♿ PWD VALIDATION CUM SERVICE CARAVAN in line with 126th Philippine Civil Service Anniversary Celebration & 48TH NATIONAL DISABILITY RIGHTS WEEK POST CELEBRATION
📍 Barangay Pansud, Lebak, Sultan Kudarat
A meaningful and empowering celebration was held in Barangay Pansud, Lebak, Sultan Kudarat, bringing together persons with disabilities (PWDs), PWD leaders, barangay officials, and community partners in two important activities dedicated to promoting disability inclusion, rights, and empowerment.
🟦 PART I: PWD VALIDATION CUM SERVICE CARAVAN
The activity provided an opportunity for PWD members to validate their records, update their information, and access services and assistance intended for persons with disabilities.
The validation also emphasized the importance of maintaining updated PWD records to ensure that eligible beneficiaries can properly access programs, services, privileges, and benefits.
🟨 PART II: 48TH NATIONAL DISABILITY RIGHTS WEEK POST CELEBRATION
The activity continued with the Post-Celebration of the 48th National Disability Rights Week at the Barangay Level, highlighting the rights, dignity, participation, and contributions of persons with disabilities in the community.
The program featured meaningful messages, inspirational talks, presentations, intermission numbers, parlor games, raffles, and fellowship among PWD members and community stakeholders.
Our warm appreciation goes to the Pansud Persons with Disability and Advocates Association, headed by President Wilma E. Juanitez, together with its officers and members, for their active participation and support.
We also acknowledge the participation of the Barangay Pansud officials headed by Kap Ireneo Galleto represented by OIC PB Kagawad Mondoc and PWD Kagawad Assigned Michelle Gamit, PWD representatives, LPAA officers headed by Pres. Yhong Morcillas, and everyone who contributed to the success of this activity.

♿️ NATIONAL DISABILITY RIGHTS WEEK AND MUTYA NG PWD POBLACION 1 2026 (September 26, 2026)👑✨
Yesterday, September 26, 2026, we had the privilege of witnessing a meaningful and inspiring celebration during the 48th National Disability Rights Week held at the Poblacion 1 Gymnasium (Old Barangay Hall), Municipality of Lebak, Sultan Kudarat.
Anchored on the theme:
“Rights First, Legislation Forward: Strategic Action for Equal Participation and Inclusive Development”
the activity highlighted the talents, confidence, beauty, and leadership potential of Persons with Disabilities (PWDs) in our community. In the morning, I, Johnny Jones Barroquillo, DAO III serves as their guest speaker and in the afternoon, Maam Meriam Fullo, a retired Public School Teacher and a fellow PWD serves as an inspirational and guest speaker as well.
🌟 The Mutya ng PWD Poblacion 1, 2026 is more than a pageant—it is a celebration of dignity, empowerment, self-expression, inclusion, and equal opportunity. It reminds us that disability should never be a barrier to participation, leadership, and achieving one’s dreams.
The Lebak Persons with Disability Affairs Office (PDAO) proudly supports initiatives that provide PWDs with platforms to showcase their abilities, build confidence, and actively participate in community development.

💚💙 ADVOCACY IN ACTION | CEREBRAL PALSY AWARENESS AND INCLUSIVE GOVERNANCE 💙💚
Earlier today, the Lebak Persons with Disability Affairs Office (PDAO), as the Lead Agency of the Municipality of Lebak, actively participated in the celebration of the 23rd Cerebral Palsy Awareness and Protection Week, observed on September 16–22, 2026, pursuant to Proclamation No. 588, s. 2004.
With this year’s theme:
“One Shared Voice, One Collective Choice: Advocacy ➡️ Empowerment”
the celebration highlights the importance of giving persons with cerebral palsy and other persons with disabilities meaningful opportunities to speak, participate, decide, and lead.
At the same time, the Lebak PDAO conducted its Mid-Year Performance Evaluation and Assessment Cum 3rd Quarter LPAAs Meeting and Sectoral Consultation, providing an important venue for reviewing accomplishments, identifying challenges, strengthening partnerships, and listening directly to the concerns and recommendations of the PWD sector. Jesli Genovea, PDAO clerk reported the special programs accomplishments and compliances, Klint Cydryl Ogatis reported the budget accomplishments and accreditation, Erolyn Alicando reported the frontline services offerd by PDAO and me discussed cerebral palsy advocacy campaign.

📚✨ Empowering Deaf Learners Through Filipino Sign Language!
Today marks the beginning of a meaningful and inclusive educational journey for our elementary deaf learners at Salaman Central Elementary School, as the Filipino Sign Language (FSL) Program officially commences!
This initiative aims to promote accessible, inclusive, and quality education by providing deaf learners with opportunities to develop their communication skills through Filipino Sign Language. 🤟📖

Celestial and Vice Mayor B**g Alarcon together with Sangguniang Bayan Lebak, through the Lebak Persons with Disability Affairs Office (PDAO), successfully conducted the Service Caravan cm PWD Validation today, September 22, 2026, at the Brgy. Purikay Covered Court, in line with the celebration of the 126th Philippine Civil Service Anniversary.
With the theme “Bayanihan sa Serbisyo, para sa Bawat Pilipino,” this initiative brings government services closer to our communities—making PWD validation, PWD ID application and renewal, and other assistance more accessible, convenient, and inclusive. ♿🤝

Just happened a while ago (September 15, 2026)! 🙌✨
Another meaningful milestone for inclusive and gender-responsive governance in the Municipality of Lebak! Today, we witnessed the implementation of the “Bigas Para Sa Lahat” – PPAAs Rice Retail Enterprise, an initiative designed to provide sustainable livelihood opportunities and affordable rice access for our Persons with Disabilities (PWDs).
We are deeply grateful for the initiative and unwavering support of the GAD Focal Point System, headed by Jaybee Bernales, JD/ JC Bern whose commitment continues to advance programs that promote empowerment, equality, and inclusion.
Our sincere appreciation also goes to the Municipal Government of Lebak, under the leadership of Hon. Mayor Frederick F. Celestial, with the support of Hon Vice Mayor B**g Alarcon ,ECE, and the Sangguniang Bayan Members of Lebak for continuously championing programs that create meaningful opportunities for our PWD community. 💙

🤝 3rd Quarter Meeting of Persons with Disabilities (PWDs)
Strengthening Collaboration, Advancing Inclusion! 💙
Just this morning of September 9, 2026, representatives from the Local Persons with Disabilities Associations (LPAAs) and the Municipal Persons with Disability Affairs Office (PDAO) of Lebak actively participated in the 3rd Quarter Meeting of Persons with Disabilities (PWDs) held at Qetsiyah Eco Park, Barangay Calacan, Tacurong City, Sultan Kudarat.
Representing the LPAAs was Yhong Morcillas, while Klint Cydril Ogatis represented the Lebak PDAO.
The meeting provided an important avenue for discussion, coordination, and consultation on programs and activities that promote the rights, welfare, empowerment, and inclusion of Persons with Disabilities.
Among the proposed activities discussed were:
🔹 Consumer Rights and Discounts for Persons with Disabilities and Senior Citizens Seminar
🔹 Handling of Grievance Mechanisms and Legal Processes for Persons with Disabilities Program
🔹 Comprehensive Sign Language Training

📸 LOOKING BACK: SERVICE CARAVAN CUM PWD VALIDATION 2026 TODAY SEPTEMBER 3, 2026
The Municipal Government of Lebak – Persons with Disability Affairs Office (PDAO) successfully conducted the Service Caravan cm PWD Validation at the Barangay Taguisa Covered Court, Taguisa, Lebak, Sultan Kudarat, in line with the celebration of the 126th Philippine Civil Service Anniversary 2026.
The activity brought essential services closer to our Persons with Disabilities (PWDs), particularly through the validation and updating of PWD records, as well as assistance for new applicants and renewal of PWD IDs. Likewise we had a simple raffle of 5 sacks of 5kilos rice for the attendees as part of the activity.
Through this initiative, the Municipal Government of Lebak headed by Mayor Frederick F. Celestial, Vice Mayor B**g Alarcon and Sangguniang Bayan Lebak Lebak SB Chronicle through Lebak Persons with Disability Affairs Office- PDAO continues to promote accessible, responsive, and inclusive public service—ensuring that every PWD is properly recognized, documented, and connected to programs, services, and opportunities intended for them.
