Ligao City Completes MELLPI Pro Evaluation for National Outstanding Nutrition Coordinator Recognition

LIGAO CITY, ALBAY — Ligao City has successfully completed the three-day Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) Pro Evaluation for the National Outstanding City Nutrition Program Coordinator recognition, with City Nutrition Program Coordinator Maria Elena P. Iglesia emerging as one of the three remaining contenders nationwide.

The evaluation culminated in a Learning Discussion and Exit Conference on October 1, 2026, at the Office of the Mayor Conference Hall, bringing together members of the National Nutrition Evaluation Team (NNET), the City Nutrition Council, local nutrition workers, and other stakeholders.

The MELLPI Pro Evaluation assessed key areas in the implementation and management of Ligao City’s nutrition programs, including orientation, promotion and advocacy, documentation and record-keeping, capacity development, planning, implementation, monitoring, and evaluation.

The activity provided an opportunity for the evaluation team to present its initial observations and discuss the strengths and areas for further improvement in the city’s nutrition program implementation.

Iglesia’s inclusion among the final three contenders nationwide for the National Outstanding City Nutrition Program Coordinator recognition marks a significant milestone for Ligao City and its continuing efforts to strengthen nutrition governance and services.

The recognition also highlights the collective efforts of the city’s nutrition workers, local officials, partner offices, barangays, and stakeholders who work together in implementing programs aimed at improving the nutritional status and overall well-being of Ligaoeños.

The activity was attended by City Councilor Hon. Shaine Chua, Committee on Health and Sanitation, and Emerencia Francia, Nutrition Program Coordinator of the National Nutrition Council Regional Office V (NNC ROV), together with members of the local nutrition team and other concerned stakeholders.

The City Government of Ligao expressed its appreciation to the National Nutrition Council and the NNET for their guidance, technical inputs, and valuable recommendations throughout the evaluation process.

The MELLPI Pro Evaluation is not only a means of assessing program implementation but also an avenue for local governments to learn from the evaluation process, strengthen existing strategies, and further improve the delivery of nutrition interventions at the local level.

With the continued support and leadership of City Mayor Hon. Fernando V. Gonzalez, together with the dedication of the City Nutrition Council, nutrition workers, partner offices, and stakeholders, Ligao City remains committed to advancing programs that promote better nutrition and a healthier community.

As the national selection process continues, Ligao City carries with it the collective efforts and commitment of everyone working toward a healthier and more nourished Ligaoeño community.

Ligao City CDRRMC Holds Joint 3rd Quarterly Meeting

The Ligao City Disaster Risk Reduction and Management Council (CDRRMC) and Traffic Management Council, convened its Joint 3rd Quarterly Meeting at the Office of the City Mayor Conference Hall, focusing on key measures to strengthen the city’s preparedness and response to emerging risks and hazards.

Among the major matters discussed were the latest climate outlook and El Niño updates, accomplishment reports, proposed resolutions, and the current dengue situation in the city.

The council also discussed and presented a Memorandum of Agreement/Coordination with DRRM stakeholders, aimed at further strengthening collaboration and coordination among the local government and partner agencies and organizations. The initiative is intended to ensure a more proactive, coordinated, and responsive approach to disaster preparedness, response, and mitigation.

The meeting was led by CDRRMC Chairperson and City Mayor Hon. Fernando V. Gonzalez, with the participation of City Councilors Hon. Patricia Gonzalez-Alsua, Hon. Viktoria Shaine Chua, and Hon. Teodorico Residilla.

Through continued coordination among government offices and DRRM stakeholders, the city reinforces its commitment to building a safer, better-prepared, and more resilient Ligao City.

Ligao City Begins Day 2 of NNET Visit for Evaluation Proper

LIGAO CITY, ALBAY — The Ligao City Nutrition Committee welcomed the National Nutrition Evaluation Team (NNET) for the second day of its three-day visit to assess the city’s implementation and management of nutrition policies and programs.

The second day focused on the evaluation proper, highlighting the city’s various nutrition-related programs, projects, and activities implemented over the past years. The assessment also included the review of the city’s nutrition program management and the processing of evaluation results.

The NNET is composed of Kathleen Anne A. Amolo, Nutrition Officer II of the National Nutrition Council (NNC) and team leader; Eunice M. Taban, Senior Health Program Officer of the Department of Health (DOH); Dr. Aileen R. De Juras of the University of the Philippines Los Baños Institute of Human Nutrition and Food; and Katrina Daroy of NNC Bicol.

Present during the evaluation was City Mayor Hon. Fernando V. Gonzalez, together with members of the City Nutrition Committee, who participated in the assessment and provided information on the city’s nutrition initiatives and accomplishments.

Ligao City is among the three cities named as national contenders for the Consistent Regional Outstanding Winner in Nutrition (CROWN) Award – First Year Maintenance, a prestigious recognition for local government units that demonstrate sustained excellence in the implementation and management of nutrition programs.

Also being recognized as a contender at the national level is Ms. Maria Elena P. Iglesia, who is vying for the National Outstanding City Nutrition Program Coordinator award in recognition of her role and contributions to the effective implementation and management of the city’s nutrition programs.

The ongoing NNET visit serves as an opportunity for Ligao City to present its accomplishments, initiatives, and continuing efforts toward improving nutrition outcomes among its constituents, while also highlighting the dedication and leadership of its nutrition program personnel.

The three-day evaluation will also include interviews and the processing of results as the national evaluation team completes its assessment of the city’s nutrition program implementation.

Ligao City Strengthens Readiness for SGLG Assessment Under Reprogrammed Framework

The City Government of Ligao is strengthening its preparations for the upcoming Seal of Good Local Governance (SGLG) assessment under the reprogrammed framework, following a briefing and technical activity conducted by the Department of the Interior and Local Government (DILG) Albay.

The preparations gained momentum during the CY 2025 LGU Profiling Exit Conference and CY 2026 SGLG Preliminary Briefing for LGUs cm LTIA Exit Conference held on September 23, 2026, at the Concourse Hall in Legazpi City.

The DILG Albay, through the Local Government Monitoring and Evaluation Section (LGMES), conducted the activity aimed at translating the results of the LGU profiling into concrete measures toward SGLG readiness.

The activity provided participating local government units with guidance on interpreting their profiling results and identifying areas that require further strengthening in preparation for the SGLG assessment.

For Ligao City, the briefing provided an avenue to review its current governance practices, reinforce compliance with the assessment requirements, and further align its programs, initiatives, and documentation with the reprogrammed SGLG framework.

The city government continues to work toward strengthening good governance and improving public service delivery, as it prepares to meet the standards and expectations of the upcoming assessment.

The activity also underscored the DILG Albay's continuing support to local government units through technical guidance and monitoring, helping LGUs translate assessment results into actionable improvements in local governance.
