KALAHI CIDSS Libacao Presents Milestones to Sangguniang Bayan

LIBACAO, AKLAN — DSWD KALAHI-CIDSS Libacao participated in the 52nd Regular Session of the Sangguniang Bayan of Libacao on August 17, 2026, where Project Development Officer III John Marlou B. Salido presented the program’s milestones and accomplishments under the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP).

Among the milestones highlighted were the Municipal Orientation, attended by 96 participants; the successful conduct of the First Barangay Assembly in all 24 barangays; and the completion of the Barangay Risk and Vulnerability Assessment (BRVA) across the municipality. It was highlighted that Libacao was the first among the 10 implementing municipalities in Western Visayas to complete the First Barangay Assembly.

Another good news shared during the session was Libacao’s performance in Means of Verification (MOV) compliance. As of August 12, the municipality ranked No. 1 in MOV compliance for both the First Barangay Assembly, with 100% compliance and zero red flags, and the BRVA, with 52.78% compliance and zero red flags. The team also shared its achievements in recent capacity-building activities, ranking 1st in Class 1 and 3rd Overall during the ACT Rollout Training and 2nd Overall during the Environmental and Social Safeguards Training.

Salido attributed much of the program’s progress to the strong partnership between KALAHI-CIDSS and the Municipal Government of Libacao. “In just a few months, naging maganda ang journey ng KALAHI-CIDSS sa Libacao. And if I could think of one of the many contributing factors, that would be the undying support of the Local Government Unit of Libacao in all that we do. I hope that in the next months and years to come, panatilihin natin ang magandang relasyon na meron tayo ngayon,” he shared.

As KALAHI-CIDSS Libacao moves forward to Municipal Resilience Planning and the succeeding stages of implementation, the program looks forward to sustaining this partnership with the LGU, Sangguniang Bayan, barangays, and communities toward building a more participatory and resilient Libacao.

Steady Progress, Shared Efforts: Team Libacao Moves Forward in PCRP

LIBACAO, AKLAN — Team Libacao continues to make steady progress in the implementation of the Philippine Community Resilience Project (PCRP), with recent milestones reflecting the collective efforts of the team, partners, and communities.

During the CRIP Stages 1 and 2 Rollout Training on June 4–11, 2026, Team Libacao placed 1st in Class 1 and 3rd Overall, followed by a 2nd Place Overall finish during the Environmental and Social Safeguards Rollout Training – Part 1 on July 27-31, 2026.

Alongside these milestones, Libacao ranked 1st in Means of Verification (MOV) Compliance among the 10 PCRP implementing municipalities in Western Visayas for the 1st Barangay Assembly (97.62%) and Barangay Risk and Vulnerability Assessment (36.11%).

While these milestones are encouraging, they are only part of a much bigger journey. They reflect the shared work of the ACT, MCT, MResT, barangay officials, community volunteers, partners, and the people of Libacao who continue to give their time and effort to the process.

There is still much work ahead, but for now, we are grateful for the progress and for everyone who continues to journey with us.
