Strengthening partnerships through shared experiences, officials and personnel from DILG Regions I and V came together for a meaningful cross-regional learning engagement focused on advancing the Enhanced Comprehensive Local Integration Program (ECLIP). Ilocos Norte Governor Cecilia Araneta-Marcos welcomed the participants and underscored the importance of collaboration and shared learning in strengthening efforts toward peace, reintegration, and sustainable development , while DILG Region V Regional Director Atty. Arnaldo E. Escober Jr., CESO III, emphasized the importance of continuous learning, collaboration, and strategic action in strengthening ECLIP implementation.
The learning sessions featured insights from Mariédette Saclayan, Economist II; Laine Peralta, SWO II/ECLIP Focal Person; and PLTCOL Julius R. Basallo, Chief, Intelligence Unit-INPPO, who shared valuable experiences and strategies on program implementation and inter-agency coordination. These were complemented by reflections and discussions during the Regional Strategic Planning and ECLIP Knowledge Consolidation Workshop, which focused on key learnings, implementation gaps, and priority strategies for Region V.
The engagement was further enriched by messages from Masbate Governor Ricardo T. Kho, Provincial Administrator of Camarines Norte Don Eduardo S. Padilla and DILG Provincial Director Reggie R. Colisao, CESO V, highlighting the vital role of local leadership and sustained collaboration in advancing ECLIP.
More than a benchmarking activity, the engagement transformed shared experiences into actionable strategies—reinforcing DILG Region V’s commitment to a more responsive, coordinated, and effective ECLIP implementation toward stronger reintegration opportunities for beneficiaries and their communities.
