝗴 𝗣𝗦𝗪𝗗?

Ang PSWD o 𝘗𝘳𝘰𝘷𝘪𝘯𝘤𝘪𝘢𝘭 𝘚𝘰𝘤𝘪𝘢𝘭 𝘞𝘦𝘭𝘧𝘢𝘳𝘦 𝘢𝘯𝘥 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘖𝘧𝘧𝘪𝘤𝘦 ay social welfare office sa provincial level. Sila ang tumutulong sa pag-coordinate at pag-supervise ng mga social welfare programs ng iba’t ibang municipalities at cities sa buong probinsya.

𝗠𝗴𝗮 𝘂𝘀𝘂𝗮𝗹 𝗻𝗮 𝗴𝗶𝗻𝗮𝗴𝗮𝘄𝗮 𝗻𝗴 𝗣𝗦𝗪𝗗:

• Disaster response sa buong probinsya
• Management ng provincial centers at facilities
• Implementation ng provincial projects for vulnerable sectors

Ang PSWD ang nag-o-oversee at sumusuporta sa social welfare services sa buong probinsya.

𝗔𝗻𝗼 𝗻𝗴𝗮 𝗯𝗮 𝗮𝗻𝗴 𝗗𝗦𝗪𝗗?

Ang DSWD o 𝘋𝘦𝘱𝘢𝘳𝘵𝘮𝘦𝘯𝘵 𝘰𝘧 𝘚𝘰𝘤𝘪𝘢𝘭 𝘞𝘦𝘭𝘧𝘢𝘳𝘦 𝘢𝘯𝘥 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 ay national government agency ng Pilipinas na responsible sa paggawa at pagpapatupad ng social welfare policies at programs sa buong bansa.

Ang DSWD ang pangunahing ahensya ng gobyerno na namamahala sa social welfare and development programs sa buong Pilipinas.

𝗘𝗮𝘀𝘆 𝗖𝗼𝗺𝗽𝗮𝗿𝗶𝘀𝗼𝗻:

• MSWD – Municipal level (bayan)
• CSWD – City level (lungsod)
• PSWD – Provincial level (probinsya)
• DSWD – National level (buong Pilipinas)

The Department of Social Welfare and Development (DSWD), assisted by the Local Government Unit (LGU), conducted the Orientation on the RRP-CFTW Project LAWA at BINHI in Barangay Durian on May 5, 2026 and Barangay Maningalao on May 6, 2026.

The activity aimed to orient beneficiaries and community members on the project’s objectives and implementation, promoting community participation, environmental protection, and disaster resilience.

The orientation also strengthened coordination among DSWD, the LGU, and the barangays for the successful implementation of the program.

Malampusong gipahigayon sa Barangay Durian ang Community-Based Disaster Risk Reduction and Management (CBDRRM) Training ubos sa Cash for Training Modality sa RRP LAWA at BINHI adtong May 7-8, 2026.

Tumong sa maong pagbansay ang pagpalig-on sa kahibalo ug kaandam sa komunidad batok sa mga kalamidad ug uban pang peligro nga mahimong makaapekto sa komunidad.

Mitambong usab ang mga barangay officials nga gipangulohan ni Hon. Manuel Polonggasa isip suporta sa maong kalihokan.

Pinaagi niini nga kalihokan, gilauman nga mas mahimong andam, lig-on, ug responsable ang matag partisipante sa panahon sa emerhensya ug kalamidad. 🌱🌧️
