Due to the influx of inquiries and registrations, the University of the Philippines Los Baños is now offering another batch of the New Government Procurement Act (NGPA) Caravan. The University of the Philippines Los Baños (UPLB), in partnership with the Government Procurement Policy Board – Technical Support Office (GPPB-TSO), invites government agencies, State Universities and Colleges (SUCs), Local Government Units (LGUs), and partner institutions to participate in the RA 12009 New Government Procurement Act (NGPA) Caravan.

This capacity-building initiative aims to enhance institutional understanding of Republic Act No. 12009, the New Government Procurement Act, by providing participants with comprehensive discussions on its policy framework, key reforms, and practical applications.

The caravan is designed to equip procurement practitioners, administrators, and public sector stakeholders with the knowledge necessary to effectively implement the law and advance transparency, accountability, efficiency, and value-for-money in government procurement.

Wave 3 Successfully Concludes: Advancing Digital Transformation in Public Procurement

August 5–7, 2026 | University of the Philippines Los Baños

The University of the Philippines Los Baños (UPLB), through the Procurement Management Office (PrMO), successfully conducted the Training on Procurement by Electronic Means and the mPhilGEPS e-Bidding Facility in partnership with the Procurement Service–Department of Budget and Management (PS-DBM) and PhilGEPS.

The three-day training gathered procurement practitioners and representatives from national government agencies, local government units, state universities and colleges, healthcare institutions, and other public sector organizations across the country. Participants engaged in discussions and hands-on exercises aimed at strengthening competencies in electronic procurement and the mPhilGEPS e-Bidding Facility.

UPLB extends its sincere appreciation to UPLB Chancellor Dr. Jose V. Camacho, Jr., Vice Chancellor for Administration Assoc. Prof. Rolando T. Bello, Dr. Eileen Lorena Malayba-Mamino, the resource speakers from PhilGEPS and PS-DBM, partner institutions, and all participants for their invaluable contributions to the success of this undertaking.

Together, we continue to advance digital transformation in public procurement toward greater efficiency, transparency, accountability, and good governance.

🌊Wave 2 Successfully Concludes: Advancing Digital Transformation in Public Procurement

The second wave of the Training Workshop on the Modernized Philippine Government Electronic Procurement System (mPhilGEPS) has successfully concluded, marking another significant milestone in advancing digital innovation and excellence in public procurement.

🌊July 13-15, 2026

🌊University of the Philippines Los Baños

The University of the Philippines Los Baños (UPLB), through the Procurement Management Office (PrMO), successfully conducted the Training on Procurement by Electronic Means and the e-Bidding Facility in partnership with the Procurement Service – Department of Budget and Management (PS-DBM) and PhilGEPS.

This second wave brought together procurement practitioners and government representatives from various national government agencies, local government units, state universities and colleges, healthcare institutions, and other public sector organizations nationwide, including the Office of the Vice President of the Philippines, Bureau of Fire Protection, Presidential Commission for the Urban Poor, Department of Education Schools Division Offices, City Government of Valenzuela, local government units from Cavite and Basilan, Guimaras State University, Pampanga State Agricultural University, Philippine High School for the Arts, Quirino Memorial Medical Center, and Region I Medical Center.

Over the course of three days, participants engaged in comprehensive discussions and hands-on activities focused on the mPhilGEPS e-Bidding Facility, electronic procurement procedures, and digital procurement innovations designed to promote greater efficiency, transparency, accountability, and accessibility in government procurement.

More than a technical training, the workshop served as a platform for collaboration and knowledge-sharing among procurement professionals committed to strengthening public service through modernized procurement practices and good governance.

UPLB extends its sincere appreciation to UPLB Chancellor Dr. Jose V. Camacho, Jr., Vice Chancellor for Administration Assoc. Prof. Rolando T. Thank you for catching the first wave of the Training Workshop on the Modernized Philippine Government Electronic Procurement System (mPhilGEPS) with us!

🌊 University of the Philippines Los Baños

The University of the Philippines Los Baños (UPLB), through the Procurement Management Office (PrMO), successfully hosted the Training on Procurement by Electronic Means and e-Bidding Facility in partnership with PS-DBM and PhilGEPS—where procurement met digital transformation, and innovation officially clocked in for duty.

This significant undertaking brought together procurement professionals and representatives from various national government agencies, local government units, state universities and colleges, government-owned and controlled corporations, healthcare institutions, and regional offices from across Luzon, Visayas, Mindanao, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

For three days, participants explored the mPhilGEPS e-Bidding Facility, electronic procurement processes, and other digital innovations designed to make public procurement faster, smarter, and more transparent. The training was not just about learning new systems—it was about building a community of procurement practitioners committed to efficiency, accountability, and good governance.

UPLB extends its sincere appreciation to UPLB Chancellor Dr. Jose V. Camacho, Jr., Vice Chancellor for Administration Assoc. Prof. Rolando T.
