𝐂𝐒𝐂 𝐑𝐎 𝐕 𝐜𝐡𝐚𝐦𝐩𝐢𝐨𝐧𝐬 𝐩𝐮𝐬𝐨, 𝐝𝐚𝐧𝐠𝐚𝐥, 𝐚𝐭 𝐠𝐚𝐥𝐢𝐧𝐠 𝐝𝐮𝐫𝐢𝐧𝐠 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐖𝐨𝐫𝐤𝐟𝐨𝐫𝐜𝐞 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬 𝟐𝟎𝟐𝟔
Public servants from across the Bicol Region gathered for this year’s Regional Government Workforce Congress (RGWC) on 21 October 2026 at the Marison Hotel in Legazpi City, Albay. The event aimed to provide participants with opportunities to reflect on the meaning of public service, reinforce professional and ethical values, navigate emerging workforce challenges, and identify practical ways to improve government service delivery.
In welcoming the participants, Civil Service Commission Regional Office V (CSC RO V) Acting Director Rosalinni V. Moneda anchored her message on the event’s theme, “Empowering Bicolano Civil Servants for a People-Centered, Ethical, and Future-Ready Government”. She emphasized the importance of equipping government workers with the right values, knowledge, and competencies to respond to the evolving needs of the public.
“Government service must continue to evolve. The needs of our citizens are changing. Technology is changing the way we work. Expectations for faster, more transparent, and more responsive public service continue to rise. In a changing world, we must be willing to learn, unlearn, and relearn,” Director Moneda said.
The first learning session featured Gawad Lingkod Bayan ng Pangulo 2026 Semifinalist Dr. Lynne Lourdes N. Lucena, whose discussion focused on what it meant to have puso in public service. Her discussion highlighted the values of clarity, attention, respect, and empathy, which are essential in providing excellent public service, especially in the frontline.
The second resource speaker, Atty. Julie Khristine C. Panganiban-Arevalo, CPA, of the Commission on Audit Regional Office No. V, discussed the importance of upholding dangal through integrity, accountability, and professionalism in government transactions. She revisited the procurement processes government agencies are required to observe, emphasizing the importance of compliance with established rules and procedures in promoting transparency, fairness, and accountability in the use of public funds.
Meanwhile, the final session focused on galing and the importance of continuously developing the competencies needed to keep pace with changes in the workplace. Atty. Jocel Isidro Dilag of the University of the Philippines College of Law discussed the opportunities and challenges presented by digital transformation and artificial intelligence (AI) in government operations. He also emphasized how critical it was to use AI ethically and responsibly, reminding the participants that the use of such tools must be guided by sound judgement, accountability, and respect for ethical standards.
To conclude the event, CSC RO V Assistant Regional Director Randy C. Tababa underscored how the choices of government workers can make them either a blessing or a curse to the people they serve. He pointed out that every decision, action, and interaction with the public carries the responsibility to uphold the values of puso, dangal, at galing.
Through the RGWC, CSC RO V highlighted the importance of translating these values into everyday practice. By serving with compassion, performing their duties with integrity, and continuously striving for excellence, Bicolano civil servants can help build a government that is people-centered, ethical, and responsive to the need of the communities they serve.
