𝐒𝐓𝐄𝐏𝐒 𝐈𝐍 𝐃𝐈𝐒𝐀𝐒𝐓𝐄𝐑 𝐑𝐄𝐂𝐎𝐕𝐄𝐑𝐘

After the immediate response to any disaster, the institution will now have to face the task towards recovery and returning to normal operations. As with any disaster recovery effort, you have to ensure that your library or archive is now safe, clean, and ready to work in.

1. 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐞 𝐑𝐞𝐜𝐨𝐯𝐞𝐫𝐲 𝐭𝐞𝐚𝐦 – this is the time to tap into your network of colleagues, students, and volunteers to help you work.
2. 𝐑𝐞𝐜𝐨𝐫𝐝 𝐚𝐧𝐝 𝐚𝐬𝐬𝐞𝐬𝐬 𝐝𝐚𝐦𝐚𝐠𝐞 – document the damages incurred in the library and the materials’ including the extent, level, and nature of damage, if possible. This is also the time to determine which materials you can prioritize based on their value (are they easily replaceable? Are they permanent records? Are they rare Filipiniana materials?) This will help you organize your recovery efforts and needs.
3. 𝐃𝐞𝐭𝐞𝐫𝐦𝐢𝐧𝐞 𝐫𝐞𝐜𝐨𝐯𝐞𝐫𝐲 𝐧𝐞𝐞𝐝𝐬 – Based on Step 2, you can determine what recovery efforts need to be done and the materials needed for your recovery efforts.
4. 𝐒𝐭𝐚𝐛𝐢𝐥𝐢𝐳𝐞 𝐞𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 – organize and stabilize the area/s where you will do the recovery work. Ensure that your area is safe and secure for the recovery work.
5. 𝐋𝐨𝐜𝐚𝐭𝐞 / 𝐠𝐚𝐭𝐡𝐞𝐫 𝐬𝐮𝐩𝐩𝐥𝐢𝐞𝐬 – Should be done in conjunction with #4. Ideally, there should be enough supplies to last until recovery work is finished.
6. 𝐄𝐬𝐭𝐚𝐛𝐥𝐢𝐬𝐡 𝐬𝐚𝐥𝐯𝐚𝐠𝐞 𝐩𝐫𝐨𝐜𝐞𝐝𝐮𝐫𝐞𝐬 – The Salvage Procedures will be based on #3 (recovery needs), e.g., a step-by-step guide that is easy to follow, even for those without experience in recovery work.
7. 𝐏𝐫𝐞𝐩𝐚𝐫𝐞 𝐚𝐜𝐭𝐢𝐨𝐧 𝐬𝐡𝐞𝐞𝐭𝐬– these are printouts of the salvage procedures to be handed out to volunteers to save time and effort in training them. It is important to check the volunteers’ output to ensure they follow the procedure properly.
8. 𝐒𝐚𝐥𝐯𝐚𝐠𝐞 𝐚𝐟𝐟𝐞𝐜𝐭𝐞𝐝 𝐦𝐚𝐭𝐞𝐫𝐢𝐚𝐥𝐬– actual recovery work. Document all the materials salvaged.
9. 𝐌𝐚𝐢𝐧𝐭𝐚𝐢𝐧 𝐦𝐨𝐫𝐚𝐥𝐞– Volunteers and library/archives workers also deal with this calamity. Celebrate small victories and;
10. 𝐑𝐞𝐭𝐮𝐫𝐧 𝐭𝐨 𝐧𝐨𝐫𝐦𝐚𝐥 – eventual goal of the Recovery Effort. Learn the lessons and Build Back Better.
