16, 2026 - The Regional Sub-Committee for the Welfare of Children (RSCWC) Bicol and the Regional Juvenile Justice and Welfare Committee (RJJWC) V successfully conducted their 1st Quarter Joint Virtual Meeting to strengthen inter-agency collaboration and harmonize child protection initiatives across the region.
The RSCWC Bicol agenda focused on critical updates regarding the 2025 RSCWC Bicol Resolutions, the presentation of the Council for the Welfare of Children (CWC) Thrusts and Priorities, and the introduction of Child Budget and Expenditure Tagging and Tracking (CBETT). Furthermore, the committee reviewed updates on the implementation and monitoring of the Regional Plan of Action for Children (RPAC) and finalized the 2026 RSCWC Bicol Calendar of Activities. Through this meeting, the committees successfully harmonized regional efforts, shared technical insights, and adopted resolutions aimed at fortifying the welfare of all children in the region.
Chaired by the Department of Social Welfare and Development (DSWD), the meeting convened the members of the RSCWC Bicol and RJJWC V. Representing the government sector were the Department of Social Welfare and Development (DSWD) Field Office V, the Department of Education (DepEd) Regional Office 5, the Department of Health Bicol Center for Health Development (DOH Bicol CHD), the Department of Economy, Planning, and Development (DEPDev) Region 5, the Bureau of Jail Management and Penology (BJMP), the Philippine National Police (PNP) Police Regional Office 5, the Commission on Human Rights (CHR) Region V, the National Youth Commission (NYC), the Regional Alternative Child Care Office (RACCO) V, and the Philippine Information Agency (PIA) V, with non-government organization representation from Educo Philippines and Children International (Bicol) Inc. Local governance was well-represented by the PSWDOs of Albay, Camarines Norte, Camarines Sur, and Masbate. Furthermore, the assembly also featured the committeesโ child representatives, reinforcing a participatory approach to child-centered policymaking.
Through this unified approach, the committees reaffirmed their commitment to creating a safer, more inclusive, and child-friendly environment for Bicolanos, ensuring that every childโs rights are protected and upheld.
