In line with 𝗗𝗢𝗟𝗘 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗙𝗿𝗮𝗻𝗰𝗶𝘀 𝗡. 𝗧𝗼𝗹𝗲𝗻𝘁𝗶𝗻𝗼’𝘀 commitment to strengthening youth employability and workforce readiness, the DOLE-NCR MUNTAPARLAS Field Office (MTPLFO) paid a courtesy visit on Tri-Phil International Incorporated on August 12, 2026 at Tri-Phil International Incorporated, Tunasan, Muntinlupa City.

𝗧𝗿𝗶-𝗣𝗵𝗶𝗹 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗜𝗻𝗰𝗼𝗿𝗽𝗼𝗿𝗮𝘁𝗲𝗱, one of the program’s partner companies, was recognized for successfully completing the full-cycle implementation of the 𝗝𝗼𝗯𝗦𝘁𝗮𝗿𝘁 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 and supporting its beneficiaries throughout their participation.

Present during the activity were 𝗠𝗧𝗣𝗟𝗙𝗢 𝗢𝗜𝗖-𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗜𝗜 𝗠𝗿. 𝗝𝗲𝗿𝗲𝗺𝗶𝗮𝗵 𝗧. 𝗖𝗮𝗿𝗹𝗼𝘀; 𝗠𝘀. 𝗟𝘂𝗲𝗹𝗹𝗮 𝗔. 𝗔𝗯𝗶𝗮𝗻, 𝗦𝗲𝗻𝗶𝗼𝗿 𝗟𝗮𝗯𝗼𝗿 𝗮𝗻𝗱 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 (𝗟𝗘𝗢) 𝗮𝗻𝗱 𝗛𝗲𝗮𝗱 𝗼𝗳 𝘁𝗵𝗲 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗣𝗿𝗼𝗺𝗼𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗪𝗼𝗿𝗸𝗲𝗿𝘀 𝗪𝗲𝗹𝗳𝗮𝗿𝗲 𝗨𝗻𝗶𝘁; 𝗠𝘀. 𝗣𝗿𝗲𝗰𝗶𝗼𝘂𝘀 𝗔𝗻𝗻 𝗖. 𝗚𝗲𝗺𝗮𝗼, 𝗟𝗘𝗢 𝗜𝗜𝗜 𝗮𝗻𝗱 𝗝𝗼𝗯𝗦𝘁𝗮𝗿𝘁 𝗙𝗼𝗰𝗮𝗹 𝗣𝗲𝗿𝘀𝗼𝗻; 𝗮𝗻𝗱 𝗠𝘀. 𝗘𝗿𝗶𝗰𝗸𝗮 𝗗. 𝗘𝘀𝗰𝗮𝗹𝗮𝗱𝗮, 𝗟𝗘𝗢 𝗜𝗜 𝗮𝗻𝗱 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 𝗙𝗼𝗰𝗮𝗹 𝗣𝗲𝗿𝘀𝗼𝗻.

As part of the visit, DOLE-NCR MTPLFO Information Officers interviewed five former JobStart beneficiaries and their supervisors to capture their experiences and employment journeys under the program.

The beneficiaries, who are now employees of Tri-Phil International Incorporated, shared how their participation in JobStart provided them with valuable workplace experience and helped prepare them for employment.

The interviews also highlighted the important role of partner companies in supporting the successful implementation of the JobStart Program.

Through the completion of the full-cycle program and the continued employment of its former beneficiaries, Tri-Phil International Incorporated demonstrated the positive outcomes of its participation and its contribution to providing young jobseekers with opportunities for meaningful and sustainable employment.

The JobStart Philippines Program aims to enhance the employability of Filipino youth by reducing their job-search period and improving their readiness for employment through life skills training, technical training aligned with industry needs, paid internships, and full-cycle employment facilitation services.

In line with 𝗗𝗢𝗟𝗘 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗙𝗿𝗮𝗻𝗰𝗶𝘀 𝗡. 𝗧𝗼𝗹𝗲𝗻𝘁𝗶𝗻𝗼 continues to provide emergency employment in the vulnerable sector through 𝗧𝘂𝗹𝗼𝗻𝗴 𝗣𝗮𝗻𝗴𝗵𝗮𝗻𝗮𝗽𝗯𝘂𝗵𝗮𝘆 𝘀𝗮 𝗔𝘁𝗶𝗻𝗴 𝗗𝗶𝘀𝗮𝗱𝘃𝗮𝗻𝘁𝗮𝗴𝗲𝗱/𝗗𝗶𝘀𝗽𝗹𝗮𝗰𝗲𝗱 𝗪𝗼𝗿𝗸𝗲𝗿𝘀 (𝗧𝗨𝗣𝗔𝗗). The DOLE - NCR MUNTAPARLAS Field Office (MTPLFO), in partnership with Public Employment Service Office (PESO) - Las Piñas, successfully conducted the TUPAD Orientation for the Tricycle Operators and Drivers' Association (TODA) Drivers on August 19, 2926 at 7th Floor, New Parking Building, City Hall Complex, Las Piñas City.

The orientation commenced with the welcome remarks of 𝙈𝙏𝙋𝙇𝙁𝙊 𝙊𝙄𝘾-𝘿𝙞𝙧𝙚𝙘𝙩𝙤𝙧 𝙄𝙄 𝙈𝙧. 𝙅𝙚𝙧𝙚𝙢𝙞𝙖𝙝 𝙏. 𝘾𝙖𝙧𝙡𝙤𝙨, who welcomed the 391 TODA driver-beneficiaries and emphasized their important role in serving the community.

He encouraged them to perform their responsibilities with integrity and discipline, and expressed hope that the TUPAD assistance would support their families while enabling them to contribute meaningfully to the community.

𝙈𝙧. 𝙃𝙖𝙧𝙧𝙮 𝙏. 𝙏𝙚𝙣𝙚𝙯𝙖, 𝙇𝙖𝙗𝙤𝙧 𝙖𝙣𝙙 𝙀𝙢𝙥𝙡𝙤𝙮𝙢𝙚𝙣𝙩 𝙊𝙛𝙛𝙞𝙘𝙚𝙧 (𝙇𝙀𝙊) 𝙄𝙄𝙄 𝙖𝙣𝙙 𝙏𝙐𝙋𝘼𝘿 𝙁𝙤𝙘𝙖𝙡 𝙋𝙚𝙧𝙨𝙤𝙣, led the orientation together with the MTPLFO TUPAD Coordinators. The activity provided the beneficiaries with essential information on the program, including their responsibilities, work assignments, and other implementation guidelines.

As part of the activity, the beneficiaries were also issued their Personal Protective Equipment (PPE), consisting of a T-shirt and cap, as well as their identification cards, which they are required to use during their assigned community-based work.

𝙇𝙖𝙨 𝙋𝙞𝙣𝙖𝙨 𝘾𝙞𝙩𝙮 𝙈𝙖𝙮𝙤𝙧 𝙃𝙤𝙣. 𝘼𝙥𝙧𝙞𝙡 𝘼𝙜𝙪𝙞𝙡𝙖𝙧 also graced the orientation and conveyed her support for the program and its beneficiaries. Her presence underscored the strong partnership between the local government and DOLE in promoting employment opportunities and supporting vulnerable workers in the community.

The Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) is a DOLE emergency employment program that provides short-term, community-based work to displaced, underemployed, and seasonal workers. Open to qualified individuals aged 18 and above, including senior citizens with a medical certificate, participation is limited to once a year and one member per family.

Through the collaboration of DOLE, the local government, and TODA organizations, TUPAD provides timely livelihood support to tricycle drivers while recognizing their essential role in ensuring the mobility and welfare of the community.

Pursuant to Memorandum Circular No. 131, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 20, 2026:

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: In line with Labor Secretary Francisco N. Tolentino’s commitment to expanding emergency employment opportunities and strengthening vulnerable communities, DOLE-NCR MUNTAPARLAS Field Office mobilized 57 TUPAD workers to help clear massive debris left by the recent typhoon at the Baclaran-Redemptorist Water Channel in Parañaque City beginning August 12, 2026.

The clean-up drive, led by the Department of Public Works and Highways (DPWH), Metropolitan Manila Development Authority (MMDA), and concerned local government units (LGUs), supports President Ferdinand R. Marcos Jr.’s agenda for disaster preparedness and environmental sustainability nationwide.

The workers have been engaged in cleanup efforts since July 20, 2026, and will receive compensation based on the prevailing minimum wage in the National Capital Region (NCR).
