ICYMI | Sangguniang Barangay of Poblacion Leyte, Leyte conducted the 1st Quarter Barangay Assembly of CY 2026 at the Barangay Hall grounds, on Saturday, March 21.

The assembly featured discussions on important barangay concerns across different sectors such as environment, health, VAWC, and other community matters.

Meanwhile, SK Chairperson, Armand Joseph L. Mercurio also shared during the assembly the council’s accomplishments from the previous calendar year, as well as the Projects, Programs, and Activities (PPAs) for this year.

The Barangay Assembly, mandated by Republic Act No. 7160, is held at least twice a year to promote transparency, accountability, and community participation.

The Sangguniang Kabataan Council of Barangay Poblacion convened online via Google Meet for its first meeting of Fiscal Year 2026.

The council discussed programs and initiatives to be implemented this year.

𝐈𝐂𝐘𝐌𝐈 | The Sangguniang Kabataan (SK) Council of Barangay Poblacion, together with its SK Chairperson, Armand Joseph L. Mercurio, was recognized as Achiever SK Council and Outstanding SK Chairperson during the SK Awards Night of Building Tomorrow: SK Leyte Leaders Conference 2025 held at the Palo Municipal Building on November 16, 2025.

Organized by Empower Youth Philippines and the Panlalawigang Pederasyon ng mga Sangguniang Kabataan – Province of Leyte, the event gathered SK leaders from various municipalities across the province to celebrate youth empowerment, leadership, and innovation.

The awards were conferred following a careful evaluation and deliberation conducted by the Board of Evaluators.

This recognition highlights the exemplary leadership, exceptional service, and unwavering dedication of the SKs in advancing youth development and promoting good governance within their community.

Tino intensifies into a severe tropical storm.

Dinagat Islands
Surigao del Norte

At 4 p.m. Sunday, Tino was located 805 km east of Eastern Visayas. It now packs winds of 95 kph with gustiness up to 115 kph and is moving westward at 30 kph.

Higher wind warnings will be issued and more areas will be placed under wind signals as the storm moves closer to land.

Tino may rapidly intensify up to typhoon strength before making landfall at or near peak intensity over Eastern Samar or Dinagat Islands between late Monday and early Tuesday.

PAGASA is also not ruling out the possibility of further intensification up to super typhoon category.

The potential typhoon will then cross Visayas and northern Palawan before emerging over the West Philippine Sea by Wednesday morning or afternoon.

It may be out of the Philippine area of responsibility by early Thursday.

Tino will bring destructive winds that could topple electric posts, fell tress, rip roofs, and damage houses.

Up to more than 3 meters storm surge may also be generated, especially along the coasts of Samar Island, Leyte, Dinagat, and Siargao.

Tino may begin bringing moderate to heavy rains this Sunday.

Up to torrential rains may be expected over Visayas, Caraga, and MIMAROPA during the storm’s passage.

It could also strengthen the northeast monsoon and shear line that will affect eastern Luzon.

Widespread and serious flooding and landslides are expected in many areas.

In line with Republic Act No. 10742 or the Sangguniang Kabataan Reform Act of 2015, the Katipunan ng Kabataan (KK) Assembly serves as the formal gathering of youth aged 15-30 years old, ensuring transparency, active participation, and amplifying the voices of our kabataan in the plans, projects, and policies of the SK Council.
