Information can change the course of a student’s future.

This belief fueled the fourth leg of USAP UniFAST in Camarines Norte as CHED-UniFAST Regional Office V brought its student financial assistance advocacy closer to higher education stakeholders on August 19, 2026, at Bella Events Place in Daet, Camarines Norte.

With the aim to intensify coordination among higher education institutions (HEIs) in Camarines Norte, the event serves as a bridge in the gap of the several challenges faced by HEIs.

In his message, CHED RO V Regional Director emphasized the importance of paying attention to the delays in disbursing the grants to the grantees and the mutual understanding between CHED UniFAST and HEIs about the roles and responsibilities they play in the several programs being implemented.

“Itong usap na ito ay tungkol sa kung ano sng ating gagawin para mapabilis ang tulong sa ating mga estudyante. Malaki ang papel na inyong ginagampanan sa pagpapatupad ng scholarship programs,” said RD Anduyan.

Participants actively participated in the discussions of the Tertiary Education Subsidy (TES) and Tulong Dunong Program (TDP) Revised Guidelines discussed by PTS II Mark Joseph Medollar, Special Projects and Programs of CHED Bicol presented by PTS II Engr. Reyjohn Soriano, and Disbursement for 2026-2027 discussed by PTS I Patricia Grace Bagagñan.

Likewise, PSS V God Frey Las Piñas also discussed the Highest Bicol and representative from Landbank Daet Branch, Lora May Lledo, provided an in-depth discussion about the updated LBP account opening for TES and TDP grantees.

Meanwhile, eight (8) HEIs have been awarded for being top-performing schools in the implementation of UniFAST programs in Camarines Norte, namely: Camarines Norte College; Camarines Norte School of Law, Arts, and Sciences; La Consolacion College-Daet; Lyceum of St. Dominic, Inc.; Mabini Colleges; Northills College of Asia; Our Lady of Lourdes College Foundation; and St. Francis Caracciolo Culinary Academy.

The award reflects their commitment to the efficient and effective implementation of UniFAST programs by timely submitting the required documents and timely disbursing the funds to the student grantees.

For CHED UniFAST, the activity is an important event that gather HEIs across the Bicol region to re-orient them on the new and existing UniFAST guidelines along with other significant information that can help them in being an effective implementer of the several UniFAST programs.

The Commission on Higher Education – Unified Student Financial Assistance System for Tertiary Education (CHED-UniFAST) Regional Office V conducted USAP UniFAST (Ugnayan sa mga Scholarship Coordinators upang i-Angat ang mga Programang UniFAST sa Bicol) for the Province of Camarines Sur at the Camarines Sur Polytechnic Colleges (CSPC) Auditorium.

The activity aims to enhance the utilization of scholarship funds and ensure the timely liquidation of grants released under the Tertiary Education Subsidy (TES) and the Tulong Dunong Program (TDP). It also serves as a venue for strengthening coordination and addressing concerns among scholarship coordinators in the implementation of UniFAST programs.

Dr. Demetrio P. Anduyan Jr., CESO III, Regional Director of CHED Regional Office V, led the activity and emphasized the importance of proper fund utilization, accountability, and efficient implementation of student financial assistance programs.

Meanwhile, SUC President III Dr. Amado A. Oliva, Jr. delivered the opening remarks, welcoming the participants and underscoring the importance of collaborative efforts in ensuring that government-funded educational assistance reaches and benefits deserving students.

The conduct of USAP UniFAST highlights CHED-UniFAST's continuing commitment to improving the delivery of financial assistance programs and strengthening partnerships with higher education institutions across the Bicol Region.

USAP UniFAST Strengthens Coordination Among Camarines Sur HEIs

The Commission on Higher Education (CHED) Regional Office V continued its USAP UniFAST initiative with its third leg in the Province of Camarines Sur today, August 18, 2026, at Camarines Sur Polytechnic Colleges (CSPC) Auditorium.

Hosted by the CSPC, USAP UniFAST aimed to intensify coordination in implementing several UniFAST programs such as the Tertiary Education Subsidy and Tulong Dunong Program.

In his message, CSPC President Dr. Amado Oliva Jr., emphasized that USAP UniFAST is timely and significant, that this activity is not just merely a meeting or compliance activity but an important platform where implementors and partners of the program can come together to clarify the guidelines, address operational challenges, and share good practices and iron out issues that can delay or weaken the delivery of assistance to the students.

“Sa pamamagitan ng bukas at makabuluhang pag-uusap masisiguro natin ang bawat polisiya ay nauunawan, ang bawat pondo ay napapamahalaan ng maayos at ang bawat kwalipikadong mag-aaral ay napaglilingkuran ng mabilis, tama, at may malasakit,” said CSPC President Oliva.

The activity was attended by scholarship coordinators, focal persons, registrars, accountants, and CHED and UniFAST personnel. It serves as an avenue for participants to gain updates on the new policies and guidelines, and strengthening the implementation of higher education and student financial assistance programs.

In an inspirational message of Regional Director Demetrio P. Anduyan Jr., he stressed that the need to increase to fast track efforts and the efficiency and effectiveness in delivering the services to the students is a must to work and focus on.

“So we deeply appreciate your presence, kayo ang tulay na nag-uugnay mula sa programa ng pamahalaan patungo sa mga estudyante—ang mga scholarship focals natin sa mga higher education institutions ang siyang katulong natin, they serve as the pathway, they serve as conduit,” RD Anduyan said.

The activity featured presentations on the TES and TDP guidelines by Lead Regional Coordinator Emmanuel Villamor; the 2026–2027 disbursement by Project Technical Staff (PTS) II Patricia Grace Bagagñan; CHED Bicol Prospects and Perspectives by PTS II Engr. Reyjohn Soriano; and Highest Bicol by PTS II and Camarines Sur Provincial Focal Mark Joseph Medollar.

Meanwhile, representatives from Landbank-Iriga Branch, Wendi Angeli Margate, Executive Assistant, and Raquel Cordova also provided an orientation on the updated LBP account opening for TES and TDP grantees.

Highlights of the activity are the awarding of certificates of commendation to top-performing HEIs. A total of seven (7) HEIs in Camarines Sur are top-performing schools, namely: Camarines Sur Polytechnic College, Ateneo de Naga University, Ceguera Technological Colleges, Holy Trinity College of Camarines Sur, Naga College Foundation, Siena College-Tigaon, and Shepherdville College.

The USAP UniFAST activity will proceed to Camarines Norte tomorrow, August 19, for its fourth leg.

• For grantees who registered a PISO Account: Please maintain a minimum balance of P1.00.

• For grantees who registered a LANDBANK Regular Savings Account: Please maintain a minimum balance of P 500.00.

If your registered LANDBANK account has been inactive or dormant, please visit your LANDBANK branch as soon as possible to have your account REACTIVATED.

Failure to maintain an active account may result in delays in the release of your scholarship grant. We encourage all grantees to regularly monitor the status of their registered LANDBANK account and ensure that it remains active to avoid any inconvenience.

USAP UniFAST 2026 Fosters Collaboration, Excellence Among Sorsogon HEIs

Despite the pouring rain, participants from Sorsogon HEIs actively participated in the USAP (Ugnayan ng mga Scholarship Coordinators upang I-angat ang Programang UniFAST sa Bicol) UniFAST on July 23, 2026, at Villa Isabel in Sorsogon City.

During the event, HEI representatives such as the focal person, registrar, and accountant asked for clarifications regarding the new TES and TDP guidelines, which led to an interactive session.

Representative from Landbank, Ms. Donna May Belen, Branch Marketing Officer, Sorsogon Branch, discussed the process flow of account opening through Straight Through Account Opening (STAO) and Digital Onboarding System (DOBS).

Meanwhile, UniFAST V awarded three (3) Higher Education Institutions (HEIs) and its focal person who demonstrated professionalism, accountability, and unwavering support for the efficient implementation of student financial assistance programs in Higher Education Institutions.

UniFAST Bicol Intensify Coordination Between HEIs Through USAP UniFAST

CHED-UniFAST Region V conducted its first Ugnayan ng mga Scholarship Coordinators Upang I-angat ang mga Programa ng UniFAST Bicol (USAP UniFAST) to Albay Higher Education Institutions (HEIs) at Vela Hotel, Legazpi City.

With its aim to intensify coordination in implementing UniFAST programs, participants actively participated during the discussions, such as the new revised TES and TDP guidelines, disbursement for AY 2026-2027, and presentation of HIGHEST Bicol.

One of the major highlights of the activity is the awarding of certificates of commendation to selected HEIs and focal persons who demonstrated exemplary commitment to timely and complete submission of billing, liquidation, validation, and all other UniFAST documentary requirements.

Six (6) HEIs and eight (8) focal persons have been awarded during the event who demonstrated professionalism, accountability, and unwavering support for the efficient implementation of student financial assistance programs in Higher Education Institutions.
