PNP DEG SOU 1 ARRESTS TWO DRUG PERSONALITIES IN SAN NICOLAS, ILOCOS NORTE; OVER 85K WORTH OF SHABU SEIZED

On October 17, 2026 at about 9:00 PM, operatives of Special Operations Unit 1, PNP DEG, together with San Nicolas Municipal Police Station, 2nd Provincial Mobile Force Company, Ilocos Norte Provincial Drug Enforcement Unit (INPDEU), Ilocos Norte Provincial Intelligence Unit (INPIU), and Philippine Drug Enforcement Agency Ilocos Norte (PDEA), in coordination with Integrity Monitoring and Enforcement Group (IMEG) Regional Office 1, Regional Intelligence Unit 1 (RIU1), conducted a buy-bust operation at Barangay 22, San Nicolas, Ilocos Norte, that resulted in the arrest of two drug personalities including a High-Value Individual.

The operating units seized approximately 12.54 grams of suspected shabu with an estimated total standard drug price of Php 85,272.00.

The arrested suspects were brought to San Nicolas MPS for temporary safekeeping while the confiscated pieces of drug evidence were turned over to the PNP Ilocos Norte Forensic Group for quantitative and qualitative examination, while the non-drug evidence is under the temporary custody of the Investigator on Case.

₱16.8-M WORTH OF SMUGGLED CI******ES SEIZED IN CAGAYAN DE ORO CITY

The Philippine National Police (PNP), under the leadership of Police General Jose Melencio C. Nartatez Jr., seized ₱16.875 million worth of suspected smuggled ci******es and arrested three individuals in a joint anti-smuggling operation in Cagayan de Oro City early Friday, October 9.

The operation, conducted in Barangay 35, resulted in the confiscation of 252 master cases of ci******es, along with an Isuzu tractor head and an attached trailer and container van believed to have been used to transport the shipment.

The operation involved the Criminal Investigation and Detection Group (CIDG) Bukidnon Provincial Field Unit, CIDG Regional Field Unit 10, Regional Mobile Force Battalion 10, and the Bureau of Customs–Customs Intelligence and Investigation Service. The three suspects, all Filipino adults, along with the confiscated items, are under the custody of CIDG Bukidnon PFU for proper investigation and the filing of appropriate charges.

The operation supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations, through coordinated enforcement efforts against the illegal movement of goods. It also reflects the administration’s continuing efforts under President Ferdinand R. Marcos Jr. to strengthen law enforcement and protect legitimate economic activities.

Chief PNP PGen Nartatez emphasized that efforts against smuggling must be sustained through close coordination and consistent enforcement of the law.

CHINESE NATIONAL WANTED FOR QUALIFIED TRAFFICKING ARRESTED IN PARAÑAQUE

The Philippine National Police (PNP), under the leadership of Police General Jose Melencio C. Nartatez Jr., in coordination with the Military Intelligence Group of the Philippine Army and the Presidential Anti-Organized Crime Commission, arrested a Chinese national wanted for qualified trafficking in persons during a joint operation in Parañaque City early Friday.

The suspect was arrested on October 9 in Barangay Tambo, Parañaque City, by personnel of the Criminal Investigation and Detection Group (CIDG) National Capital Region Regional Field Unit, together with its partner agencies.

The arrest was carried out by virtue of a warrant of arrest issued in connection with a criminal case for qualified trafficking in persons, with no bail recommended. The suspect is currently under the custody of CIDG NCR RFU.

The operation supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), which promotes coordinated and intelligence-driven police action. It also reflects the government's continuing efforts under President Ferdinand R. BURIED CTG ARMS CACHE SURFACES FOUR DAYS AFTER DEADLY ISABELA BLAST

The Philippine National Police (PNP), under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., unearthed a suspected Communist Terrorist Group (CTG) arms cache in Barangay Sinamar, Roxas, Isabela, on October 8, 2026, four days after an explosion in the same community killed three children and an 85-year-old woman.

Acting on information provided by a former rebel identified by the alias “Bira” on October 7, the 1st Isabela Provincial Mobile Force Company (1st IPMFC), in coordination with PNP Isabela, located and excavated the suspected cache. Inside a buried blue bucket were three M76 high-explosive r***e grenades, two 40mm high-explosive cartridges, one improvised anti-personnel mine, a blasting cap, a commercial time fuse, two meters of detonating cord, five 12-gauge sh***un cartridges, 65 rounds of 7.62mm am******on, one improvised sh***un, and one 7.62mm magazine. The recovery also included two handheld radios, a bandolier, CTG-related clothing, a camouflage upper garment, a raincoat, and other equipment and documents.

The find comes amid an investigation into the October 4 explosion in Purok Raniag, Barangay Sinamar, which killed four people and injured four other minors. Initial findings suggested that an object picked up by children from a drainage canal may have exploded while they were playing. The PNP Explosive Ordnance Disposal and Canine Unit conducted a post-blast investigation to establish the device’s type and origin. The recovered cache was placed under temporary custody at the 1st IPMFC for documentation.

“Hidden explosives are a danger even when they appear far removed from active operations. We will pursue information that helps uncover these threats and prevent deadly materials from reaching unsuspecting civilians,” PGEN Nartatez said.

“Hindi laruan ang mga bala at pampasabog. Kapag may makita kayong kahina-hinalang bagay, huwag itong galawin at agad ipagbigay-alam sa pulisya,” he warned.

NINE WANTED PERSONS ARRESTED IN ONE-DAY NATIONWIDE PNP OPERATIONS

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police (PNP), police units arrested nine wanted persons in coordinated operations across the country on October 8 and early October 9, including individuals ranked among the most wanted at the national and regional levels.

In Aklan, a 37-year-old Filipino was arrested on October 8 in Barangay Janlud, Libacao, for alleged simple arson. Ranked No. 6 regional most wanted, the individual faces a case with no bail recommended and is under Libacao Municipal Police Station custody.

In Batangas, a 46-year-old Filipino was arrested in Barangay Wawa, Nasugbu, in connection with five counts of qualified r**e of a minor. Listed as No. 3 regional most wanted, the individual faces no recommended bail and was placed under the custody of San Vicente Municipal Police Station, Palawan.

In Cebu City, a 35-year-old Filipino was arrested in Barangay Ermita for violations of Sections 5 and 11 of RA 9165. Listed among the region’s top 10 wanted persons, the individual was taken into custody for service of sentence.

In Rizal, a 37-year-old Filipino was arrested in Barangay San Salvador, Baras, for an alleged violation of Section 11 of RA 9165. Ranked No. 6 regional most wanted, the individual has ₱200,000 bail recommended and remains under Baras Municipal Police Station custody.

In Davao de Oro, a 48-year-old Filipino was arrested in Barangay Binuangan, Maco, in connection with two counts of r**e. Ranked No. 4 regional most wanted, the individual faces no recommended bail and was brought to Maco Municipal Police Station.

In Oriental Mindoro, another 48-year-old Filipino was arrested in Barangay Bagong Buhay I, Naujan, for alleged qualified r**e of a minor. Listed as No. 5 regional most wanted, the individual faces no recommended bail and was placed under the custody of the Criminal Investigation and Detection Group’s Oriental Mindoro Provincial Field Unit.

In Parañaque City, a 37-year-old Filipino was arrested in Barangay San Dionisio for alleged qualified r**e. Ranked No. 9 regional most wanted, the individual faces no recommended bail and was placed under the custody of the Parañaque City Police Station.

In Bulacan, a 46-year-old Filipino was arrested in Barangay Hinukay, Baliwag City, for murder. Identified as the No. 1 most wanted person in Western Visayas, the individual faces no recommended bail and was placed under Baliwag City Police Station custody.

In Albay, a 47-year-old Filipino was arrested on October 9 in Poblacion, Guinobatan, in connection with five counts of qualified r**e of a minor. Ranked No. 5 regional most wanted, the individual faces no recommended bail and remains under Guinobatan Municipal Police Station custody.

The arrests involved coordination among local police stations, provincial units, regional intelligence personnel, and other law enforcement units. All were carried out pursuant to warrants issued by the appropriate courts.

In support of President Ferdinand R. Marcos Jr.’s peace and order agenda, the PNP continues to strengthen intelligence-led operations and inter-unit coordination under its Focused Agenda, particularly Enhanced Managing Police Operations (EMPO).

ACCOUNTABILITY STARTS WITHIN: PNP RESOLVES 2,719 ADMINISTRATIVE CASES

Of the 2,719 personnel, 713 were dismissed from the service, 1,324 were suspended, 112 were demoted, 437 received reprimands, 59 were penalized with forfeiture of salary, 22 were placed under restriction, and 52 had their privileges withheld.

1 CHINESE, 4 FILIPINOS ARRESTED OVER ALLEGED FISHERIES LAW VIOLATION; ₱1.05M FROZEN FISH SEIZED

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), a joint law enforcement operation in Caloocan City led to the seizure of ₱1.057 million worth of frozen fish and the arrest of five individuals over an alleged fisheries law violation.

On September 30, 2026, the Criminal Investigation and Detection Group (CIDG), with the Bureau of Fisheries and Aquatic Resources (BFAR), the Department of Agriculture Inspectorate and Enforcement, and other police units, implemented a court-issued search warrant at a cold storage facility along C-4 Road, Barangay 8, Dagat-dagatan, Caloocan City.

Authorities seized 755 boxes of frozen Pacific mackerel valued at ₱1,057,000.00 based on BFAR pricing, along with an Isuzu wing van truck. Five individuals—one Chinese national and four Filipinos—were arrested. The Chinese national identified as the principal subject of the warrant was not present during the operation and remains at large.

The arrested individuals face a complaint for alleged violations of Fisheries Administrative Order No. 275 in relation to the Philippine Fisheries Code, as amended. Authorities are preparing the documents for referral to the City Prosecutor’s Office. The allegations remain subject to due process.

SWISS FUGITIVE, 17 MOST WANTED NETTED IN MASSIVE PNP SWEEP

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested 18 wanted persons, including 17 Regional Most Wanted Persons and a Swiss national, in separate warrant operations across the country on October 2, 2026.

In Region 2, police arrested two Regional Most Wanted Persons in Isabela. A 63-year-old man ranked Regional No. 9 was arrested in Echague for r**e by sexual assault, with bail, while a 29-year-old man ranked Regional No. 3 was arrested in Benito Soliven for four counts of qualified r**e of a minor, with no bail.

In Region 5, four Regional Most Wanted Persons were arrested. These included a Regional No. 3 wanted for qualified r**e in Camarines Norte; a Regional No. 6 wanted for three counts of statutory r**e in Camarines Sur; a Regional No. 10 wanted for violations of Republic Acts Nos. 9165 and 10591 in Camarines Norte; and a Regional No. 4 Most Wanted Person of PRO 3 arrested in Sorsogon for five counts of r**e. All four cases were with no bail.

In Region 6, police arrested three Regional Most Wanted Persons: a Regional No. 5 wanted for r**e in Iloilo City; a Regional No. 8 wanted for statutory r**e in Aklan; and a Regional No. 6 wanted for qualified r**e of a minor in Iloilo. All three were with no bail.

In Region 11, three Regional Most Wanted Persons were arrested, including a Regional No. 2 wanted for murder in Davao del Sur, a Regional No. 7 wanted for qualified r**e in Davao Oriental, and a Regional No. 8 wanted for r**e in Davao de Oro. All were with no bail.

In Region 4B, police arrested a Regional No. 6 wanted for statutory r**e in Marinduque and a Regional No. 10 wanted for two counts of violation of Republic Act No. 10883 in Palawan. Both cases were with no bail.

In the National Capital Region, police arrested a Regional No. 7 Most Wanted Person in Quezon City for qualified r**e, sexual assault, and two counts of acts of lasciviousness. The qualified r**e charge was with no bail, while the other charges were with bail.

In Region 12, a 17-year-old CICL ranked Regional No. 10 for r**e in Sultan Kudarat was taken into custody, with no bail.

In Region 13, police arrested the Regional No. 1 Most Wanted Person in Agusan del Sur for nine counts of qualified r**e of a minor, with no bail.

Meanwhile, in the Negros Island Region, police arrested a 48-year-old Swiss national in Larena, Siquijor, for adultery, with bail. The suspect was placed under the custody of Larena Municipal Police Station.

The arrests demonstrate the PNP’s sustained pursuit of wanted persons through focused warrant operations conducted by police stations, intelligence units, mobile forces, CIDG, PNP SAF, and other operating units across the country.

“We will sustain our focused pursuit of wanted persons and ensure that those with standing warrants are brought before the proper courts. Every lawful arrest strengthens accountability and advances the justice process while respecting due process and the rule of law,” PGEN Nartatez said.

“Hindi titigil ang ating kapulisan sa paghahanap sa mga wanted persons. Patuloy nating ipatutupad ang mga warrant of arrest nang naaayon sa batas at sisiguraduhin nating maihaharap sa tamang proseso ng hustisya ang mga taong hinahanap ng hukuman,” he added.

130 FOREIGN NATIONALS ACCOUNTED FOR IN ZAMBOANGA SIBUGAY FORCED-LABOR PROBE AMID ARMED CLASH

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., backed a government operation in Zamboanga Sibugay that accounted for 130 foreign nationals amid an armed encounter on October 2, 2026.

The operation was conducted in Barangay Tandiong Muslim, Alicia, Zamboanga Sibugay, by personnel of the Bureau of Immigration (BI), National Bureau of Investigation (NBI), Armed Forces of the Philippines (AFP), and the Police Intelligence Unit and Alicia Municipal Police Station of the Zamboanga Sibugay Police Provincial Office. It stemmed from allegations of forced labor and the employment of foreign nationals without the required visas or immigration documents.

An armed encounter transpired between the operating government personnel and unidentified armed individuals during the operation. Two Chinese nationals were wounded and immediately brought to Alicia District Hospital for medical treatment before being referred to Zamboanga Medical Center for further medical attention.

A total of 130 foreign nationals were accounted for, consisting of 120 Chinese, four Indonesians, three Malaysians, and three Myanmar nationals. They were placed under the custody of the BI and NBI and subsequently brought to Purok 2, Barangay Kimos, Siay, Zamboanga Sibugay, for consolidation and proper disposition.

Their immigration status, individual circumstances, and possible involvement in any unlawful activity remain subject to verification and investigation by the competent authorities. Meanwhile, the identities, whereabouts, and subsequent status of the unidentified armed individuals involved in the encounter remain subject to further investigation.

“This operation highlights the importance of decisive law enforcement action when there are indications of exploitation and immigration violations. Our personnel must remain alert, disciplined, and committed to protecting people while carrying out their lawful duties,” PGEN Nartatez said.

“Hindi tayo magpapabaya sa mga sitwasyong maaaring maglagay sa panganib sa buhay at seguridad ng mga tao. Sisiguraduhin nating naaayon sa batas ang ating mga hakbang at mananagot ang sinumang mapatutunayang lumabag sa batas,” he added.
