๐‹๐Ž๐Ž๐Š | On May 11โ€“14, 2026, the Project Development and Management Section (PDMS) of DILG Pangasinan, in coordination with the Project Development and Management Unit (PDMU) of Region I, led by Engineer Daryl Gio M. Galvez, PDMU Chief, conducted monitoring, validation, and technical assistance activities across several LGUs in Pangasinan, including Bolinao, Infanta, Mabini, Dasol, San Quintin, Tayug, Sto. Tomas, and Sta. Barbara.

The team carried out final validation and inspection of SGLGIF projects, followed up on the implementation of Local Government Support Fundโ€“Financial Assistance to Local Government Units (LGSF-FALGU) and the Support to the Barangay Development Program (LGSF-SBDP) projects, and provided technical assistance on Local Infrastructure Monitoring and Evaluation (LIME) and Infrastructure Audit (IA), particularly in addressing documentation gaps and strengthening project monitoring practices.

Through these field activities, DILG continues to support LGUs in enhancing project implementationโ€”promoting timely updates in SubayBayan and RSSA, strengthening compliance, and ensuring that infrastructure projects are delivered efficiently, transparently, and with lasting impacts.

๐‹๐Ž๐Ž๐Š | On May 7, 2026, the Project Development and Management Section (PDMS) of DILG Pangasinan visited the Municipality of Asingan to conduct follow-up monitoring of projects under the Seal of Good Local Governance Incentive Fund (SGLGIF). The provincial team provided direct technical assistance to the LGU, focusing on the review and completion of documentary requirements for SGLGIF projects, including the procurement of a service vehicle.

The visit also included guidance on compliance with program requirements and alignment with applicable standards to ensure smooth project implementation and processing.

Through continuous field validation and documentation review, the PDMS team supports the timely completion of LGU requirements and reinforces efficient and compliant implementation of locally funded projects across the province.

๐‹๐Ž๐Ž๐Š | On May 6, 2026, the Project Development and Management Section (PDMS) of DILG Pangasinan conducted the final validation and inspection of SGLGIF projects in the City of San Carlos. The provincial team carefully reviewed the completed works to ensure compliance with approved technical specifications and engineering designs.

Alongside the inspection, the team provided targeted Technical Assistance on the Local Infrastructure Monitoring and Evaluation (LIME) to the cityโ€™s technical staff, focusing on updating project data in monitoring systems and assessing findings to further improve project implementation.

These validation activities play a vital role in confirming the readiness and compliance of infrastructure projects prior to turnover. Through SGLGIF and LIME, DILG Pangasinan continues to work closely with LGUs in delivering quality, transparent, and sustainable public infrastructure.

๐‹๐Ž๐Ž๐Š | On May 13, 2026, the RCSP Team of DILG Pangasinan conducted monitoring activities and provided technical assistance on the formulation of the Enhanced Barangay Development Plan (BDP) in the barangays of Pogonsili, Calsib, Bayaoas, and Buer in the Municipality of Aguilar.

The provincial team was composed of LGOO II Harry B. Castillo (Provincial Focal Officer) together with LGOO II Benalyn S. Radam, LGOO II Julie Anne G. Gutierrez, and LGOO II Romialyn V. Fernandez, with assistance from MLGOO Norberto L. Macaraeg, Jr.

The activity forms part of the continuing implementation of the Retooled Community Support Program (RCSP), a flagship initiative of the Department of the Interior and Local Government in support of Executive Order No. 70 (EO 70), which aims to address community concerns and strengthen development interventions in conflict-affected and Geographically Isolated and Disadvantaged Areas (GIDAs).

DILG Pangasinan convened its weekly PSALMS on Monday, May 11, 2026, led by Provincial Director Atty. Gerald D. Gallardo, CESE, together with Program Manager Calvin Nollie Julius B. Lubrin.

During the activity, PM Lubrin shared an inspiring message centered on the โ€œSunflower Theory,โ€ which emphasizes that employees perform, grow, and thrive in environments that foster encouragement, recognition, support, and positive leadership โ€” much like sunflowers flourish when exposed to sunlight.

He further highlighted the importance of cultivating a healthy and empowering workplace culture where employees feel valued, motivated, and inspired to contribute meaningfully to the department's mission and goals.

More Filipinos are turning to the governmentโ€™s Unified 911 Emergency Hotline during emergencies, with over 5.2 million calls recorded from January to April 2026, the Department of the Interior and Local Government (DILG) said.

Data from the Emergency 911 National Call Center showed that 5,251,754 calls were handled in the first four months of the year, averaging more than one million calls monthly. The DILG said the figures reflect growing public trust in the countryโ€™s emergency response system.

Established through Executive Order No. 56, series of 2018, the Unified 911 Hotline connects callers to police, fire, medical, rescue, and other emergency responders nationwide. The Department also noted a decline in prank and fraudulent calls following recent system upgrades, including the blocking of AI-generated and automated prank calls.

But behind the millions of calls are ordinary people who reached out for help during some of the most difficult moments of their lives.

In Naic, Cavite, Antonio Mariรฑas dialed 911 after witnessing a motorcycle accident. Responders from the Municipal Disaster Risk Reduction and Management Office quickly arrived and brought the victims to a medical facility for treatment.

In Iloilo City, Jonald Mucho sought help after seeing an intoxicated man attempting to jump from an elevated area. Police personnel responded and were able to intervene before the situation worsened. The individual was later turned over to barangay officials for proper assistance.

Meanwhile, in Camarines Sur, Ely Panga called 911 after a person inside a PNP armored vehicle suffered an apparent heart attack. Responders from the Pili MDRRMO immediately assisted the victim and brought him to the Bicol Medical Center for urgent medical attention.

โ€œSa oras ng panganib at sakuna, nakasandig ang publiko sa 911. Patunay ito na mas maraming Pilipino na ang nagtitiwala sa kakayahan ng pamahalaan na magbigay ng agarang responde sa oras ng emergency,โ€ the DILG said.

The Department reminded the public to immediately dial 911 during emergencies requiring police, fire, medical, rescue, or other urgent assistance, stressing that early reporting can help responders act faster and save lives.

๐‹๐Ž๐Ž๐Š | DILG Pangasinan successfully conducted its Provincial Team Conference cm TAKAYAN on April 30, 2026, via the Zoom teleconferencing platform.

Provincial Director Atty. Gerald D. Gallardo, CESE, led the discussions on recent directives, emerging concerns, and key issues that require immediate and sustained action to ensure the effective delivery of programs and services.

In addition, Ms. Fatima Arca Mercado presented the plans for Maxicare health insurance. She provided an overview of the coverage options, benefits, and enrollment process for employees.

Comprehensive updates on Programs, Projects, and Activities (PPAs) were likewise presented by the respective section representatives: LGOO II Gian Karlo S. Velasco for the Local Government Capability Development Section (LGCDS); LGOO II Ranielle Pauline D. Delos Reyes for the Local Government Monitoring and Evaluation Section (LGMES); AdA IV Glenard Saplan for the Administrative and Finance Section; and PEO II Simonette M. Sangel for the Project Development and Management Section (PDMS).

The activity ended with a reminder from Cluster Head LGOO VII Hermogenes L. Soriano, Jr., that patience and understanding are key factors in building an efficient, productive, and harmonious workplace.
