The scheduled Chorale Competition will no longer be pushed through.

After the closing of registration, only one group registered for the competition. With the lacking minimum number of participating groups required to hold a formal contest, the organizers have come to a decision not to proceed with the event.

The organizer and our office sincerely apologize for the inconvenience this may have caused. We greatly appreciate the interest and effort of the group that took time to register. We do hope you still participate in our future activities.

📢 SK Advisory No. 2026-P011

The National Youth Commission (NYC) has issued SK Advisory No. 2026-P011, entitled "Reiteration on the Strict Compliance with DBM–DILG–NYC Joint Memorandum Circular No. 1, s. of 2025, on the Appropriation, Release, Planning, and Budgeting of Sangguniang Kabataan (SK) Funds."

This Advisory reiterates the policies governing the release, deposit, management, and accountability of SK Funds. It also provides guidance on the timely and automatic release of SK funds, the establishment of SK current accounts, the proper handling of funds in the absence of a bank account or quorum, and the responsibilities of both barangay and SK officials in ensuring transparency, accountability, and compliance with existing laws and issuances.

All SK Officials, Local Youth Development Council (LYDC) Members, and Local Youth Development Officers (LYDOs) are encouraged to review the Advisory and ensure strict compliance with the applicable guidelines on the management and utilization of SK Funds.

IMPLEMENTING RULES
There must be a reading of Rules and Guidelines. All Team Leaders and Members must understand and agree to the Rules and Guidelines before the Game proper starts.

RULES AND GUIDELINES

a) Players must be available for tournament dates
b) 20 Minutes Late: Disqualified from the match (Free win to the opponent).
c) Cheating, Map hacking, Breach of Rules, Foul language, offensive and
disruptive behavior will not be tolerated from any players and may lead to
disqualification of the player/team from the tournament. ( Players who violated the rule on foul language, offensive and disruptive behavior will be given 2 warnings and the 3rd warning means disqualification for the player.)
d) Internet connection will be provided by the organizers, however players must have a backup internet connection and power supply. (Only 3 game pauses allowed.)
e) If a team is having technical difficulties, a 15-Minute grace period will be given for the Participating Teams to fix the Internet Connection or technical difficulties. If the Period Reaches 30 Minutes, it is up to the opposing team if they will decide to Continue the Match or win the game by Default.
g) Each game will be on custom draft pick.
h) No changing of players during the game, only the registered ML-ID in the entry form will be allowed to play.
i) Players must be in the lobby 10 minutes before the game. Failure to show
up on the scheduled time will result in a default.
j) Any form or attempt of cheating will result in disqualification of the team.
k) No third-party apps allowed.
l) Intentional trash talking; bashing or any form of offensive words or actions toward
other players and the Committee are grounds for disqualification of that individual player. inappropriate behavior during the tournament is strictly prohibited. ( For teams with only 5 members, disqualification of one member means disqualification of the whole team, since teams are not allowed to add non-registered team members.)
m) Players should observe proper dress code, they must wear their official team jersey/uniform during the game (only those players wearing their team jersey/uniform are allowed to play). Wearing of sando, slippers and sandals is prohibited.

Mobile Legends
1. Registration
All players must be:
Every team must be composed of 5 main members/players, 1 substitute
(optional) and a coach (optional). ( can be all male /female or mixed)
Only eight (8) complete and qualified entries will be accepted as the official participant. (First come, first serve basis.)
All members must be 15-30 years old and a bona fide resident in the Municipality of Libmanan.
Physically and mentally fit (Strictly NO existing medical condition will be allowed to participate in any contest)

To ensure the validity of the players’ residency, players may submit a certificate issued by the COMELEC as a registered voter or shall present any of following:
Police Clearance
NBI Clearance
National ID
Voter’s ID/certificate
Driver’s license
Certificate of Residency or Brgy. Clearance
(if the said requirements are not available, Birth Certificate can be provided)

Shall sign or complete the official registration/entry form (To be given by the organizers)
Shall sign the consent form or waiver. (To be given by the organizers)
for MINOR player/s (17 years old to 15 years old), He/She shall submit additional documents to become an eligible player with the corresponding attachments:
Parent consent (To be given by the organizers)
All interested ML players are qualified to join regardless of the current ranks.
Each team must provide their own team jersey.

2. Bracketing
The Bracket will be an 8 Team Double-Elimination Bracketing System. The winning team will push forth, and the losing team will be having Loser v Loser Matches to enable final team ranking.
3. Grievance and Protest
1) The Rules and Guidelines are final.
2) In case of any Grievance or Protest, The Match Facilitator will verify the validity of the Protest, Request a Pause, and report to the Grievance Committee.
3) Verbal protest will be handled diplomatically.
4) Only the Team Leaders/Captains is allowed to discuss with the Grievance Committee
5) The Over-all Supervisor and Grievance Committee will be the one to settle any dispute within the Game proper, therefore having the final decision on any matter.

Objectives
1. To showcase the youth’s capability in filming and showcasing the given theme.
2. To encourage healthy competition, artistic expression and spread awareness through film making.
3. To promote camaraderie and collaboration among youth from different barangays.
4. To provide a platform to showcase local youth’s realities and advocacies through creative artistry in a public setting.

Eligibility
1. This competition is open to all participants ages 15-30 years old and presently residing in the municipality of Libmanan.
2. Only eight (8) complete and qualified entries will be accepted as the official participant. (First come, first serve basis.)
3. Each team may consist of the following roles:
• Director
• Videographer
• Editor
• Main Actor(s)
• Script Writer
4. A member can only join one participating team.
5. To ensure the validity of the players’ residency, players may submit a certificate issued by the COMELEC as a registered voter or shall present any of following:
• Police Clearance
• NBI Clearance
• National ID
• Voter’s ID/certificate
• Driver’s license
• Certificate of Residency or Brgy. Clearance
(if the said requirements are not available, Birth Certificate can be provided)
6. It must begin with a 10-second ‘title screen’ that includes the title of the video, Municipality of Libmanan Logo, Local Youth Development Office Logo, Local Youth Development Council Logo and Asenso Libmanan Logo.
7. Entries should be original. No copyrighted materials such as but not limited to music, video clips, and photos may be used in this contest unless permission is obtained from the rightful owner of the materials.
8. The video should not contain any materials that are AI generated, obscene, scandalous, libelous, pornographic, offensive or encourage conduct that would be considered a violation of any law.
9. The Short film should focus on the Theme “Youth Issues and Empowerment”. Decisions of judges are final and irrevocable.
10. The deadline of submission of entries is on August 21, 2026, 11:59 PM. (No entry will be accepted later than the scheduled deadline).August 22, 2026 Judging. (Entries shall be uploaded in the link provided by the organizers)

Registration
1. Each group must submit:
o Completed Registration/Entry Form.
o Copy of proof of residency
o Clear group photo (for promotion).
o Song list (see section VI).
2. Deadline of Registration/Submission of entry form: August 7, 2026, 5:00PM
3. Submit all requirements to: Local Youth Development Office, 2nd Floor, Libmanan Youth Development Center (Former SK Building), or uploaded in a Gdrive provided by the organizer.

Competition Format
1. The pre-production or the filmmaking process must start after submitting the registration form and/or provision of the official theme, adhering to the guidelines.
2. The film must be submitted on or before the deadline for fairness and adherence to the guidelines. Late submission will automatically lead to disqualification.

Competition Proper:
3. Each video must have a duration of at least 5 minutes and a maximum of 15 minutes.
4. Entries will be posted on the official page of LYDO.
5. Film will be judged live by a panel of Judges.
Theme
1. The Film making Competition 2026 theme is “Youth Issues and Empowerment”
2. The film must adhere to the provided theme, showcasing the reality and advocacy of the youth.
3. The film must have no explicit content, profanity, promotion of violence, hate, or illegal substances. Disclaimer at the video introduction must be included for entries including scenes with abovementioned prohibitions. Failure to include “disclaimer” in the video will lead to point deduction in the final score.
