Following the successful conduct of a four-day Internal Quality Audit from April 13 to 16, LGU-Loon held its Closing Meeting with all the departments and offices on April 16.

The activity was participated in by the Internal Quality Auditors together with LGU consultant Mark Anthony Lugay, highlighting the municipality’s continuing commitment to uphold quality management systems in accordance with the ISO 9001:2015 standards.

The audit proper, conducted from April 13 to 15, assessed the effectiveness, compliance, and continual improvement of systems and processes across various offices. The Closing Meeting served as a venue to present findings, recognize strengths, and discuss opportunities for further enhancement in public service delivery.

Through initiatives such as this, the Municipality of Loon continues to strengthen its governance and service excellence...making Loon MADANIHON rise and shine from local to global.

The Municipality of Loon formally commenced its Internal Quality Audit (IQA) Opening Meeting held on April 13, 2026, marking the beginning of a municipality-wide assessment scheduled from April 13 to April 16, 2026 across key service areas and offices.

The audit is led by Mr. Jerry P. Rulona, IQA Team Leader, together with the appointed Internal Quality Audit Team Leaders and members, undertaking a comprehensive review of the Municipality’s adherence to ISO 9001:2015 Quality Management System standards, including alignment with the Quality Manual, Citizen’s Charter, Individual Performance Commitment and Review (IPCR), Division Performance Commitment and Review (DPCR), and other applicable regulatory, statutory, and customer requirements.

The audit coverage includes three major sites:
• Site 1 / Headquarters: Municipality of Loon
• Site 2: Municipality of Loon – RHU 1
• Site 3: Municipality of Loon – RHU 2

With key focus areas on:
• Provision of basic social services
• Local legislation processes
• Project and program implementation, evaluation, and management
• Delivery of health services including general medical consultation, issuance of medical certificates, immunization and vaccination services, birthing services, and management programs for communicable and non-communicable diseases
This undertaking highlights the Municipality’s strong commitment to continuous improvement, transparency, accountability, and service excellence, ensuring that every process is aligned with quality standards and responsive to the needs of every Loonanon.

The Executive Committee (ExeCom) Meeting of the Municipality of Loon was successfully conducted on April 6, 2026, presided over by Municipal Mayor Pedro “Dodong” M. Literatus, Jr., as part of the Local Government Unit’s continued commitment to strengthening governance through its Quality Management System (QMS).

The meeting covered key agenda points including updates on action items from previous discussions, particularly on infrastructure and service improvements such as the waterline installation for RHU 1, enhancement of petty cash utilization guidelines, developments in the BSTM program of CDL Permit to Open, and the PRISM connection of RHU 1.

Discussions also focused on customer satisfaction and feedback reports for the 4th Quarter of 2025 and the 1st Quarter of 2026, reinforcing the Municipality’s dedication to responsive and citizen-centered service delivery.

In line with continuous improvement, the committee reviewed changes in internal and external issues, including the adoption of the Municipality of Loon E-Ticketing Maintenance System. Audit results were likewise presented, highlighting the issuance of Requests for Action (RFAs) in response to Audit Observation Memoranda (AOM), ensuring compliance and accountability.

Updates on proposed programs and projects were also tackled, including the construction of a canopy connecting the old and new municipal buildings, as well as the formulation of a Site Development Plan for the Glass Bottom Boardwalk.

The body also discussed upcoming activities, particularly the Internal Quality Audit scheduled on April 13–17, 2026, and the NAP Disposal Seminar on April 29–30, 2026, further reinforcing the LGU’s commitment to operational excellence and records management.

Through these initiatives, the Municipality of Loon continues to uphold transparency, efficiency, and quality service delivery in all aspects of governance.

The Quality Management System (QMS) of the Municipality of Loon proudly recognizes the achievement of Yuan Maximus Saavedra for winning a Bronze Medal in the Secondary Boys 1500m Freestyle during the Central Visayas Regional Athletic Association Meet 2026.

This milestone reflects the value of discipline, consistency, and performance excellence—principles that align with the LGU-Loon’s commitment to quality service and continuous improvement. It also demonstrates how dedication and guided training translate into measurable and commendable results.

In support of the Universal Health Care (UHC) Law and the continuous improvement of local public health services, the Municipality of Loon welcomed Dr. Joseph S. Elarde as the newly deployed Doctors to the Barrios (DTTB) Rural Health Physician under the Department of Health – Central Visayas.

Mayor Pedro M. Literatus, Jr. joined the Ceremonial Signing of the Memorandum of Agreement led by Dr. Joshua G. Brillantes, DOH Central Visayas Director IV, marking the strengthened partnership between the national government and the local government in ensuring accessible, quality, and equitable healthcare services for every Loonanon.

This initiative reinforces the municipality’s commitment to strengthening health systems and sustaining quality public service delivery under its Quality Management System.

The Municipality of Loon proudly welcomes Dr. JOSEPH S. ELARDE as the newly deployed Rural Health Physician under the Doctors to the Barrios (DTTB) Program of the Department of Health, further strengthening the delivery of quality healthcare services for the Loonanon community.

The deployment is part of the implementation of Republic Act No. 11223, also known as the Universal Health Care (UHC) Law, which mandates the establishment of the National Health Workforce Support System (NHWSS) to support local public health systems in addressing their human resource needs. Through this initiative, the Department of Health continues to augment health personnel in local government units, particularly in communities serving marginalized, vulnerable, and geographically isolated populations.

On March 13, 2026, the Municipality of Loon, represented by Mayor Pedro M. Literatus, Jr., joined the Department of Health – Central Visayas in the Ceremonial Signing of the Memorandum of Agreement (MOA) held in Tagbilaran City. The ceremony was led by Dr. Joshua G. Brillantes, MD, MPH, CESO IV, Director IV of the Department of Health – Central Visayas Center for Health Development, signifying the strengthened partnership between the national government and the local government in improving access to quality and equitable healthcare services for Loonanons.

As part of this collaboration, the local government commits to providing administrative and technical support to the deployed physician, assisting in the development of local health systems, and ensuring the welfare and safety of the rural health doctor while serving in the municipality. The partnership also supports continuous professional development through trainings and aims to sustain healthcare delivery through possible integration of the deployed physician into the local health workforce.

The Municipality of Loon expresses its gratitude to the Department of Health and to Dr. Joshua G. Brillantes for the continued support in strengthening rural healthcare systems, and extends a warm welcome to Dr. JOSEPH S. ELARDE as he begins his service to the Loonanon community.

The Regular Flag-Raising Ceremony No. FR-09-2026 reaffirmed LGU-Loon’s commitment to structured governance, accountability, and continuous improvement. Hosted by the Engineering Office, Motorpool, and OBO, the ceremony underscored operational efficiency and inter-office coordination as key pillars of quality service delivery.
Aligned with Fire Prevention Month, the Bureau of Fire Protection – Loon conducted a Fire Safety Awareness and Fire Extinguisher Drill to strengthen preparedness within the LGU workforce. Through collaboration, compliance, and proactive safety measures, we continue to uphold service standards in pursuit of excellence.
