IN MEMORIAM: DR. MARIA LUZ TABUENA MACASINAG ๐Ÿ•Š๏ธ

The Albay Chamber of Commerce and Industry, Inc. (ACCI) joins the Bicol College community and the entire province of Albay in mourning the passing of our Chairwoman, Dr. Maria Luz Tabuena Macasinag, President of Bicol College.

Dr. Macasinag was more than an accomplished educator and institutional leader. She was a pillar of education whose dedication, compassion, and vision helped shape generations of students and future leaders.

As President of Bicol College, she faithfully carried forward the institutionโ€™s enduring legacy of academic excellence, leadership, and service to the community. Her recent election as Chairwoman of ACCI marked the beginning of another promising chapter in her life of serviceโ€”one that sought to strengthen the vital partnership between education and the business community.

Although her time with the ACCI Board was brief, her warmth, wisdom, and commitment left a meaningful impression upon us. We deeply regret that our opportunity to serve alongside her was cut short, but we remain grateful for the honor of having welcomed her into the ACCI family.

We extend our deepest sympathies and heartfelt condolences to her family, loved ones, colleagues, students, alumni, and the entire Bicol College community.

May her remarkable life and legacy continue to inspire us to lead with integrity, compassion, excellence, and purpose.

Representing the Albay Chamber of Commerce and Industry (ACCI), President John Glenn Lee delivered the keynote and inspirational message during the Annual General Membership Assembly (AGMA) of the Albay Electric Cooperative, Inc. (ALECO) on July 4, 2026.

In his message, President Lee underscored the importance of a reliable and responsive power sector in driving economic growth and supporting communities across Albay.

"Ang ACCI ay narito bilang kinatawan ng business community. At ang business community ay may malinaw na pangangailangan: isang electric utility na maaasahan, transparent, responsive, at nakatuon sa paglago ng Albay."

He also reaffirmed the Chamber's commitment to collaboration, sharing ACCI's message of partnership and support:
"At ito ang aming pangako: Handa ang ACCI na maging partner ng ALECO."

Members of the Albay Chamber of Commerce and Industry (ACCI) participated in the 35th South Luzon Area Business Conference (SOLABC) held on June 25โ€“26, 2026, at the Aquamarine Recreational Center in Lipa City, Batangas.

Hosted by the Philippine Chamber of Commerce and Industry (PCCI)-Lipa City, this year's conference carried the theme, "South Luzon Ascending: Taking Flight Through LIPAD (Leadership, Innovation, and Partnerships for Accelerated Development)," bringing together business leaders, entrepreneurs, and industry stakeholders from across South Luzon.

The conference served as a valuable platform for dialogue and collaboration, with plenary sessions focusing on key issues shaping the region's future, including economic volatility, artificial intelligence integration, renewable energy expansion, and strengthening public-private partnerships.

Through its participation, ACCI continues to engage in meaningful conversations and initiatives that promote innovation, resilience, and sustainable economic growth, not only for Albay but for the entire South Luzon region.

UPDATE!

ACCI Update on the Postion Paper on Proposed Revised Revenue Code of Legazpi City

The Albay Chamber of Commerce and Industry, Inc. (ACCI) had an initial and constructive discussion with the City Government of Legazpi, through Councilor Butch Lucila, member of the Committee on Ways and Means, regarding the Proposed Revised Revenue Code of Legazpi City.

ACCI is happy to note that LGU Legazpi shares the same objective as ACCI: to create a more progressive, transparent, service-oriented, investment-ready, and business-friendly Legazpi City.

In our initial discussion, ACCI and LGU Legazpi have agreed in principle that revenue growth and business growth must move together. A stronger business environment creates more business activity, and when business activity grows, gross sales also grow. When gross sales grow, City collections naturally increase as well.

ACCI also appreciates the clarification that the proposed Revised Revenue Code is not limited to business taxes alone. It also includes the codification and rationalization of other revenue sources such as rentals of government properties, use of public facilities, hospital and laboratory fees, and other service-related charges necessary to sustain public services and City operations.

ACCI recognizes the need for the City to maintain fiscal stability and ensure that public facilities and services remain sustainable, responsive, and properly maintained. We are open to reasonable, properly explained, and staggered adjustments where justified by inflation, actual service cost, and public necessity.

At the same time, ACCI continues to emphasize the importance of transparency in the assessment of business taxes, business permit fees, and other charges directly affecting legitimate businesses.

ACCI welcomes LGU Legazpiโ€™s openness for a more in-depth discussion on the proposed revisions, especially on provisions that may affect the cost of registering, renewing, and doing business in the City.

We remain ready and willing to cooperate with the City Government in reviewing the relevant provisions, improving transparency, strengthening compliance, expanding the tax base, and supporting policies that will make Legazpi more competitive and business-friendly.

We thank LGU Legazpi and Councilor Butch Lucila for keeping the lines of communication open. This initial discussion is a positive step toward a more collaborative, data-based, and development-oriented review of the proposed Revenue Code.

Together, we can work toward a Legazpi that is fiscally stable, service-oriented, business-friendly, and ready for sustainable growth.

The Albay Chamber of Commerce and Industry (ACCI) convened its regular Board Meeting on June 11, 2026, at Casablanca Sanctuario, bringing together its officers and trustees to discuss key initiatives and organizational priorities.

Among the matters tackled were membership updates, progress on the ACCI Exhibition Booth Project, preparations for the upcoming Bicol Business Summit in July 2026, and a report on the recently concluded ACCI Family CARE relief operations. The Board also discussed other matters aimed at strengthening the Chamberโ€™s programs, partnerships, and services for its members.

Through regular meetings and collaborative discussions, ACCI continues to advance initiatives that support business growth, foster community engagement, and contribute to the development of Albay and the Bicol Region.

The Albay Chamber of Commerce and Industry, Inc. (ACCI), through ACCI Family CARE (Community Assistance, Relief, and Empowerment), continues its relief efforts by distributing face masks to ACCI members and various businesses affected by the recent Mayon ashfall across Albay.

The initiative aims to help protect workers, employees, and communities from the effects of volcanic ash exposure while supporting local establishments in maintaining safe and healthy workplaces during this time.

The Albay Chamber of Commerce and Industry, Inc. (ACCI), through ACCI Family CARE (Community Assistance, Relief, and Empowerment), in partnership with FEBC CARE 104.3 DWAY FM, successfully conducted relief operations last May 15, 2026, at Guinobatan Community College, Mauraro, in response to the needs of affected communities.

Through the collective efforts of ACCI members, partners, donors, and volunteers, relief assistance was distributed to 300 beneficiary families composed of Barangay Health Workers (BHWs), Barangay Tanods, women, and senior citizens.

The relief packs included rice, pancit noodles, water, hygiene kits, first aid kits, face masks, nebulizers, and meryenda.

ACCI Family CARE and FEBC CARE 104.3 DWAY FM extend their heartfelt gratitude to everyone who contributed and participated in making this meaningful community effort possible.
