LEGAZPI CITY: The four-day One CHED Quality Management System (QMS) Audit of CHED RO V has been successfully concluded today, October 22, 2026, through an Exit Conference with the CHED QMS Auditors, Lagman Conference Room.

The auditors conveyed their Audit Observations, Recommendations and Ways Forward to enhance the internal core and support processes of CHED RO V based on standard operating procedures, protocols and workflows.

Led by its Regional Director Dr. Demetrio P. Anduyan, Jr., CESO III, CHED RO V Process Owners were also given the opportunity to clarify and comment on the said audit findings, for more consistent, accountable and efficient performance of duties and functions across units.

IN FOCUS: Pursuant to Commission en Banc Resolution No. 601-2026, CHED has approved the University of Nueva Caceres (UNC), Naga City, as Delivering Higher Education Institution (DHEI) under the Scholarships for Staff and Instructors' Knowledge Advancement Program (SIKAP).

The Signing of the Memorandum of Agreement was held today, October 21, 2026, 10am, CHED RO V- Office of the Regional Director. Facilitated by CHED RO V Regional Director Dr. Demetrio P. Anduyan, Jr., CESO III, it was attended by the officials of the University of Nueva Caceres led by its University President, Dr. Fay Lea Patria M. Lauraya; Dr. Jean Salalima-Go, Education Supervisor II in-charge of OSDS- Graduate Scholarships Division of CHED RO V, along with Ms. Jenn Bumalay - Montero , Project Technical Staff III and Ms. Rheaces Irah Faurillo Apuyan , Project Technical Staff II of OSDS-GSD.

A Delivering HEI (DHEI) is a Higher Education Institution officially authorized by the Commission on Higher Education (CHED) to offer graduate-level degree programs to scholarship grantees, such as grantees of SIKAP. Bicol Region now has eleven (11) DHEIs composed of nine (9) State Universities and Colleges (SUCs) and two (2) Private HEIs.

UNC is authorized to offer the following programs under SIKAP:
1. Doctor of Philosophy major in Behavioral Management;
2. Master of Arts in Education major in Guidance and Counseling;
3. Master of Arts in Education major in Special Education;
4. Master in Business Administration.

BU-Legazpi achieved a 100% passing rate.

CHED BICOL UNDERGOES ONE CHED QMS INTERNAL QUALITY AUDIT TO STRENGTHEN SERVICE DELIVERY

One CHED Quality Management System (QMS) Internal Quality Audit of the Commission on Higher Education (CHED) Regional Office V is being held today, October 19, 2026, as part of the Commission’s continuing efforts to ensure quality, consistency, and excellence in public service delivery.

The internal quality audit aims to determine the conformity of the office’s documented information and implemented processes with the requirements of the One CHED QMS and ISO 9001:2015. It also sought to assess compliance with applicable statutory, regulatory, and other requirements governing office operations as well as evaluate the effectiveness, adequacy, and consistent implementation of established QMS processes.

Furthermore, the audit aimed to assess the readiness for the Commission’s ISO 9001:2015 certification; identify good practices, opportunities for improvement, and nonconformities, where applicable; and support the continuous improvement and harmonized implementation of the One CHED QMS.

All officials and personnel cooperated and ensured the availability of relevant documented information, records, process owners, personnel, and other objective evidence that may be required by the Audit Team.

For CHED Regional Office V, this audit serves as an opportunity to evaluate the efficiency and effectiveness of its units in delivering public services. It will also assess compliance with established policies, procedures, and standards, identify areas for improvement, and ensure the proper utilization of government resources.

The audit runs from Oct 19-22, 2026.

ATM: The orientation for the Implementation of the Document Tracking Management System (DTMS) is being held today October 19, 2026 at Lagman Conference Hall.

The activity is part of the Commission on Higher Education’s (CHED's) continuous commitment to enhancing efficiency, accountability, transparency, and service delivery across all offices.

CHED Regional Office IV OIC Supervising Education Program Specialist Loupel B Gueta serves as a resource speaker, providing a comprehensive discussion of the DTMS, an official platform for the receipt, recording, routing, processing, monitoring, releasing, and archiving of official documents across both the Central Office and Regional Offices.

The system aims to standardize document management processes, improve monitoring of transactions, minimize processing delays, and support compliance with Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

Among the attendees are CHED RO V Regional Director Dr. Demetrio Anduyan, Jr., CESO III, staff of HEMIS, UniFAST, CSP, GSD and other concerned personnel.

HAPPENING NOW: The CHED Technical Panel (TP) for Meteorology returns to Bicol University College of Science, for the Re-Evaluation of the University's Bachelor of Science in Meteorology, October 16-17, 2026. The previous visit to BUCS was last October 7-8, 2025.

Along with representatives from the CHED Central Office- Office of Programs and Standards Development (OPSD) and CHED RO V, the TP validates the Compliance Status of BU College of Science in line with its Application for Certificate of Compliance (COPC) of its BS in Meteorology. Areas of assessment are Administration, Faculty Requirements, Curriculum, Laboratories and Physical Facilities, Library and Instructional Standards.

Document evaluation, interview with students, administrators, faculty and staff, and ocular visit to laboratories and other physical facilities, are being done to verify actual compliance vis-a-viz submitted feedback report.

The CHED team is composed of Dr. Lemnuel Aragones- TP Chair for Meteorology, Dr. Virgilio Julius Manzano, Jr., TP Member for Meteorology; Education Program Specialists II Remedios Dedeth Talingdan and Clarizze Angelu Aquino; and CHED RO V Education Supervisor II, Dr. Jean Salalima-Go.

CHED V Reps Join PQF Roadshow 2026

QUEZON CITY- The 2026 Philippine Qualifications Framework (PQF) Roadshow and Speakers’ Bureau Workshop (Cluster II) was held on October 12-14, 2026, Great Eastern Hotel, Diliman, Quezon City, on the theme, “Bridging Qualifications, Skills and Lifelong Learning for a Better Philippines”.

It was attended by various government agencies and industry representatives from NCR, CALABARZON, MIMAROPA and Bicol Region. Some participating government agencies were DepEd, CHED, TESDA, PRC, DOLE, DTI, DILG, among others.

Anchored on previous iterations, the 2026 PQF Roadshow deepened understanding and appreciation of emerging policy developments and strengthened regional implementation readiness. From advocacy to practical application of PQF principles on education, training and employment, the caravan operationalized PQF-aligned pathways, promulgated RA 12313 or the Lifelong Development Framework Act, and fostered multi-sectoral collaboration among line agencies and industry partners.

The Commission on Higher Education (CHED), under its current leadership, reaffirmed that it does not tolerate irregularities in the use of public funds and has intensified monitoring of scholarship transactions, including Audit Observation Memorandum (AOMs) issued by the Commission on Audit (COA) before 2025.

CHED clarifies that the ₱941.87 million in scholarship transactions cited in the The Daily Tribune article, “CoA Flags ₱941.87M in CHED Scholarship Irregularities, Citing Fund Mismanagement,” published on October 11, 2026, represents cumulative balances involving transactions dating as far back as 2019 and should be understood within this broader timeline.
