Together with my fellow members of the Committee on Rules and Political Affairs, SB Ruben Calicaran and SB Eric Castigador Camposano, we conducted a thorough review of six (6) ordinances enacted by the Sangguniang Barangay of Brgy. Capt. Fernando to determine their legality, validity, and conformity with existing laws prior to their declaration as legal and valid by the Sangguniang Bayan.
The ordinances reviewed were:
1. Ordinance Declaring the Annual Planting of Golden Shower (Balayong);
2. Ordinance Amending Barangay Ordinance No. 2014-05, Renaming the Barangay Day Celebration to “Semana sang Balayong”;
3. Ordinance Integrating the Celebration of Women’s Day and Farmers’ Day into the Semana sang Balayong;
4. Ordinance Implementing the Zero Open Defecation (ZOD) Policy;
5. Ordinance Adopting the Official Hymn of Brgy. Capt. Fernando; and
6. Ordinance Granting Incentives and Recognition to Barangay Youth Who Graduate with Latin Honors and Those Who Pass Professional Licensure and Board Examinations, with Funding Appropriated from the Sangguniang Kabataan Budget.
These ordinances reflect Brgy. Capt. Fernando’s commitment to environmental stewardship, cultural preservation, public health, youth development, and community empowerment.
As Chairperson of the Committee on Rules and Political Affairs, I remain committed to ensuring that every barangay ordinance is legally sound, responsive to the needs of our communities, and supportive of good local governance.
