๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’ | The Land Transportation Office (LTO) Ligao District Office successfully conducted a three-day Outreach Program in the Municipality of Jovellar from October 6โ€“8, 2026, bringing essential land transportation services closer to the community.

The outreach provided residents with free Theoretical Driving Course (TDC) seminars and issuance of TDC certificates, as well as Student Permit applications and Driverโ€™s License Renewal services. Through this initiative, LTO Ligao District Office continues to promote accessible, convenient, and responsive public service while strengthening road safety awareness among aspiring and existing motorists.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’ | Land Transportation Office (LTO) Sorsogon District Office successfully participated in the two-day Peopleโ€™s Caravan held at the Casiguran Gymnasium, organized in line with the municipalityโ€™s upcoming fiesta celebration.

The activity brought together various government agencies to bring essential public services closer to the people of Casiguran. LTO Sorsogon provided assistance and transportation-related services to residents, reinforcing the agencyโ€™s commitment to accessible and responsive public service.

Casiguran Mayor Ma. Minez Hamor was also present during the activity and personally expressed her appreciation to LTO Sorsogon District Chief Janice Mendoza for the officeโ€™s continued support and active participation in initiatives that benefit the community.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’ | The Land Transportation Office (LTO) Region V took part in the coordination meeting on road safety in pedestrian lanes held on 08 October 2026 at the Naga City Public Safety Office.

Representing the LTO was Mr. Glenn A. Mancera, Chief of the Operations Division and OIC, LTO Naga District Office, who joined the discussion on strengthening the enforcement of pedestrian right-of-way and improving road safety measures at pedestrian crossings.

Also present during the meeting were Atty. Noreen Bernadette S. San Luis-Lutey, Naga City Administrator, and Mr. Renne F. Gumba, Head of the Naga City Public Safety Office (NCPSO), together with representatives from concerned agencies and offices.

The meeting provided an opportunity to discuss observed pedestrian lane violations and incidents, enforcement measures, road markings and signage, barangay support, and other coordinated actions under the City's DALAN Naga Traffic and Road Safety Management Program.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’ | Under the guidance of Regional Director Edgar Allan B. Castillejos, the LTO Region V Operations Division conducted the Traffic Adjudication Upskill Training 2026: LETAS Refresher Activity on October 7, 2026, at Sundaze Hotel, Naga City.

The activity was attended by Traffic Adjudication Section (TAS) Officers from the different LTO offices in Region V and was conducted to refresh and further strengthen their knowledge and understanding of the latest issuances, guidelines, and procedures in the adjudication of traffic cases.

The activity also provided an opportunity to discuss concerns encountered in the implementation of traffic adjudication procedures and to promote a more consistent and uniform application of the rules across the Region.

The activity was led by Operations Division Chief Glenn A. Mancera, with Mr. Jaypee Baloloy as the resource speaker who discussed the relevant issuances, procedures, and guidelines on traffic adjudication.

LTO V Assistant Regional Director Vincent O. Nato also graced the activity and delivered a message to the participants, emphasizing the importance of proper and consistent implementation of traffic adjudication procedures.

Also in attendance were the Chiefs of Offices of LTO Region V, who participated in the discussions and shared their insights and concerns on matters related to the handling of cases in their respective offices.

The activity is part of the Regionโ€™s continuing efforts to ensure that TAS Officers are properly guided and equipped in handling cases and applying the prescribed rules and procedures.

Following the initial evaluation of the incident and the available evidence, the LTO has issued a Show Cause Order (SCO) directing the driver to explain within ten (10) days why he should not be held administratively liable for Reckless Driving under Section 48 of Republic Act No. 4136 and for Being an Improper Person to Operate a Motor Vehicle under Section 27 of the same law.

The driverโ€™s license of the concerned individual has likewise been placed under preventive suspension for a period of ninety (90) days, pending the resolution of the administrative case. The vehicle involved has likewise been placed under โ€œAlarmโ€ status.

Domingo, Vinzons, Camarines Norte.

The seminar was attended by PNP personnel from various municipalities in the Province of Camarines Norte, as well as personnel from the Highway Patrol Group (HPG) and the Camarines Norte Traffic Management Unit.

Lacanilao, kaugnay ng insidenteng kinasangkutan ng isang drayber na bumangga sa isang 82-anyos na babaeng pedestrian na tumatawid sa itinalagang pedestrian lane sa Naga City, Camarines Sur.

Batay sa isinumiteng ulat, bandang alas-5 ng umaga noong Oktubre 5, 2026, binabaybay ng naturang sasakyan ang kahabaan ng Maharlika Highway sa Barangay Concepcion Grande, Naga City, Camarines Sur patungo sa Barangay Del Rosario nang mabangga nito ang 82-anyos na pedestrian na tumatawid sa itinalagang pedestrian lane.

Dahil sa insidente, nagtamo ng malubhang pisikal na pinsala ang biktima at agad na isinugod sa Bicol Medical Center para sa kaukulang lunas. Gayunman, kalaunan ay idineklarang dead on arrival ang biktima.

Kaugnay nito, agad na ipinag-utos ni Asec. Lacanilao ang lifetime ban sa naturang drayber bilang kaukulang pananagutan sa insidente.

Inatasan ang naturang drayber na isuko ang kanyang driverโ€™s license sa Intelligence and Investigation Unit (IIU) ng LTO Regional Office V para sa kaukulang proseso.
