On the afternoon of June 29, 2026, the Legazpi City Solid Waste Management Board (LCSWMB) convened for its 2nd Quarter Meeting at the Legazpi City Expo Center, Hall B, to discuss key updates on the implementation of the City's Ecological Solid Waste Management (ESWM) Program, explore innovative waste management technologies, strengthen partnerships with stakeholders, and address initiatives to further enhance the City's solid waste management efforts.
The meeting commenced with the acknowledgment and welcome of the participants by Engr. Linno Benju Q. Calleja, OIC-City ENRO, who recognized the presence of the Board members, representatives from partner agencies, junkshop operators, and other stakeholders. This was followed by the call to order by Hon. Charlton S. Lajara, Chairperson of the Sangguniang Panlungsod Committee on Environmental Protection, who presided over the meeting on behalf of Mayor Hisham B. Ismail, Chairperson of the LCSWMB.

Mr. Risalde Baraquiel, President of Hornbird Technology Corporation, presented the company's AI-powered Gasification Waste-to-Energy Technology through a Zoom platform. The presentation showcased an innovative approach to converting municipal solid waste into renewable energy through advanced gasification systems. It highlighted the technology's potential to generate electricity, produce synthetic fuel, recover valuable by-products, reduce waste disposal, and support the City's long-term environmental sustainability and renewable energy goals.

Engr. Linno Benju Q. Calleja, OIC-City ENRO, presented the Second Quarter Status Report on the implementation of the City's Ecological Solid Waste Management (ESWM) Program. The report covered updates on waste collection performance, waste diversion initiatives, clean-up drives, environmental awareness campaigns, Information, Education, and Communication (IEC) activities, and community-based programs promoting waste segregation and recycling. Significant accomplishments, including the Plastics for Rice Program during the Serbisyo Caravan, the Memorandum of Agreement (MOA) signing for the Earth Savers Program, the City's partnership with Bicol Bottles Packaging Depot (BBPD), capability-building activities for environmental enforcers, barangay officials, and partner agencies, as well as the procurement of additional waste collection equipment, were highlighted as part of the City's continuing efforts to further improve waste management services.

Engr. Cherry Elaine V. Calleja, SOO III, presented updates on the forum and organizational meeting conducted earlier that day with junkshop owners and operators. The discussion focused on the legal framework for commercial recycling, standard operational guidelines, and the initiative to establish a more organized network of junkshop operators to strengthen coordination, promote environmental compliance, enhance recycling efforts, and support the City's waste diversion targets. Plans for the election of officers and the implementation of a standardized data collection and reporting system were also presented to improve the monitoring of recyclable materials and resource recovery.
During the open forum, Board members raised questions and exchanged insights, recommendations, and clarifications on strategies to further strengthen the implementation of the City's Ecological Solid Waste Management Program.
