The Commission on Higher Education Region V extends its warmest congratulations to Naga College Foundation (NCF) for ranking 2nd in the 𝐭𝐨𝐩 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐬𝐜𝐡𝐨𝐨𝐥𝐬 𝐧𝐚𝐭𝐢𝐨𝐧𝐰𝐢𝐝𝐞 for the August 2026 Licensure Examination for Criminologists.

NCF achieved an 87.27% passing rate with 101 or more examinees and with at least 80% passing percentage.

Bringing together public servants from various government agencies across the region, the event showcased the vibrant energy, creativity, and unwavering passion of civil servants united by a shared commitment to public service.

Beyond the energetic performances, this celebration highlights the strong bond, solidarity, and collaborative spirit that connect government agencies in serving the Filipino nation.

HAPPENING NOW: The CHED RO V Technical Division undertakes the the Pre-Review, Evaluation and Analysis of Performance (Pre-REAP) Workshop, August 27, 2026, CAL Courtyard, Legazpi City.

In preparation for the 3rd Quarter Review, Evaluation and Analysis of Performance (REAP) of CHED RO V, it aims to review and map the functions, activities and transactions being done by the Division. The workshop also identifies the Actionable Items, Documentary Requirements and Approval/Action Level based on applicable laws, CMOs/existing policies and guidelines, and other issuances.

Upcoming major activities/events involving the Technical Division were also tackled.

LEGAZPI CITY: The Region V ASEAN Kick-Off Ceremony was held yesterday, August 26, 2026, The Marison Hotel, on the theme, “Navigating our Future, Together”.

Attendees were CHED RO V employees, officials, staff and students of Higher Education Institutions in Bicol Region.

Participants were welcomed by Chief Education Specialist Rachel D. Casimero, after which Opening Cultural Performances were presented by the SorSU Sinalampati dance Troupe of Sorsogon State University, and The Fleet Dance Troupe by Partido State University.

The talk on “Bicol Culture and Heritage” by multi-awarded Bicol writer, Engr. Abdon Balde, ensued after. He was introduced by Dr. Karen I. Iniego, Education Supervisor II, and CHED RO V Focal for Internationalization.

Another highlight was the ASEAN Cultural Booth Experience/ Gallery Walk wherein HEI Asean Booths were put by the following HEIs: Bicol University, Camarines Sur Polytechnic Colleges, Central Bicol State University of Agriculture, Naga College Foundation and University of Sto. Tomas- Legazpi.

In the afternoon, intermission numbers were presented by the Mariners’ Majorettes of the Mariners’ Polytechnic Colleges Foundation- Legazpi, SorsU Sinalampati dance Troupe of Sorsogon State University, and The Fleet Dance Troupe by Partido State University.

Subsequent to these were the Presentation of Programs of the National Museum of the Philippines and VR and Humanoid Exhibition by the NCF TechXEducation.

Finally, the ParSU Majorettes rendered another Intermission Number (an ASEAN Cultural Dance) followed by the the Awarding Certificates and of Best ASEAN Attire from HEIs and CHED RO V participants. The Closing Remarks was conveyed by Dr. Jean E. Cardińo, Chief Administrative Officer.

CHED RO V Joins 2026 Adopt-A-School Caravan

SORSOGON CITY: CHED RO V took part in the 2026 Adopt-A-School (ASP) Caravan (Luzon Cluster), August 25, 2026, Sorsogon Provincial Gymnasium, initiated by the Department of Education through its External Partnerships Service (EPS). The 2026 ASP is an advocacy and resource mobilization initiative to promote greater stakeholder engagement and investments in education.

In response to the recommendations of the 2nd Congressional Commission on Education (EDCOM II), it addresses critical gaps in education by showcasing the enhanced ASP Menu of Investments, the ASP Platform, and other partnership opportunities for potential stakeholders. It also fosters partnership between potential partners and beneficiary schools thereby strengthening collaboration to address educational needs at the local level.

CHED RO V, in partnership with Sorsogon State University, has put up an Exhibit showcasing the various Scholarship programs of CHED specifically those under UNIFAST and the CHED Merit Scholarship Program (CMSP).

Highlights of the 2026 ASP Caravan were: Exhibit/Gallery Walk, Messages from Key Officials, the Five-Point Agenda of DepEd through ASP , ASP Menu of Investments by DepEd, TESDA and CHED, Signing of Pledge of Commitment, Sessions on other Priority Programs, Partnership Updates and Orientation.

USAP Masbate Strengthens HEI Collaboration, Reinforces Commitment to UniFAST Program

USAP Masbate brought stronger collaboration and sealed commitment among Higher Education Institutions (HEIs) in the Province of Masbate, today, August 25, 2026, at the Liceo de Masbate (LideM) Colleges, Inc. function hall.

In LideM President Rev. Fr. Jenious Mansalay’s opening message, he stressed that the gathering is reminding HEIs of their partnership that is not only about working collectively but also growing collaboratively.

“This gathering reminds us that partnership is not only about working side by side, but also about growing together, learning from one another, and building something that is bigger than any organization,” Rev. Fr. Mansalay said.

The activity featured a re-orientation and thorough discussions of the revised TES and TDP guidelines, CHED Bicol Prospects and Perspectives, Disbursement for 2026-2027, and Highest Bicol.

Likewise, one of the major discussions of the activity was the discussion on the updated LBP account opening for TES and TDP grantees, discussed by Ms. Gemmalyn Fajardo, Landbank Branch head-Masbate.

Meanwhile, seven (7) HEIs have been awarded as the top-performing HEIs for the implementation of UniFAST programs in the province of Masbate, namely: Liceo de Masbate Colleges, Inc.; Liceo de San Jacinto; Masbate Central Technical Institute; Masbate Colleges; Masbate Polytechnic and Development College; Southern Bicol Colleges; and Southern Masbate Roosevelt College.

For CHED-UniFAST, the event held is timely and relevant, for which the information being given is crucial and critical as it pertains to the implementation of several UniFAST programs.

TOSP BICOL RETURNS AFTER PANDEMIC HIATUS; FIVE STUDENTS NAMED REGIONAL WINNERS

NAGA CITY — After years of absence following the COVID-19 pandemic, the regional search for the Ten Outstanding Students of the Philippines (TOSP) has returned to Bicol, with five outstanding students chosen to represent the region in the next stage of the prestigious national search.

The 59th TOSP Region V Search Program and Regional Awarding Ceremony marked a significant comeback for the program in Bicol. The last regional awarding was held in 2019, before the pandemic disrupted the conduct of the succeeding searches and face-to-face activities.

As the TOSP Search resumes, Bicol became the first region to hold its regional awarding ceremony, signaling not only the revival of a long-standing recognition program but also the renewed celebration of student excellence, leadership, and service.

FIVE BICOLANO STUDENTS RISE

From 15 regional finalists representing higher education institutions across Bicol, five were proclaimed Regional Winners:

* Juliana Eunice F. Fuentes, Bachelor of Science in Psychology, Ateneo de Naga University
* Fernan Matthew A. Enimedez, Bachelor of Science in Electronics Engineering, Camarines Sur Polytechnic Colleges
* Erlyn A. Galang, Bachelor of Science in Biology, Central Bicol State University of Agriculture
* Wilfredo V. Bonaobra Jr., Bachelor of Secondary Education major in Science, Bicol University
* James Nathaniel Refugio, Juris Doctor, University of Nueva Caceres

The five will carry the banner of Bicol as they advance to the national level of the TOSP Search.

More than academic achievement, TOSP recognizes young Filipinos who demonstrate excellence in leadership, social responsibility, and service—values that resonate with CHED Bicol’s continuing thrust to develop learners who use their education not only for personal advancement but also for community and nation-building.

FROM ACHIEVEMENT TO SERVICE

CHED Regional Office V Regional Director Dr. Demetrio P. Anduyan, Jr., CESO III, joined the awarding ceremony and congratulated both the regional winners and the 15 finalists for demonstrating that student excellence must ultimately find expression in service to others.

For CHED Bicol, the return of TOSP is particularly meaningful as higher education institutions continue to strengthen student formation beyond the classroom. Academic competence remains essential, but equally important are character, leadership, cultural rootedness, and the willingness to respond to the needs of communities.

The finalists themselves embodied this spirit throughout the four-day regional search, which provided opportunities for community engagement, reflection, fellowship, and leadership formation. The batch eventually adopted the name “Sarong Gawad”—reflecting a shared purpose that transcends individual recognition.

ABACA: A SYMBOL OF THE BICOLANO STUDENT

Fittingly, Anduyan attended the ceremony wearing an abaca barong, transforming a distinctly Bicolano material into a quiet symbol of the occasion.

Abaca is known for its strength, flexibility, and resilience—qualities that mirror the journey of students who endured the disruptions brought by the pandemic and emerged with their aspirations, talents, and commitment to service intact.

Its individual fibers gain greater strength when woven together, making it an apt representation of oneness and collective purpose. In much the same way, the accomplishments of outstanding students are woven from the sacrifices of families, the guidance of mentors, the opportunities provided by their institutions, and their own determination to serve.

Like abaca, the TOSP awardees and finalists represent a generation expected to remain strong amid adversity, flexible in a changing world, rooted in identity, and useful in the service of others.

Their recognition therefore goes beyond medals and titles. It carries with it a responsibility to transform talent into meaningful action and achievement into service.

As the TOSP Search returns after its pandemic hiatus, Bicol’s message is clear: its young people are ready not merely to compete and achieve, but to lead, serve, and help weave a stronger future for their communities.

For true excellence is not only about how high we rise, but how many lives we uplift along the way.

Make it Big. Make it Bicol.
