As part of the visit, DOLE-NCR MTPLFO Information Officers interviewed five former JobStart beneficiaries and their supervisors to capture their experiences and employment journeys under the program.

The beneficiaries, who are now employees of Tri-Phil International Incorporated, shared how their participation in JobStart provided them with valuable workplace experience and helped prepare them for employment.

The interviews also highlighted the important role of partner companies in supporting the successful implementation of the JobStart Program.

Through the completion of the full-cycle program and the continued employment of its former beneficiaries, Tri-Phil International Incorporated demonstrated the positive outcomes of its participation and its contribution to providing young jobseekers with opportunities for meaningful and sustainable employment.

The JobStart Philippines Program aims to enhance the employability of Filipino youth by reducing their job-search period and improving their readiness for employment through life skills training, technical training aligned with industry needs, paid internships, and full-cycle employment facilitation services.

The DOLE - NCR MUNTAPARLAS Field Office (MTPLFO), in partnership with Public Employment Service Office (PESO) - Las Piรฑas, successfully conducted the TUPAD Orientation for the Tricycle Operators and Drivers' Association (TODA) Drivers on August 19, 2926 at 7th Floor, New Parking Building, City Hall Complex, Las Piรฑas City.

The orientation commenced with the welcome remarks of ๐™ˆ๐™๐™‹๐™‡๐™๐™Š ๐™Š๐™„๐˜พ-๐˜ฟ๐™ž๐™ง๐™š๐™˜๐™ฉ๐™ค๐™ง ๐™„๐™„ ๐™ˆ๐™ง. ๐™…๐™š๐™ง๐™š๐™ข๐™ž๐™–๐™ ๐™. ๐˜พ๐™–๐™ง๐™ก๐™ค๐™จ, who welcomed the 391 TODA driver-beneficiaries and emphasized their important role in serving the community.

He encouraged them to perform their responsibilities with integrity and discipline, and expressed hope that the TUPAD assistance would support their families while enabling them to contribute meaningfully to the community.

The activity provided the beneficiaries with essential information on the program, including their responsibilities, work assignments, and other implementation guidelines.

As part of the activity, the beneficiaries were also issued their Personal Protective Equipment (PPE), consisting of a T-shirt and cap, as well as their identification cards, which they are required to use during their assigned community-based work.

๐™‡๐™–๐™จ ๐™‹๐™ž๐™ฃ๐™–๐™จ ๐˜พ๐™ž๐™ฉ๐™ฎ ๐™ˆ๐™–๐™ฎ๐™ค๐™ง ๐™ƒ๐™ค๐™ฃ. ๐˜ผ๐™ฅ๐™ง๐™ž๐™ก ๐˜ผ๐™œ๐™ช๐™ž๐™ก๐™–๐™ง also graced the orientation and conveyed her support for the program and its beneficiaries. Her presence underscored the strong partnership between the local government and DOLE in promoting employment opportunities and supporting vulnerable workers in the community.

The Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) is a DOLE emergency employment program that provides short-term, community-based work to displaced, underemployed, and seasonal workers. Open to qualified individuals aged 18 and above, including senior citizens with a medical certificate, participation is limited to once a year and one member per family.

Through the collaboration of DOLE, the local government, and TODA organizations, TUPAD provides timely livelihood support to tricycle drivers while recognizing their essential role in ensuring the mobility and welfare of the community.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’: In line with Labor Secretary Francisco N. Tolentinoโ€™s commitment to expanding emergency employment opportunities and strengthening vulnerable communities, DOLE-NCR MUNTAPARLAS Field Office mobilized 57 TUPAD workers to help clear massive debris left by the recent typhoon at the Baclaran-Redemptorist Water Channel in Paraรฑaque City beginning August 12, 2026.

The clean-up drive, led by the Department of Public Works and Highways (DPWH), Metropolitan Manila Development Authority (MMDA), and concerned local government units (LGUs), supports President Ferdinand R. Marcos Jr.โ€™s agenda for disaster preparedness and environmental sustainability nationwide.

The workers have been engaged in cleanup efforts since July 20, 2026, and will receive compensation based on the prevailing minimum wage in the National Capital Region (NCR).

Pursuant to Memorandum Circular No. 128, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 18, 2026:

๐Ÿ“ La Union
๐Ÿ“ Pangasinan
๐Ÿ“ Benguet
๐Ÿ“ Zambales
๐Ÿ“ Bataan
๐Ÿ“ Tarlac
๐Ÿ“ Pampanga
๐Ÿ“ Bulacan
๐Ÿ“ Cavite
๐Ÿ“ Batangas
๐Ÿ“ Rizal
๐Ÿ“ Laguna
๐Ÿ“ Occidental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON AUGUST 17

Pursuant to Memorandum Circular No. 127, government offices are directed to shift to appropriate alternative work arrangements in the National Capital Region and the following provinces starting 12:00 noon on August 17, 2026:

๐Ÿ“ Bulacan
๐Ÿ“ Pampanga
๐Ÿ“ Tarlac
๐Ÿ“ Nueva Ecija
๐Ÿ“ Cavite
๐Ÿ“ Batangas
๐Ÿ“ Rizal
๐Ÿ“ Laguna
๐Ÿ“ Quezon
๐Ÿ“ Occidental Mindoro
