The 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗗𝗮𝘆 𝗼𝗳 𝗖𝗹𝗲𝗮𝗻 𝗔𝗶𝗿 𝗳𝗼𝗿 𝗕𝗹𝘂𝗲 𝗦𝗸𝗶𝗲𝘀 was established by the 𝗨𝗻𝗶𝘁𝗲𝗱 𝗡𝗮𝘁𝗶𝗼𝗻𝘀 in December 2019 to promote global action against air pollution, one of the world's leading environmental health risks. First observed on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟳, 𝟮𝟬𝟮𝟬, the celebration was initiated by South Korea to encourage international cooperation in addressing air pollution that crosses borders.

The annual observance raises awareness of the importance of clean air for human health, sustainable development, and climate action, while encouraging governments, communities, and individuals to adopt solutions that reduce harmful emissions and create healthier, more resilient environments.

Man-made climate change demands human accountability. 🌏

Across Asia, the climate crisis is no longer something we can afford to see as distant or inevitable.

🇮🇩 In Indonesia, wildfires continue to scar landscapes and expose communities to dangerous smoke. 🇳🇵 In Nepal, flash floods are drowning communities. 🇵🇭 In the Philippines, typhoons are growing more destructive. 🇲🇾 In Malaysia, haze and polluted air threaten the health of millions.

Yet these same places also remind us of what is at stake: forests, coastlines, communities, and ecosystems that sustain life and health. 🌿

These disasters may look natural. But the climate crisis driving their increasing frequency and intensity is not.

We know what is causing the crisis. We know who bears the greatest burden. And we know that action is possible.

Those who contribute most to the climate crisis must take greater responsibility. Governments, industries, and institutions must act to protect human and environmental health.

As we celebrate World Lake Day, let us remember that protecting our lakes begins the choices we make. Proper waste disposal, reducing plastic pollution, conserving water, and caring for our watersheds all contribute to healthier freshwater ecosystems.

Recognizing the indispensable role of junkshops in achieving an effective and sustainable solid waste management system, the Office of the City Environment and Natural Resources (OCENR), successfully conducted the Organizational Meeting, Data Integration Rollout, and Election of Officers for the Legazpi City Junkshops on July 16, 2026, at the Legazpi City Expo Center-Hall C.

The activity served as a significant milestone in strengthening the partnership between the City Government and the local recycling sector. It brought together junkshop owners and operators from across Legazpi City to discuss initiatives that will improve coordination, enhance regulatory compliance, establish a stronger network among stakeholders, and further support the implementation of the City's Ecological Solid Waste Management (ESWM) Program.

One of the highlights of the activity was the Presentation and Rollout of the Unified Data Integration Form for Junkshops, which introduced a standardized data collection and management system that will consolidate vital operational information from accredited junkshops throughout the city.

The participants also received an orientation on the Guidelines for the Election of Officers, emphasizing the importance of forming a unified organization that will promote cooperation, accountability, and collective representation among junkshop operators. The orientation was followed by the Formal Election of Officers, marking the official establishment of the leadership that will spearhead the association's future programs and initiatives. The newly elected officers are expected to strengthen communication with the OCENR, facilitate the dissemination of policies and programs, represent the interests of the junkshop sector, and encourage greater participation in environmental activities and compliance with regulatory requirements.

An open forum was likewise conducted to provide participants with an avenue to express concerns, share experiences, and offer recommendations on matters affecting the recycling industry and the implementation of the City's waste management programs. The meaningful exchange of ideas fostered mutual understanding and reinforced the value of collaborative governance in addressing environmental challenges and improving service delivery.

Through stronger organization, improved data integration, and sustained collaboration, we continue to pave the way for more responsive environmental governance and innovative waste management strategies.

On the afternoon of June 29, 2026, the Legazpi City Solid Waste Management Board (LCSWMB) convened for its 2nd Quarter Meeting at the Legazpi City Expo Center, Hall B, to discuss key updates on the implementation of the City's Ecological Solid Waste Management (ESWM) Program, explore innovative waste management technologies, strengthen partnerships with stakeholders, and address initiatives to further enhance the City's solid waste management efforts.

The meeting commenced with the acknowledgment and welcome of the participants by Engr. Linno Benju Q. Calleja, OIC-City ENRO, who recognized the presence of the Board members, representatives from partner agencies, junkshop operators, and other stakeholders. This was followed by the call to order by Hon. Charlton S. Lajara, Chairperson of the Sangguniang Panlungsod Committee on Environmental Protection, who presided over the meeting on behalf of Mayor Hisham B. Ismail, Chairperson of the LCSWMB.

🎯𝑲𝑬𝒀 𝑨𝑮𝑬𝑵𝑫𝑨 𝑰𝑻𝑬𝑴𝑺:

1. 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗚𝗮𝘀𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝗶𝗲𝘀

Mr. Risalde Baraquiel, President of Hornbird Technology Corporation, presented the company's AI-powered Gasification Waste-to-Energy Technology through a Zoom platform. The presentation showcased an innovative approach to converting municipal solid waste into renewable energy through advanced gasification systems. It highlighted the technology's potential to generate electricity, produce synthetic fuel, recover valuable by-products, reduce waste disposal, and support the City's long-term environmental sustainability and renewable energy goals.

2. 𝗦𝘁𝗮𝘁𝘂𝘀/𝗨𝗽𝗱𝗮𝘁𝗲𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗘𝗦𝗪𝗠 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗶𝘁𝘆

Engr. Linno Benju Q. Calleja, OIC-City ENRO, presented the Second Quarter Status Report on the implementation of the City's Ecological Solid Waste Management (ESWM) Program. The report covered updates on waste collection performance, waste diversion initiatives, clean-up drives, environmental awareness campaigns, Information, Education, and Communication (IEC) activities, and community-based programs promoting waste segregation and recycling. Significant accomplishments, including the Plastics for Rice Program during the Serbisyo Caravan, the Memorandum of Agreement (MOA) signing for the Earth Savers Program, the City's partnership with Bicol Bottles Packaging Depot (BBPD), capability-building activities for environmental enforcers, barangay officials, and partner agencies, as well as the procurement of additional waste collection equipment, were highlighted as part of the City's continuing efforts to further improve waste management services.

3. 𝗦𝘁𝗮𝘁𝘂𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗝𝘂𝗻𝗸𝘀𝗵𝗼𝗽𝘀

Engr. Cherry Elaine V. Calleja, SOO III, presented updates on the forum and organizational meeting conducted earlier that day with junkshop owners and operators. The discussion focused on the legal framework for commercial recycling, standard operational guidelines, and the initiative to establish a more organized network of junkshop operators to strengthen coordination, promote environmental compliance, enhance recycling efforts, and support the City's waste diversion targets. Plans for the election of officers and the implementation of a standardized data collection and reporting system were also presented to improve the monitoring of recyclable materials and resource recovery.

During the open forum, Board members raised questions and exchanged insights, recommendations, and clarifications on strategies to further strengthen the implementation of the City's Ecological Solid Waste Management Program.

Recognizing the vital role of the private sector in environmental protection, the Office of the City Environment and Natural Resources (OCENR) successfully conducted the Regulatory Compliance Orientation and Solid Waste Management Forum for Junkshop Owners and Operators on the morning of June 29, 2026, at the Legazpi City Expo Center, Hall B. The activity was attended by junkshop owners/operators and their authorized representatives, who actively participated in discussions designed to strengthen their knowledge of environmental laws, responsible recycling practices, and their responsibilities as partners of the City Government in implementing effective solid waste management.

The forum provided participants with comprehensive discussions on the legal framework governing commercial recycling businesses, including the provisions of the Legazpi City Integrated Solid Waste Management Ordinance and other applicable environmental regulations. Participants were also oriented on the standard operational guidelines for junkshops and the importance of securing the necessary permits and complying with regulatory requirements. These topics were presented to help ensure that junkshop operations are not only efficient and profitable but are also environmentally responsible and compliant with existing laws.

The activity also served as an avenue for dialogue between OCENR and junkshop operators, allowing participants to share concerns, clarify policies, and strengthen their partnership in achieving the City's environmental goals. Through continued cooperation and compliance, junkshop owners remain valuable partners in creating a cleaner, greener, and more sustainable Legazpi City.

Right here in Albay, snakes like the reticulated python — locally known as sawa — share our forests, rivers, and even our backyards, quietly keeping rodent and pest populations in check.
Even among the country's true venomous species — cobras, coral snakes, kraits, sea snakes, and pit vipers — the majority avoid humans entirely and only bite in self-defense when threatened or accidentally stepped on.
Unfortunately, 𝗺𝗼𝘀𝘁 𝘀𝗻𝗮𝗸𝗲𝘀 𝗮𝗿𝗲 𝗸𝗶𝗹𝗹𝗲𝗱 𝗼𝘂𝘁 𝗼𝗳 𝗳𝗲𝗮𝗿 𝗿𝗮𝘁𝗵𝗲𝗿 𝘁𝗵𝗮𝗻 𝗮𝗰𝘁𝘂𝗮𝗹 𝘁𝗵𝗿𝗲𝗮𝘁. Habitat loss, illegal wildlife trade, and misinformation continue to put native snake populations at risk — even non-venomous species that pose no danger to people.
This World Snake Day, let us replace fear with understanding and protect the wildlife that keeps our ecosystems in balance.

The Office of the City Environment and Natural Resources (OCENR) continues its commitment to the strict enforcement of the Environmental Code of Legazpi City through regular monitoring and inspection activities.

📍 July 7, 2026 | Brgy. Bañadero
A citation ticket was issued to a violator for Littering, in violation of Section 62 of the Environmental Code of Legazpi City.

📍 July 8, 2026 | Bitano (Bitago Area)
A citation ticket was likewise issued to a boarding house owner for the improper disposal of untreated wastewater, in violation of Article IV, Section 103 of the Environmental Code of Legazpi City and the provisions of the City's Septage Management Program.

📢The City Government of Legazpi remains committed to the strict implementation of environmental laws to prevent pollution, protect public health, and preserve the environment.
