The petitioners personally appeared before the Office as part of the requirements for their Domestic Administrative Adoption (DAA) petition. Their application falls under Relative Adoption, which covers the adoption of a child by a prospective adoptive parent related to the child within the fourth degree of consanguinity (blood relationship) or affinity (relationship by marriage), in accordance with Republic Act No. 11642.

The Daniel family, together with the adoptee and the handling social worker, personally appeared before the Officer-in-Charge of RACCO IV-A, Mr. John S. Calidguid, who presided over the Mandatory Appearance. Also present during the proceedings were Ms. Kristel Anne P. Mistal, Social Welfare Officer III and Head of the Domestic Administrative Adoption (DAA) Section; Ms. Kacy Mae Abobon, Social Welfare Officer II, who served as the facilitator and reviewing social worker; and Ms. Mary Rose Banga, Social Welfare Officer II, who served as the documenter.

During the proceedings, the petitioners affirmed their sincerity, capability, good intentions, and long-term commitment to providing the child with a stable family and a secure future.

The Mandatory Appearance is a critical stage in the administrative adoption process. It requires petitioners to undergo a personal interview with the Officer-in-Charge to assess their fitness, qualifications, intentions, sincerity, and long-term commitment to adoption. This stage also involves the review and verification of submitted documentary requirements to ensure that the process upholds and safeguards the best interests and welfare of the child.

In accordance with the family's request and in observance of the confidentiality provisions governing adoption proceedings, the family's identities have been protected, and their faces have been concealed or blurred in photographs published on the official NACC RACCO IV-A social media platforms.

The Daniel family has also given its consent to the sharing of this activity on RACCO IV-A's official social media platforms, subject to the protection of their identities and the confidentiality of the adoption proceedings.

The Regional Alternative Child Care Office IV-A (RACCO IV-A) CALABARZON conducted its 12th Regional Matching Conference (RMC) for Fiscal Year 2026 on October 8, 2026, reaffirming its commitment to child-centered, rights-based, and legally compliant adoption and alternative child care interventions across the region.

The conference brought together members of the Regional Child Placement Committee (RCPC), assigned social workers, and concerned stakeholders to deliberate on nine (9) presented cases and assess appropriate placement options based on the best interests of the children.

Anchored on the best interests of the child, the RMC provided a structured platform for case assessment and matching, considering each child’s developmental, emotional, psychosocial, medical, and long-term needs alongside the capacity and preparedness of prospective adoptive and foster families.

The RCPC, a multidisciplinary body composed of professionals from social work, psychology, medicine, law, and civil society, conducted case-specific deliberations involving Regular Adoption, Relative Adoption, Foster Care Placement, and other appropriate alternative child care modalities.

Assigned social workers presented updated case profiles and narratives of children declared legally available for adoption or endorsed for foster care placement. Discussions covered psychosocial assessments, developmental histories, medical and behavioral considerations, family backgrounds, and the readiness of prospective adoptive and foster parents.

The deliberations underscored the importance of permanency planning, careful case assessment, and inter-agency collaboration in strengthening the region’s adoption and alternative child care system. Through collective technical review and informed decision-making, the RCPC and concerned stakeholders worked to ensure that placement recommendations remain child-sensitive, lawful, and responsive to the individual circumstances and needs of each child.

𝗟𝗢𝗢𝗞 : Three families took another step toward completing their respective adoption petitions as they personally appeared before the Regional Alternative Child Care Office IV-A (RACCO IV-A) for the Mandatory Appearance on September 30, 2026

The proceedings brought together the petitioners, adoptees, and their handling social workers for an assessment of the families’ intentions, readiness, and compliance with documentary requirements, with the best interests and welfare of the children at the center of the process.

The three petitions represented different legal pathways under the country’s adoption framework.

The Sacro family appeared for a Regular Adoption petition involving a non-relative child who had been declared legally available for adoption and subsequently matched and placed with approved prospective adoptive parents.

The Asi family, meanwhile, proceeded with a Joint Relative Adoption petition involving a child born outside the marriage, with both spouses seeking to establish the intended parent-child relationship through adoption.

The third proceeding involved petitioners under Republic Act No. 11222, or the Simulated Birth Rectification Act, as amended by Republic Act No. 11642, which provides a legal mechanism for rectifying cases involving simulated birth and securing the child’s legal status.

Before RACCO IV-A Officer-in-Charge John S. Calidguid, the petitioners affirmed their intentions and commitment to providing the children with a safe, stable, and secure family environment.

The Mandatory Appearance was facilitated and reviewed by Social Welfare Officers II Jhea Abanila, Pauline Lopez, and Diane Nicole Villaruel, with Social Welfare Officers II Lykka A. Meraviles and Andrea Cena served as documenters.

As a substantive stage of the administrative adoption process, the Mandatory Appearance enables RACCO IV-A to assess the petitioners’ qualifications, sincerity, intentions, and readiness while reviewing the circumstances and documentary requirements supporting each petition.
