TECHNICAL ASSISTANCE PROVIDED TO ASSOCIATION OF BARANGAY SECRETARIES – LLANERA CHAPTER

The Human Resource Management Office (HRMO) of the LGU-Llanera through HRMO IV, Sir EJ Sibuma, successfully conducted a Technical Assistance Session today, March 9, 2026, for the Association of Barangay Secretaries – Llanera Chapter.

The activity focused on strengthening the understanding and compliance of barangay offices with the provisions of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, particularly on the preparation, updating, and proper posting of the Citizens’ Charter.

During the session, guidance was provided on the following key areas:

✔️ Compliance with RA 11032 and Anti-Red Tape Authority (ARTA) standards
✔️ Preparation and updating of the Citizens’ Charter of Barangay Offices
✔️ Proper posting of service standards to promote transparency and accountability
✔️ Implementation and reporting requirements of the Client Satisfaction Measurement (CSM)

The technical assistance emphasized that clear service standards and properly posted Citizens’ Charters help eliminate red tape and improve the efficiency of public service delivery. Likewise, the Anti-Red Tape Authority (ARTA) provides a harmonized Client Satisfaction Measurement (CSM) questionnaire and reporting guidelines to ensure that customer experience and feedback are consistently monitored across all government offices.

This initiative forms part of the continuous efforts of the LGU-Llanera to support barangay officials in strengthening good governance, transparency, and citizen-centered public service.

The Municipal Government remains committed to providing capacity development and technical support to all barangays to ensure effective compliance with national government policies and standards.

MAHALAGANG PABATID!

Ipinababatid ng HRMO ng Pamahalaang Bayan ng Llanera na simula Lunes, ika-9 ng Marso 2026, ay ipatutupad ang pinagtibay na Flexible Work Arrangement/Compressed Workweek (Four-Day Onsite Work Week) hanggang sa susunod na abiso.

Ang nasabing hakbang ay alinsunod sa Memorandum Circular No. 114, s. 2026 na naglalayong makatulong sa pagtitipid sa enerhiya at mas responsable at episyenteng paggamit ng kuryente at gasolina sa mga tanggapan ng pamahalaan.
