In line with our commitment to a clean and accountable local governance, the Las Piñas City Assessment and Transition Team (LPCATT), in coordination with the DILG Las Piñas Field Office, successfully conducted the "Orientation and Capacity-Building of the Barangay Inventory Teams (BITs) and SK Inventory Teams (SKITs)" at the Mayor Nene Conference Hall, Barangay Talon Dos, on June 22, 2026.

The BITs and SKITs, composed of Punong Barangays, SK Chairpersons, Secretaries, and Treasurers, gathered to ensure a seamless, systematic, and efficient turnover of properties, financial records, official documents, and money accountabilities.

Ms. April Lim-Torres, LPCATT Chairperson, highlighted the critical role of fiscal accountability in public governance by reminding the teams that a transparent inventory is a fundamental duty. This sentiment was echoed by Dir. Patrick John D. Megia, CESO V, who emphasized that such diligent inventory work remains vital to sustaining public accountability and ensuring uninterrupted local governance.

To provide absolute operational and legal clarity, the participants underwent a comprehensive, section-by-section breakdown of DILG Memorandum Circular No. 2026-021, led by LPCATT members and representatives:

🔹 Preliminaries: Led by Ptr. Nolasco Apolonio, the CSO Representative
🔹 Section 1.0 (Legal Bases): Discussed by Mr. Allan D. Jimenez of the Local Youth Development Office (LYDO)
🔹 Sections 2.0 & 3.0 (Purpose & Coverage): Detailed by Mr. Paul B. Tolentino of the City Accounting Office.
🔹 Section 4.0 (Policy Content): Outlined by DILG Las Piñas Cluster Head Elsie H. Castillo.
🔹Section 5.0 (Sanctions): Tackled by Mr. Jhun Philip A. Cabungal and Mr. John Dominic M. Pateo, Youth Organization Representatives, which emphasized the legal consequences and strict accountabilities linked to non-compliance.
🔹Section 6.0 (Annexes): Standardized by LGOO V Patricia Rovie Q. Salamero to guide teams through the official reporting forms.

Following the presentations, LGOO VI Rozaida T. Azcueta facilitated an open forum to address field challenges and harmonize assessment criteria, which was immediately followed by a hands-on workshop where the twenty (20) barangay transition teams drafted their localized schedules and asset management targets.

With a clear roadmap and strengthened cooperation among city, barangay, and SK officials, Las Piñas City is fully prepared to execute an orderly, transparent, and legally compliant transition of local leadership!

𝐂𝐋𝐄𝐀𝐑 𝐒𝐓𝐑𝐄𝐄𝐓𝐒, 𝐒𝐌𝐀𝐑𝐓 𝐒𝐓𝐑𝐄𝐄𝐓𝐒!

On July 13, 2026, the DILG Las Piñas Field Office, in partnership with the Las Piñas City Peace and Order Council (LPC-POC) and the City Composite Validation and Assessment Task Team (CVATT), successfully held the "CLEAR STREETS, SMART STREETS: Barangay Road Clearing Operation (BaRCO) Reorientation" at the Mayor Nene Conference Hall, DRRM Building in Barangay Talon Dos

Attended by Punong Barangays, Secretaries, and SBM Peace & Order Chairpersons from all 20 barangays, the session focused on strengthening road clearing parameters, clarifying legal workflows, and standardizing local field enforcement across the city.

Aligned with DILG MC No. 2024-053 under the Bagong Pilipinas program, LGOO V Patricia Rovie Q. Salamero, EnP featured a detailed walkthrough of BaRCO guidelines.

The LPC-CVATT members, including PNP-Las Piñas, BFP-Las Piñas, TFK, CEO, TPMO, and TRMO, discussed their respective offices' explicit mandates and roles regarding road clearing.

During the workshop, barangays conducted a hands-on inventory of local roads, streets, subdivision roads, and designated "Friendship Routes" to clarify jurisdictional boundaries.

The session also covered the KALINISAN sa Bagong Pilipinas program indicators—including BaRCO, Barangay at Kalinisan Day (BarKaDa) weekly clean-ups, and the Halina’t Magtanim ng Gulay (HAPAG) program—which form part of the evaluation for the prestigious Barangay Governance Exemplary Award.

City Director Patrick John D. Megia, CESO V capped off the event, thanking our local leaders for working hand-in-hand to keep our roadways clean, safe, and accessible for every Las Piñero!

Headed by Hon. SP Member Henry C. Medina, the body was joined by its three core technical clusters: Liquid Waste Management, Solid Waste Management, and the Informal Settler Families (ISF) Cluster. The main focus of the session was discussing the preliminary feedback, recommendations, and indicative scores from the recent Local Government Unit - Compliance Audit (LGU-CA) for performance year 2025.

Additionally, the body highlighted the city's continuous progress in the 2025 Fisheries Compliance Audit (FishCA), where Las Piñas maintained its 100% perfect rating for the second consecutive year, securing its nomination for National Validation.

The joint body also tackled critical updates regarding local urban poor programs, environmental ordinances, waterway desilting operations, and infrastructure expansions for wastewater and septage treatment. Through strict compliance with the Supreme Court Mandamus on Manila Bay and innovative solid waste management, Las Piñas City continues to pave the way toward a cleaner, greener, and more sustainable coastal city.
