Recognizing the indispensable role of junkshops in achieving an effective and sustainable solid waste management system, the Office of the City Environment and Natural Resources (OCENR), successfully conducted the Organizational Meeting, Data Integration Rollout, and Election of Officers for the Legazpi City Junkshops on July 16, 2026, at the Legazpi City Expo Center-Hall C.

The activity served as a significant milestone in strengthening the partnership between the City Government and the local recycling sector. It brought together junkshop owners and operators from across Legazpi City to discuss initiatives that will improve coordination, enhance regulatory compliance, establish a stronger network among stakeholders, and further support the implementation of the City's Ecological Solid Waste Management (ESWM) Program.

One of the highlights of the activity was the Presentation and Rollout of the Unified Data Integration Form for Junkshops, which introduced a standardized data collection and management system that will consolidate vital operational information from accredited junkshops throughout the city.

The participants also received an orientation on the Guidelines for the Election of Officers, emphasizing the importance of forming a unified organization that will promote cooperation, accountability, and collective representation among junkshop operators. The orientation was followed by the Formal Election of Officers, marking the official establishment of the leadership that will spearhead the association's future programs and initiatives. The newly elected officers are expected to strengthen communication with the OCENR, facilitate the dissemination of policies and programs, represent the interests of the junkshop sector, and encourage greater participation in environmental activities and compliance with regulatory requirements.

An open forum was likewise conducted to provide participants with an avenue to express concerns, share experiences, and offer recommendations on matters affecting the recycling industry and the implementation of the City's waste management programs. The meaningful exchange of ideas fostered mutual understanding and reinforced the value of collaborative governance in addressing environmental challenges and improving service delivery.

On the afternoon of June 29, 2026, the Legazpi City Solid Waste Management Board (LCSWMB) convened for its 2nd Quarter Meeting at the Legazpi City Expo Center, Hall B, to discuss key updates on the implementation of the City's Ecological Solid Waste Management (ESWM) Program, explore innovative waste management technologies, strengthen partnerships with stakeholders, and address initiatives to further enhance the City's solid waste management efforts.

Engr. Linno Benju Q. Calleja, OIC-City ENRO, presented the Second Quarter Status Report on the implementation of the City's Ecological Solid Waste Management (ESWM) Program. The report covered updates on waste collection performance, waste diversion initiatives, clean-up drives, environmental awareness campaigns, Information, Education, and Communication (IEC) activities, and community-based programs promoting waste segregation and recycling. Significant accomplishments, including the Plastics for Rice Program during the Serbisyo Caravan, the Memorandum of Agreement (MOA) signing for the Earth Savers Program, the City's partnership with Bicol Bottles Packaging Depot (BBPD), capability-building activities for environmental enforcers, barangay officials, and partner agencies, as well as the procurement of additional waste collection equipment, were highlighted as part of the City's continuing efforts to further improve waste management services.

Recognizing the vital role of the private sector in environmental protection, the Office of the City Environment and Natural Resources (OCENR) successfully conducted the Regulatory Compliance Orientation and Solid Waste Management Forum for Junkshop Owners and Operators on the morning of June 29, 2026, at the Legazpi City Expo Center, Hall B. The activity was attended by junkshop owners/operators and their authorized representatives, who actively participated in discussions designed to strengthen their knowledge of environmental laws, responsible recycling practices, and their responsibilities as partners of the City Government in implementing effective solid waste management.

The forum provided participants with comprehensive discussions on the legal framework governing commercial recycling businesses, including the provisions of the Legazpi City Integrated Solid Waste Management Ordinance and other applicable environmental regulations. Participants were also oriented on the standard operational guidelines for junkshops and the importance of securing the necessary permits and complying with regulatory requirements. These topics were presented to help ensure that junkshop operations are not only efficient and profitable but are also environmentally responsible and compliant with existing laws.

The activity also served as an avenue for dialogue between OCENR and junkshop operators, allowing participants to share concerns, clarify policies, and strengthen their partnership in achieving the City's environmental goals.
