Today, March 13 marks another significant milestone for the Philippines' fight against poverty and vulnerability as the Panahon ng Pagkilos: Philippine Community Resilience Project, the successor to the highly successful KALAHI-CIDSS NCDDP-Additional Financing, secured crucial approval from the National Economic and Development Authority - Investment Coordination Committee Cabinet Committee (NEDA ICC-CabCom).
This determining decision follows a rigorous review process by the NEDA-ICC Technical Board (TB), which deemed the project economically viable, justifiable, and yielding high benefit results โ a testament to its strategic investment in community resilience.
The Department of Social Welfare and Development (DSWD), under the leadership of Secretary Rex Gatchalian, presented the proposal to the ICC-CabCom, incorporating the valuable recommendations from the ICC-TB.
Alongside, the strong support of Secretary Gatchalian are Undersecretary Monina Josefina Romualdez of the DSWD Operations Group, Promotive Programs Assistant Secretary Florentino Y. Loyola, Jr. and Assistant Secretary Juan Carlo V. Marquez for External Assistance and Development under the Policy Plans Group and KALAHI-CIDSS National Program Manager Atty. Bernadette A. Mapue-Joaquin who presented a compelling project proposal to the ICC-CabCom.
The journey to the approval was not easy, as it is marked with meticulous planning and a strong commitment to building upon the legacy of KALAHI-CIDSS. The Panahon ng Pagkilos: PCRP emphasizes the urgency and importance of empowering communities to continue to take charge of their own development and build resilience against various community shocks and stresses.
They highlighted the project's focus on strengthening the Community-Driven Development or CDD that empowered communities to identify, plan and implement tailored solutions to specific needs while enhancing the communitiesโ capacity to withstand and recover from natural disaster impacts through building resilience. It also highlights promoting inclusive growth for vulnerable populations, and enhancing social safety nets and providing continued social support.
โThe ICC-CabCom's approval signifies a strong endorsement of the Panahon ng Pagkilos: PCRP as a strategic investment in the Philippines' future. The project's economic viability and high benefit results demonstrate its potential to generate significant returns for communities and the Philippines as a whole,โ emphasized Secretary Gatchalian.
With this approval, the Panahon ng Pagkilos project now moves closer to the confirmation by the NEDA Board, the final step of the NEDA-ICC process, chaired by President Ferdinand R. Marcos, Jr. This milestone brings renewed hope and optimism to communities across the Philippines, signaling a new era of community-driven resilience and sustainable development.
