Knowledge-Sharing Session on the Enhancement of the Organizational Structure and Staffing Pattern (OSSP)

Today, July 17, 2026, the Municipality of Llanera participated in the Knowledge-Sharing Session on the Enhancement of the Organizational Structure and Staffing Pattern (OSSP) of Local Government Units in Nueva Ecija held at Sierra Madre Hotel, Brgy. Caimito, Palayan City.

Representing the Municipality were HRMO Sir EJ Sibuma, Municipal Administrator Sir Alejandro S. Galindez Jr., and Sangguniang Bayan Secretary Mam Maria Luz T. Damaso.

The session, facilitated by Maj. Eleanor M. Prado, provided valuable insights on strengthening organizational structures and optimizing staffing patterns to enhance institutional capacity, improve service delivery, promote accountability, and support responsive, citizen-centered governance.

The Municipality of Llanera remains committed to continuous learning and organizational development in pursuit of excellence in public service.

The Local Government Unit of Llanera successfully conducted its FY 2027 Budget Forum today, July 15, 2026, at the Office of the Municipal Mayor, gathering department heads, office representatives, and key officials to commence the preparation of the Municipality’s Annual Budget for Fiscal Year 2027.

The Budget Forum serves as a vital platform for aligning the Municipality’s financial resources with its development priorities while ensuring that the budget preparation process remains transparent, participatory, and responsive to the needs of the people of Llanera.

During the forum, Ms. Jobelle C. Salvador, Municipal Accountant and Officer-in-Charge, Municipal Budget Office, presented the budget policies, planning guidelines, and fiscal priorities that will guide all departments in preparing their respective budget proposals. She emphasized that every proposed program, project, and expenditure must be aligned with the Municipality’s Comprehensive Development Plan (CDP) and other local development priorities to ensure that public funds are utilized effectively and responsibly.

Ms. Salvador likewise highlighted the importance of transparency, accountability, and participatory governance by encouraging all departments to work collaboratively in preparing realistic, responsive, and sustainable budget proposals. She also reminded participants to observe existing budgeting policies, fiscal discipline, and national guidelines throughout the budget preparation process to ensure legal compliance and the efficient allocation of government resources.

In her closing message, Municipal Mayor Hon. Marilou Lapuz Pascual, RPh., Ph.D., underscored that the Budget Forum is a critical step in strengthening the Municipality’s fiscal planning and ensuring the effective management of public funds. She emphasized that sound and disciplined budgeting remains the foundation of responsive governance and quality public service.

Mayor Malou reminded all department heads and implementing offices that every budget proposal must be anchored on the genuine needs of the community and aligned with the Municipality’s vision for inclusive and sustainable development. She further stressed that every peso allocated should create meaningful opportunities for every Llanerano, translating public resources into programs and services that improve lives, strengthen communities, and promote long-term progress.

As the Municipality prepares its FY 2027 Annual Budget, the LGU remains steadfast in its commitment to responsible fiscal management, transparent governance, and the efficient delivery of programs and services that foster inclusive growth and sustainable development for all.

The Local Government Unit of Llanera successfully conducted its Executive Meeting on July 14, 2026, at the Office of the Municipal Mayor, bringing together department heads and designated representatives to discuss priority programs, policies, and operational concerns of the Municipality.

The meeting served as a strategic venue to strengthen interdepartmental collaboration and ensure that all offices remain aligned in implementing the Municipality’s development priorities. Key agenda included updates on inventory management, Republic Act No. 12009, market scoping initiatives, the Annual Investment Program (AIP) and Project Procurement Management Plan (PPMP), Gender and Development (GAD) Training, LGU Uniform, Individual Performance Commitment and Review (IPCR), the PRAISE – Most Outstanding Employee Program, preparations for the LGU Team Building and the 126th Philippine Civil Service Anniversary (PCSA) Celebration, as well as the presentation of the Second Semester Departmental Activities.

Executive meetings play a vital role in effective local governance by synchronizing local development plans, coordinating programs among departments, promoting prudent resource and budget management, strengthening performance accountability, and providing a platform for resolving administrative and operational concerns before they become larger issues. These regular discussions ensure that the Municipality remains responsive, efficient, and committed to delivering quality public service to every Llanerano.

In her closing message, Municipal Mayor Hon. Marilou Lapuz Pascual, RPh., Ph.D., expressed her sincere appreciation to all department heads and participants for their unwavering dedication and cooperation. She emphasized that the success of the Municipality depends on the collective commitment of every office to uphold the trust and confidence placed in her administration by the people of Llanera.

Mayor Pascual further underscored that strong interdepartmental coordination is essential in synchronizing local development plans, evaluating departmental performance, and ensuring the seamless delivery of basic public services. The Human Resource Management Office (HRMO), through the Program on Awards and Incentives for Service Excellence (PRAISE) Committee, proudly opens the Call for Nominations for the Outstanding Employee of the Month for June 2026.

This recognition aims to honor employees who have consistently demonstrated exceptional performance, dedication, professionalism, integrity, and commitment to public service, serving as inspiring examples of excellence in the Municipality of Llanera. The call covers both the Permanent Employee Category and the Job Order/Contract of Service (JO/COS) Category, in accordance with the approved PRAISE guidelines.

📌 Who may be nominated?

✅ Permanent Employees who meet the prescribed eligibility requirements, including at least two (2) years of continuous satisfactory service, outstanding performance ratings, and a record of professionalism and ethical conduct.

✅ Job Order/Contract of Service Employees who have rendered at least six (6) months of continuous satisfactory service and have consistently demonstrated dedication, efficiency, punctuality, professionalism, and exemplary work performance.

The selection process shall be based on the following criteria:
