The Official Glance: The DSWD Sustainable Livelihood Program – Provincial Operations Office in Liloy recently conducted its first-ever Area-Based Convergence Consultation Meeting and Orientation on the new SLP Omnibus Guidelines. This milestone gathering brought together representatives from the Local Government Units, municipal agencies, and partner organizations to introduce and discuss the updated guidelines, with a special focus on how the Livelihood Sustainability Plan applies to each SLP project in the area.

During the session, the team presented the current status of all ongoing SLP projects, highlighting their progress based on specific success indicators outlined in the sustainability plans. This opened up a meaningful dialogue with LGUs and partners, allowing everyone to explore how their available resources could support and strengthen SLPA operations moving forward.

The activity also served as a pre-assessment of each LGU’s commitment to the 2026 program rollout. By fostering early collaboration and shared responsibility, the initiative aims to build a stronger partnership between DSWD-SLP and local stakeholders—ultimately working together to uplift the socio-economic well-being of program beneficiaries across the municipalities of Zamboanga del Norte.

We extend our sincere appreciation to all Municipal Mayors, Municipal Social Welfare and Development Officers, and Municipal Department Heads for their active participation in this meaningful activity.

The Official Glance: DSWD SLP Liloy Cluster Holds Area-Based Convergence Consultation and Orientation on New Omnibus Guidelines.

The Department of Social Welfare and Development (DSWD) Sustainable Livelihood Program (SLP) – Liloy Cluster successfully conducted an Area-Based Convergence Consultation Meeting and Orientation focused on the newly released omnibus guidelines for the program. This strategic activity aims to strengthen inter-agency collaboration and ensure alignment of ongoing and future livelihood initiatives with the SLP Sustainability Plan.

As part of the convergence effort, the Liloy Cluster will engage with the Local Government Unit (LGU) of Sindangan to explore targeted interventions for existing SLP Associations (SLPAs). These consultations will assess the viability of scaling or enhancing current projects for potential implementation in 2026.
Moreover, the activity served as a platform to update and review SLP projects implemented from 2023 to 2025. This review process is critical in identifying eligible initiatives that may qualify for incentives under the new guidelines, thereby reinforcing the program’s commitment to sustainable and inclusive development.
We extend our heartfelt gratitude to Hon. Glona G. Labadlabad, Municipal Mayor of Sindangan, and Ms. Rosalie A. Casinillo, Municipal Social Welfare and Development Officer (MSWDO), for their unwavering support and active participation in the Area-Based Convergence Consultation Meeting and Orientation on the new omnibus guidelines for the Sustainable Livelihood Program.

The Official Glance: Empowering progress through continuous capacity development

In line with its mandate to empower program beneficiaries through knowledge enhancement, the DSWD Sustainable Livelihood Program Field Office IX continues to implement capability-building initiatives in the target barangay of Siayan, Zamboanga Del Norte. One of the recent trainings focused on Effective Negotiation Skills for Business Management, equipping participants with strategic tools to navigate and succeed in entrepreneurial engagements.

Ang SLP ay hindi basta ayuda lang, it is a DEVELOPMENT.
