DILG Este Conducts Successful LGRC Assessment for LGU-Lawaan
The Local Government Unit (LGU) of Lawaan, Eastern Samar successfully hosted the CY 2026 Regional Local Governance Champions (RLGC) Assessment on August 25, 2026, as part of the continuing efforts to recognize and promote excellence, innovation, and effective local governance among local government units in the Eastern Visayas Region.
The assessment commenced with an Opening Program, which included the preliminaries, acknowledgement of participants, and introduction of the Regional Assessment Team. The Regional Assessment Team Team 1 was composed of LGOO V Raquel Bron, Program Manager; LGOO V Atty. Arnel Moscare; LGOO II Hansel Joy Moscare; LGOO II Ena Rose Globio; and PEO I Engr. Wella Oledan. The team was welcomed by the LGU Lawaan through the Municipal Mayor, followed by a word of guidance from the DILG.
Following the opening activities, the assessment team proceeded with the onsite inspection and document review per governance area. The assessment provided an opportunity for the LGU to demonstrate its policies, programs, projects, systems, and accomplishments in promoting responsive, accountable, transparent, and effective local governance. Concerned offices and personnel of the LGU participated in the assessment and presented the necessary documents and evidence of compliance.
The assessment was followed by a feedbacking session, during which the Regional Assessment Team presented its observations, commendable practices, areas for improvement, and recommendations. The activity provided the LGU with valuable insights on its governance performance and identified measures that may be undertaken to further strengthen its systems and sustain gains in local governance.
An Exit Conference/Open Forum was subsequently conducted, allowing the LGU officials and representatives to clarify matters, raise concerns, and gain a better understanding of the assessment findings. The open exchange also emphasized the importance of continuous improvement and institutionalizing good governance practices beyond the assessment period.
Based on the assessment results, LGU Lawaan passed six (6) out of the ten (10) governance areas assessed. The LGU was found conditional in the areas of Social Protection and Sensitivity and Business Friendliness and Competitiveness, while the Safety, Peace and Order and Sustainable Education governance areas were identified as requiring further improvement. The results serve as both a recognition of the LGUโs accomplishments and a guide for addressing remaining gaps in governance performance.
During the Ways Forward session, the LGU, through its concerned officials and personnel, identified priority actions to address the findings and recommendations of the Regional Assessment Team. Emphasis was placed on strengthening the areas where the LGU was found deficient or conditional, improving documentation and institutional mechanisms, and sustaining the practices that contributed to the successful attainment of seven governance areas.
The activity culminated in the Commitment of the Municipal Mayor and the LGU Lawaan to continuously improve its governance systems, address identified gaps, and strengthen collaboration among local government offices, national government agencies, civil society organizations, and other stakeholders. The commitment reflects the LGUโs resolve to pursue responsive, inclusive, transparent, and sustainable local governance.
The successful conduct of the CY 2026 RLGC Assessment in Lawaan was made possible through the active participation and cooperation of the Municipal Mayor, department heads, LGU personnel, and other stakeholders. The LGU Lawaan likewise expressed its appreciation to RLGC Assessment Team 1, particularly LGOO V Raquel Bron, LGOO V Atty. Arnel Moscare, LGOO II Hansel Joy Moscare, LGOO II Ena Rose Globio, and PEO I Engr. Wella Oledan, for their guidance, constructive feedback, and valuable recommendations throughout the assessment process.
The CY 2026 RLGC Assessment is more than a measure of compliance; it is an opportunity for LGU Lawaan to reflect on its accomplishments, recognize areas for improvement, and reaffirm its commitment to good local governance and quality public service. With the identified ways forward and the commitment of the local leadership and its workforce, LGU Lawaan remains determined to build on its gains and continuously strive for excellence in local governance.
