𝐈𝐧 𝐏𝐡𝐨𝐭𝐨𝐬: The Regional Sub-Committee for the Welfare of Children (RSCWC) Bicol successfully provided Technical Assistance during the Workshop on Child Budget and Expenditure Tagging and Tracking (CBETT) for the Local Government Unit (LGU) of Bulan, Sorsogon, on August 26–27, 2026, at the Municipal Tourism, Culture, and Arts Office (MTCAO) in the Old Presidencia Building, Bulan, Sorsogon. This event was attended by members of the Bulan Municipal Council for the Protection of Children (BMCPC) and the Bulan Local Finance Committee (BLFC).

The CBETT Workshop aimed to equip participants with the knowledge and skills needed to champion and facilitate CBETT implementation in their municipality. Through technical sessions on Child Rights, Public Financial Management (PFM), and the CBETT Overview, along with hands-on exercises on navigating the tool, participants strengthened their capacity to properly tag and track data from the LGU's Annual Investment Program (AIP) and Statement of Appropriations, Allotments, Obligations, Disbursements, and Balances (SAAODB). Furthermore, using the generated CBETT dashboard, the participants produced a comprehensive Budget Analysis.

By the end of the workshop, LGU Bulan crafted and approved its CBETT action plan, identifying priority strategies, activities, and next steps with realistic timelines. This plan ensures the effective localization, implementation, and monitoring of CBETT, acknowledging the tool’s vital importance across LGU planning, budgeting, budget ex*****on, monitoring, and evaluation. Ultimately, it guarantees that child-responsive investments are properly planned, allocated, and tracked.

RSCWC Bicol extends its sincere appreciation to its members who were previously trained during the Regional Training of Trainers on Child Budget and Expenditure Tagging and Tracking for their dedication in providing technical assistance throughout this workshop.

Ang paaralan ay hindi lamang lugar para matuto—ito ay dapat maging isang ligtas, supportive, at child-friendly na espasyo kung saan malayang natututo, nakikilahok, at lumalago ang bawat bata. Pero sa panahon ngayon, ang kaligtasan ng mga bata ay hindi nagtatapos sa school grounds. Kasama rin dito ang kanilang online safety. 📚📱

Sa episode na ito ng Makabata Teleradyo, pag-uusapan natin kung paano natin mapapalakas ang kaligtasan ng mga bata sa paaralan at sa digital spaces—mula sa paglikha ng safe school environments hanggang sa pagiging mas maingat at responsableng paggamit ng internet at social media.

Dahil ang child protection ay bahagi ng everyday safety ng bawat bata. At sa paaralan man o online, dapat may espasyo ang bawat bata na ligtas, respetado, at protektado. 🫶

Hindi lang accuracy o pagiging tama ang mahalaga sa pag-uulat o pagbabahagi ng post tungkol sa mga batang nasasangkot sa mga insidente.
Mahalaga rin ang kanilang dignity, agency, privacy, participation, and sensitivity.

As children spend more time online, the risks of Online Sexual Abuse or Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) continue to evolve. Protecting children in the digital space requires awareness, stronger laws, and collective action.
Sa episode na ito ng Makabata Teleradyo, pag-uusapan natin ang kasalukuyang sitwasyon ng OSAEC at CSAEM sa bansa, ang mga hamong kinakaharap sa pagprotekta sa mga bata online, at ang pending bill na naglalayong amyendahan ang Republic Act No. 11930 upang higit pang mapalakas ang child protection sa digital environment. 💙

In Photos | Strengthening Child Protection in Emergencies (CPiE) in Pandan, Catanduanes

The Regional Sub-Committee for the Welfare of Children (RSCWC) Bicol, through its Regional Coordinator, Ms. Ana Marie B. Binamira-Telimban, in collaboration with the Department of Social Welfare and Development Field Office V (DSWD FO V) through its resource persons, Ms. Emily D. Mendoza-Social Welfare Officer II/ Children and ECCD Focal Person and Sector Section Head, and Ms. Aileen B. Alim- Social Welfare Officer II/ SWAD Team Leader, provided technical assistance to the Municipality of Pandan, Catanduanes during the Three-Day Training and Knowledge Sharing on the Development of the Comprehensive Emergency Program for Children (CEPC) for the Barangay Council for the Protection of Children (BCPC) held on 14–16 July 2026.

The activity, spearheaded by the Municipal Social Welfare and Development Office (MSWDO) of Pandan under the leadership of Ms. Gracia T. Trinidad, MSWDO, enhanced the capacities of BCPC members, barangay officials, and other local stakeholders in developing child-centered, rights-based, and disaster-responsive emergency programs that promote the protection and well-being of children before, during, and after emergencies.

Through technical guidance and knowledge sharing, the training reinforced the vital role of BCPCs in integrating child protection into local disaster risk reduction and management initiatives, contributing to the development of safer, more resilient, and child-friendly communities.
