One-day program equips instructors with enhanced facilitation skills for career courses

The Philippine Air Force Civilian Human Resource School (PAFCHRS) invested in its teaching corps on 14 January 2026, conducting a Faculty Development Program designed to sharpen course facilitation competencies across its instructional team.

Convened at the PAFCHRS Conference Room, the session brought together faculty members and staff for intensive training on effective teaching methodologies and course management strategies applicable to both military and civilian contexts.

Practical Expertise from the Field

1LT Ralph Angelo I. Casim PAF, Head of the Academics Department at the Philippine Air Force Technical and Specialization School (PAFTSS), led the program through interactive lecture and collaborative discussion. Drawing from operational training experience, 1LT Casim shared proven facilitation techniques, course planning frameworks, and strategies for managing diverse learning environments.

Participants examined their instructional roles, explored effective assessment design, and worked through real scenarios reflecting common classroom challenges. The session emphasized translating pedagogical concepts into immediately applicable teaching practices.

Preparing for Stronger Training Delivery

In her closing remarks, Ms. Janice L. Bernabe, Ed.D., Civ HR, Acting Director of PAFCHRS, connected the development program to the school's broader commitment to training excellence. She emphasized that faculty growth directly improves learner outcomes, noting that insights from the session would be integrated into upcoming career courses.

The program reinforced standardized delivery protocols, strengthened collaborative approaches among faculty, and created space for peer learning. As PAFCHRS prepares its next training cycle, the investment in instructor competence reflects the school's recognition that effective teaching depends fundamentally on well-prepared facilitators.

“SPEAK UP: BUILD YOUR PUBLIC SPEAKING CONFIDENCE SEMINAR”

On 25 November 2025, the Philippine Air Force Civilian Human Resource School (PAFCHRS) successfully conducted the Employee Development Program 2025-06, titled “Speak Up: Build Your Public Speaking Confidence Seminar,” via Zoom. The program began with an opening prayer, followed by a welcome address from Ms. Jasmer Omaria M. Sugay Civ HR, Head of the Academics Department. The seminar brought together 60 participants from various units of the Philippine Air Force, offering them the opportunity to enhance their public speaking skills and develop the ability to communicate with confidence, clarity, and authenticity.

The seminar was further enriched by the expertise of Ms. Mariposa A. Acidera Civ HR from the Office of the Assistant Chief of Air Staff for Civil-Military Operations, A-7, who served as the resource speaker. Her insightful presentation encouraged active participation and fostered a dynamic exchange of ideas, making the session both engaging and meaningful. Through breakout sessions, participants connected with one another, sharing personal experiences and insights on public speaking. Each group was guided by a facilitator responsible for reporting or presenting the group’s output during the three structured segments of the session, promoting collaboration and ensuring that every participant had a voice.

The program concluded with inspiring closing remarks from Ms. Queenie Fatima L. Baccay Civ HR Director for Operations, PAFCHRS. She highlighted the importance of confidence, preparation, audience engagement, clarity, and authenticity in effective public speaking, reminding participants that every voice matters and that speaking with sincerity has the power to inspire and drive meaningful change.

HRMIS IN MOTION: UPDATING RECORDS FOR A SMARTER, FUTURE-READY WORKFORCE

On 07 November 2025, the PAFCHRS conducted the Faculty Development Program titled " HRMIS in Motion: Updating Records for a Smarter, Future-Ready Workforce" for the faculty and staff of the school at Classroom 1, PAFCHRS.

The seminar aimed to enhance participants’ knowledge and skills in effectively using the Human Resource Management Information System (HRMIS), particularly in performing the correct steps for updating personnel data. This initiative promotes accuracy, transparency, and productivity in civilian human resource processes. The session was led by Ms. Sienna M. Perez, Civ HR, Director for Administration, PAFCHRS. A key highlight of the seminar was the hands-on practical application, where participants were guided through the proper system navigation and the accurate input of personnel information in the HRMIS.

The program formally concluded with the awarding of certificates and closing remarks of Ms. Janice L. Bernabe, Ed.D., Civ HR, Acting Director, PAFCHRS.

The participants strengthened their HRMIS skills through this activity, reinforcing their critical role in fostering efficient and reliable human resource management, essential for a forward-thinking, future-ready workforce.

On 11 1300 November 2025, the Command held the Awarding Ceremony of the 3rd Quarter AETC Best-Best and PAF-URS, jibed with the pinning of Chevron to the newly promoted Enlisted Personnel, at Bulwagang Makulot, Fernando Air Base, Lipa City, with the Commander, AETC, MGEN JESUS NELSON B MORALES PAF, as the Presiding Officer. The activity was also witnessed by the Officers, Enlisted Personnel, Civilian Human Resource of the command.
The awarding of the Quarterly AETC Best – Best and PAF-URS was conducted to acknowledge the achievements of the units and to recognize those who had made immense contributions to the Command. The winning units exhibited qualities that not only supported them in achieving their goals but also brought honor and success to the Command, giving due regard to the values and morals exemplified by the awardees.

CHANGE OF COMMAND CEREMONY OF THE PHILIPPINE AIR FORCE CIVILIAN HUMAN RESOURCE SCHOOL

On 03 November 2025, the Philippine Air Force Civilian Human Resource School (PAFCHRS) conducted its Change of Command Ceremony at the Mentor’s Lounge, HAETC, Fernando Air Base, Lipa City. The meaningful event was graced by the Chief of Command Staff, Air Education and Training Command, COL JULIUS SAMSON A N**I PAF (MNSA), who served as the Presiding Officer.

The ceremony marked a meaningful transition of leadership as Mr. Emmaro Markus V. Abat Civ HR, formally relinquished his duties as Director, PAFCHRS, to Ms. Janice L. Bernabe, Ed.D Civ HR, who now assumes the post as Acting Director. In recognition of his exemplary service and dedication, a Plaque of Appreciation was presented to Mr. Abat Civ HR for his invaluable contributions during his tenure as Director, PAFCHRS from 05 July 2025 to 03 November 2025.

During the ceremony, COL N**I PAF (MNSA), underscored the true essence of leadership, quoting Simon Sinek: “Leadership is not about being in charge. It is about taking care of those in your charge.” He emphasized that genuine leadership is defined by service, compassion, and dedication to the welfare and growth of one’s people.

The ceremony concluded with a renewed sense of purpose among the men and women of PAFCHRS, as they continue to uphold the values of excellence, integrity, and professionalism under the guidance of their new Acting Director.

The graduation ceremony of the Civilian Human Resource Basic Course (CHRBC) Class 17 “ALAB KA-LI-NGAP” was held on 28 October 2025 at Bulwagang Makulot, Fernando Air Base, Lipa City.

The event marked the successful completion of the month-long training conducted from 01 to 28 October 2025, organized by the Philippine Air Force Civilian Human Resource School (PAFCHRS).

The ceremony was graced by COL JULIUS SAMSON A N**I PAF (MNSA), Chief of Command Staff, AETC, who served as the Guest of Honor. In his address, COL N**I commended the graduates for their dedication and perseverance, emphasizing the importance of professionalism, integrity, and service in the fulfillment of their duties as Civilian Human Resources.

As part of the celebration, outstanding graduates were recognized. The following civilian human resources received the top three awards in recognition of their exemplary performances and dedication throughout the course, namely:

“Write it Right: The Essential Tools for Technical Writing Seminar”

On 14 October 2025, the Philippine Air Force Civilian Human Resource School (PAFCHRS) successfully conducted the Employee Development Program (EDP) 2025-05, titled “Write it Right: The Essential Tools for Technical Writing Seminar” via Zoom. This seminar was attended by 60 PAF Civilian Human Resources from different units, focusing on enhancing their technical writing skills through an accessible and interactive online learning experience.

The resource speaker, Ms. Mary Joy E. Guevarra, LPT, MAEd, a Teacher III at Batasan National High School, delivered an engaging and practical session that helped participants apply key principles of technical writing. Through structured exercises and real-life examples, she guided them in producing well-structured, clear, and accurate documents.

The event was graced by Mr. Emmaro Markus V. Abat Civ HR, Director of PAFCHRS, who shared an insightful quote from F. Sionil José, “We write not because we want to say something, but because we have something to say.” This encouraged participants to view technical writing not merely as a task, but as a meaningful avenue for effective communication and service within the Philippine Air Force.

CIVILIAN HUMAN RESOURCE BASIC COURSE (CHRBC) CLASS 17 OPENING CEREMONY

The Philippine Air Force Civilian Human Resource School (PAFCHRS) officially opened the Civilian Human Resource Basic Course (CHRBC) Class 17 on 01 October 2025, with Mr. Emmaro Markus V. Abat, Civ HR, serving as the distinguished Guest of Honor. The Director for Operations, Ms. Queenie Fatima L. Baccay, warmly welcomed the participants and provided a glimpse of the exciting learning journey ahead.

This intensive 20-day program gathers 30 Civilian Human Resources from various PAF units to enhance their knowledge and skills in key areas vital to the Philippine Air Force (PAF). The course is designed to strengthen competencies in administration, communication, customer service, financial literacy, and technology proficiency —core competencies that empower individuals to contribute to the continued growth and excellence of the organization.

The ceremony concluded with a powerful keynote address from Mr. Emmaro Markus V. Abat Civ HR, Director of PAFCHRS. WRITE AND UNDERSTAND: EDFS AND GRAMMAR SIMPLIFIED

On 16 September 2025, the PAFCHRS conducted the Faculty Development Program titled "Write and Understand: EDFS and Grammar Simplified" for the faculty and staff of the school at Classroom 1, PAFCHRS.

This seminar aims to enhance the skills of faculty and staff in utilizing EDFS and improve their grammar skills. The lectures were delivered by Ms. Raisa B. De Jesus Civ HR, AW2C Charissa Mae U. Vergara PAF, and Ms. Queenie Fatima L. Baccay Civ HR. A key highlight was the hands-on group activity, where participants drafted documents and practiced routing communication letters through EDFS. This exercise reinforced the concepts discussed, promoted active engagement, and ensured that participants could apply their learning to real-life tasks.

The program formally concluded with the closing remarks of Mr. Emmaro Markus V. Abat Civ HR, Director, PAFCHRS. In his speech, he highlighted the timeless words of President Manuel L. Quezon: "My loyalty to my party ends where my loyalty to my country begins." The Continuing Professional Development Program (CPDP) 2025-02 was successfully conducted on 09 September 2025 to 20 PAF Civilian Human Resources Aircraft Mechanic via Zoom.

The program formally commenced with an invocation, followed by the opening remarks of Ms. Queenie Fatima L. Baccay Civ HR, Director for Operations, PAFCHRS.

Two distinguished speakers elevated the seminar. Engr. Jabel Jay N. Abella Civ HR, Research and Development Engineer at the Air Force Research & Development Center, he provided insightful updates on Philippine Civil Aviation Regulations (PCAR)—highlighting current regulations and their vital role in ensuring aviation safety and compliance. Engr. Idaniel Ilai C. David, Head of Safety at the Holy Angel University Aviation Institute, he delivered a comprehensive discussion on Safety and Human Error in Aviation, emphasizing the need to recognize potential risks, understand human limitations, and apply preventive measures to strengthen aviation safety.

The lectures were made more meaningful through the sharing of personal experiences and real-life applications, enriching the participants’ learning and giving them a deeper understanding of the topics.

The seminar concluded with the presentation of certificates and the Closing Remarks of Ms. Raisa B. De Jesus Civ HR, Assistant Director, PAFCHRS.
