Strengthening partnerships through shared experiences, officials and personnel from DILG Regions I and V came together for a meaningful cross-regional learning engagement focused on advancing the Enhanced Comprehensive Local Integration Program (ECLIP). Ilocos Norte Governor Cecilia Araneta-Marcos welcomed the participants and underscored the importance of collaboration and shared learning in strengthening efforts toward peace, reintegration, and sustainable development , while DILG Region V Regional Director Atty. Arnaldo E. Escober Jr., CESO III, emphasized the importance of continuous learning, collaboration, and strategic action in strengthening ECLIP implementation.

The learning sessions featured insights from Mariédette Saclayan, Economist II; Laine Peralta, SWO II/ECLIP Focal Person; and PLTCOL Julius R. Basallo, Chief, Intelligence Unit-INPPO, who shared valuable experiences and strategies on program implementation and inter-agency coordination. These were complemented by reflections and discussions during the Regional Strategic Planning and ECLIP Knowledge Consolidation Workshop, which focused on key learnings, implementation gaps, and priority strategies for Region V.

The engagement was further enriched by messages from Masbate Governor Ricardo T. Kho, Provincial Administrator of Camarines Norte Don Eduardo S. Padilla and DILG Provincial Director Reggie R. Colisao, CESO V, highlighting the vital role of local leadership and sustained collaboration in advancing ECLIP.

More than a benchmarking activity, the engagement transformed shared experiences into actionable strategies—reinforcing DILG Region V’s commitment to a more responsive, coordinated, and effective ECLIP implementation toward stronger reintegration opportunities for beneficiaries and their communities.

DILG Region V, in partnership with DILG Region I and the DILG Central Office ECLIP PMO, conducted the Cross-Regional Learning: Region I ECLIP Best Practices and Strategies cm Region V Strategic Planning and ECLIP Knowledge Consolidation and Summing-Up Activity on August 18-19, 2026 in Ilocos Region.
The two-day activity served as a meaningful platform for knowledge sharing, strategic learning, and cross-regional collaboration toward strengthening the implementation of the Enhanced Comprehensive Local Integration Program (ECLIP) in the Bicol Region.

The activity featured the State of ECLIP Implementation and Ways Forward, presented by PDO II Claudine Joanna Imperial of the E-CLIP PMO, DILG Central Office, the ECLIP Best Practices and Implementation Strategies of Region I, presented by LGOO VI Bernard Victor S. Ringor, LGMED Assistant Division Chief and the ECLIP implementation experiences and practices of the Province of Ilocos Sur, presented by PSWDO Kathleen Noemi Balbuena. The Provincial ECLIP Committees of Region V likewise shared their experiences, challenges, and strategies in implementing ECLIP at the local level.

The activity was further enriched by messages from RD Jonathan Paul M. Leusen, Jr., CESO III; Provincial Director Randy S. Dela Rosa, CESO V; Masbate Governor Ricardo T. Kho; and Camarines Norte Provincial Administrator Don Eduardo S. Padilla, highlighting the importance of strong local leadership and inter-agency collaboration in advancing ECLIP implementation. The Provincial ECLIP Committees of Region V likewise shared their experiences and strategies.

A significant highlight on August 19 was the Dialogue with Hon. Jeremias C. Singson, Governor of Ilocos Sur, who shared the best practices and experiences of the Province of Ilocos Sur in implementing ECLIP. The dialogue provided the participants with valuable insights into the role of local leadership, inter-agency collaboration, and sustained provincial support in advancing the reintegration of former rebels and their families.

The participants also undertook an on-site learning visit to ECLIP halfway houses and facilities in Ilocos Sur, gaining firsthand insights into the province's systems, processes, and support mechanisms for ECLIP beneficiaries.

The activity brought together 74 participants from the DILG Central Office ECLIP PMO, DILG Regions I and V, Provincial ECLIP Committees, Provincial Governments, PSWDOs, AFP, PNP, and other key stakeholders.

Through cross-regional learning, collaboration, and shared experiences, DILG continues to strengthen its commitment to a more responsive and effective ECLIP implementation toward meaningful reintegration, sustainable peace, and stronger communities.

IN PHOTOS | PH-OGP Localization Program: Cohort LGU Mentoring and Technical Assistance Activity for Flagship Program Formulation and Submission in Provincial Government of Camarines Norte

On 26 August 2026, the Department of the Interior and Local Government (DILG) Region V conducted the PH-OGP Localization Program: Cohort LGU Mentoring and Technical Assistance Activity for Flagship Program Formulation and Submission in the Province of Camarines Norte, as part of Stage 2 of the PH-OGP Co-Creation Process: Selection of the Flagship Program and Stage 5 of the PH-OGP Co-Creation Process: Problem-Solution Workshops. The activity gathered the Steering Committee of Camarines Norte for PH-OGP which constitutes the local officials, civil society organizations (CSOs), and key stakeholders as part of the strengthened collaboration in identifying and refining the province's flagship initiative.

The activity was led by PD Melody E. Relucio of DILG Camarines Norte and Hon. Winifredo B. Oco, Sangguniang Panlalawigan Member of the Provincial Government of Camarines Norte. Mr. Francis Nohmer Esguerra, President of Gayon Cares and DMO IV Frances Alen D. Arcos, DILG RPMO, representing the Regional Technical Team (RTT) PH-OGP Region V.

The LGU’s development priorities and existing programs were presented by Engr. Almirante A. Abad, OPAg, featuring the Aquaculture Development Program, Banca Mo, Gawa Mo and Pineapple Production Support Project, and by Dr. Rex A. Bernardo, PDAO, who presented the Inclusive Livelihood Program for PWDs. Following these presentations, EnP Dina G. Baleza, PO IV, PPDO, discussed the workshop mechanics, setting the stage for the selection and validation of priority flagship programs.

The afternoon sessions shifted the focus from identifying challenges to developing solutions. Guided by Ms. Melany M. Vargas, PH-OGP R5 Facilitator, participants engaged in mentoring sessions covering problem identification, solution development, and the formulation of concrete actions for the selected flagship program. The discussions culminated in the presentation of the Flagship Program Actions, followed by a plenary discussion and the formulation of feedback, recommendations, and agreements.

Also in attendance were DILG Camarines Norte Cluster Head Shielame Villa; PH-OGP Localization Program Region 5 Camarines Norte Point of Contact Teodoro L. Licarte; and DMO III Lira Rovelyn Dela Cruz, and IO III Cathrynn Joyce P. Miraña of DILG R5.

DILG Region V Welcomes New PNP PRO V Director PBGen Silvio, Honors Outgoing Regional Director PBGen Miranda

The Department of the Interior and Local Government (DILG) Region V welcomes the assumption of Police Brigadier General Randy Glenn G. Silvio as the newly appointed Regional Director of the Philippine National Police Police Regional Office 5 (PNP PRO V) and as the new Vice Chairperson of the Regional Peace and Order Council V (RPOC V).

PBGEN Silvio formally takes on the leadership of PNP PRO V, succeeding PBGEN Erosito N. Miranda, as the Region continues to strengthen its collective efforts in maintaining peace and order, ensuring public safety, and advancing responsive and community-centered law enforcement across Bicol.

Meanwhile, DILG Region V also recognizes and expresses its appreciation to PBGEN Erosito N. Miranda, the outgoing PNP PRO V Regional Director and former Vice Chairperson of RPOC V, for his dedicated service and leadership to the Bicol Region.

PBGEN Miranda was presented with Plaques of Commendation in recognition of his valuable contributions and service to the Council and to the Region. His tenure was marked by continued collaboration among the PNP, DILG, local government units, and other RPOC member agencies in addressing emerging peace and order and public safety concerns.

We extend our gratitude to PBGEN Miranda for his service and commitment, and look forward to sustaining the gains achieved through strengthened cooperation among the Region’s peace and order and public safety stakeholders with PBGen Silvio leading the PRO5 and as new RPOC V Vice Chairperson.

On 10 August 2026, the Department of the Interior and Local Government (DILG) Region V formally turned over twenty (20) Emergency Response Motorcycles to the Police Regional Office 5 (PRO 5) during a ceremony held at the PRO 5 Grandstand Extension, Camp BGen Simeon A. Ola, Legazpi City.

This initiative further strengthens the DILG’s efforts to promote Safe Cities in the Bicol Region by enhancing law enforcement capabilities, improving emergency response, and delivering prompt, effective, and responsive public safety services to the people.

WATCH | THREE (3) OUTSTANDING LUPONG TAGAPAMAYAPA FROM REGION V PARTICIPATE IN THE NATIONAL ONSITE VALIDATION FOR THE LTIA

Brgy. Laniton, San Lorenzo Ruiz, Camarines Norte (5th Class Municipality Category), Brgy. Tagas, Tabaco City, Albay (ICC/CC Category), Brgy. Santa Lucia, Magarao, Camarines Sur (4th Class Municipality Category) officially participated in the National Onsite Validation conducted by the LTIA National Board of Judges (NBOJ).

The insights and recommendations from the validators served as a guide in further strengthening the implementation of the Katarungang Pambarangay and promoting more effective and responsive justice at the grassroots level.
