WHEN SIDEWALKS DISAPPEAR, GOVERNANCE IS DISAPPEARING TOO.

Walk through many towns and cities and you will notice a simple sign of weak governance: pedestrians are forced onto the road because sidewalks are occupied. Motorcycles park on walkways, vendors expand into public space, and informal parking slowly converts shared roads into private extensions of businesses.

Most LGUs already have ordinances regulating sidewalks and road use. The issue is rarely the absence of rules. The real problem is inconsistent enforcement driven by hesitation and selective application. When rules are applied unevenly, citizens quickly learn that compliance is optional.

Public order weakens not because people reject discipline, but because leadership signals that discipline is negotiable. Urban order is built on fairness and predictability. When regulations are enforced consistently, behavior adjusts naturally.

Sidewalks may seem small, but they reveal whether leadership protects public space or allows gradual disorder to define the city.

The ordinance institutionalizes the Clean-As-You-Go (CLAYGO) practice in food establishments and public places in the city, promoting a culture of cleanliness, discipline, environmental responsibility, and shared accountability among Fernandinos and visitors alike.

Among its key provisions are the mandatory observance of CLAYGO in dine-in food establishments such as restaurants, cafeterias, canteens, coffee shops, eateries, and fast-food chains, as well as in public spaces including parks, roads, tourist sites, public buildings, and other government-maintained areas. Individuals are required to clean up after themselves by returning trays and utensils, properly disposing of waste in segregated bins, and leaving tables and spaces clean after use.
Business owners and operators are likewise mandated to install visible CLAYGO signages, provide properly labeled waste segregation bins, designate tray and utensil return areas, and promote the use of reusable materials in line with existing environmental policies. Compliance with the ordinance shall be a prerequisite for the issuance or renewal of Business or Mayor’s Permits.

The ordinance also provides clear and graduated penalties for violations. Individual violators may face fines or community service, while business establishments may be penalized with fines, suspension, or revocation of business permits for repeated non-compliance. These measures are designed not to punish, but to instill long-term behavioral change and environmental stewardship.

The passage of the CLAYGO Ordinance aligns with national laws such as the Ecological Solid Waste Management Act of 2000 (RA 9003) and reinforces the City of San Fernando’s broader waste management, sanitation, and public health initiatives, following best practices implemented by other progressive local government units.

This landmark environmental measure highlights the strong collaboration between the legislative and executive branches of the city government, led by City Mayor Vilma Balle-Caluag and City Vice Mayor Brenz Gonzales, in advancing policies that protect public health, promote ecological balance, and nurture civic responsibility.
