LIWAD Joins TESDA in Advancing Water Utility Skills Development
LIBMANAN, Camarines Sur โ Libmanan Water District (LIWAD) hosted and participated in the Competency Standards (CS) Development Workshop in Water Resource Facility Operation on August 4โ5, 2026, and the Pre-Orientation on the Enterprise-Based Education and Training (EBET) Registration for Plumbing NC I and Plumbing NC II on August 5, 2026, conducted by Technical Education and Skills Development Authority (TESDA) Provincial Office โ Camarines Sur.
Engr. Rodolfo A. Jimenez Jr., General Manager of LIWAD, together with the districtโs Production & Water Quality Division, joined the two-day workshop alongside the Technical Working Group (TWG) composed of Roberto A. De Las Llagas and Glenda B. Caguco of TESDA; Maribel B. Yang and Cherie Cuesta of the Camarines Sur Institute of Fisheries and Marine Sciences (CASIFMAS); Alfredo Amparado Jr. of Ragay Polytechnic Skills Institute (RPSI); and Emily Guimpol and Michael Angelo Neo of TESDA Regional Training Center (RTC) Pili.
During the two-day activity, the TWG identified the skills and competencies needed by workers in the water resource facility operation sector and discussed recommendations for the development of formal Competency Standards โ the same standards that will help define training programs for LIWADโs own pump station operators, technicians, and supervisors, with the long-term goal of a qualification recognized not only across Bicol region but at the national level.
The EBET orientation, conducted by Ms. Nancy C. Bascuรฑa of TESDA Provincial Office โ Camarines Sur, covered the registration process, documentary requirements, and the roles and responsibilities of participating enterprises in implementing competency-based training.
LIWAD is proud to have hosted these back-to-back activities and to take part in shaping competency standards that will benefit not just water districts across the Bicol Region, but water utilities across the Philippines, supporting its commitment to building a highly skilled team equipped to meet the evolving demands of the water utility industry in the country.
