Technology Transfer and Promotion Division Technology Transfer and Promotion Division (TTPD) of the Philippine Council for Agriculture, Aquatic and Natural Resources Research & Development (PCAARRD)

TTPD facilitates the innovative transfer of developed technologies to commercial adopters and end users in the agriculture, aquatic, forestry and natural resources sectors, as well as the conduct of information dissemination, advocacy and promotion of the same to highlight the importance of and to mainstream technology transfer.

The Technology Transfer and Promotion Division (TTPD) received a total of 46 applications from aspiring SGF proponents nationwide. These submitted proposals are now undergoing the initial stage of screening and evaluation.

All proponents are advised to stay tuned for updates via email as we move closer to identifying the next batch of promising agri-aqua startups and innovators.

๐‰๐”๐’๐“ ๐ˆ๐: DOST PCAARRDโ€™s Extension and Deployment Section of the Technology Transfer and Promotion Division (TTPD), in collaboration with the University of the Philippines Mindanao (UP Mindanao), spearheaded the Farmer Field School (FFS) Graduation of the Taglibas Buwalan Life Farmerโ€™s Association (TBLFA) on May 18, 2026 in Brgy. Taglibas, Tungawan, Zamboanga Sibugay.

Under the Extending the Reach and Impact of the Livelihood Improvement through Facilitated Extension (LIFE) Program, the project titled โ€œProject 1: Contributing to Peacebuilding through the LIFE Model in M**F Communities of Zamboanga Sibugay, South Cotabato, and Maguindanao del Norteโ€ aims to validate and expand the LIFE model in M**F communities to contribute to peacebuilding efforts and improve food and poverty thresholds through livelihood opportunities.

A courtesy call with DOST Provincial S&T Director - Zamboanga Sibugay Ms. Jennifer A. Pidor was also conducted in Ipil, Zamboanga Sibugay.

With the theme โ€œASCEND with Integrity: Ethics as the Foundation of Extension Excellence,โ€ the conference aims to provide a meaningful platform for extension practitioners, faculty members, researchers, students, policymakers, and partner institutions to reflect on ethical challenges and best practices in extension work.

Dir. Catibog highlighted in his presentation ethics in extension work in the PCAARRD context, specifically focusing on TTPDโ€™s pathways and ethical practices carried out in S&T-based interventions of the division.

๐‰๐”๐’๐“ ๐ˆ๐: DOST PCAARRDโ€™s Extension and Deployment Section of the Technology Transfer and Promotion Division (TTPD), in collaboration with Mindoro State University (MinSU), conducted a review and monitoring and evaluation (M&E) of the โ€œS&T Community-Based for Inclusive Development (STC4iD) on Livelihood Improvement of Mangyan Communities in Mindoro through Science and Technology (S&T) Interventionsโ€ project on May 11-13, 2026 in Victoria, Gloria, and Bongabong, Oriental Mindoro.

Together with MIMAROPA Agriculture, Aquatic and Natural Resources Research and Development Consortium (MAARRDEC), MinSU, Oriental Mindoro State College (OMSC), and Pampamayanang Mangyan Ugnayan Inc. (PMUI), the activities aim to identify how the project helped improve the ways of life of the Mangyan community and determine their other needs aside from agriculture, literacy, and livelihood interventions provided by the project.

DOST-PCAARRD is now accepting proposals for the 2026 Startup Grant Fund (SGF) Program.

The SGF Program offers financial and technical support to eligible startup and spinoff companies commercializing technologies in the agriculture, aquatic, and natural resources (AANR) sector. It prioritizes ventures with strong potential for market adoption and measurable contributions to national development. The initiative aims to accelerate the growth of innovation-driven enterprises while strengthening the countryโ€™s agri-aqua innovation ecosystem. Submission of proposals is on May 15, 2026.

๐‰๐”๐’๐“ ๐ˆ๐: DOST-PCAARRDโ€™s Technology Transfer and Promotion Division Dir. Noel A. Catibog participated in "2026 CORDiNNOVATION" of the DOST Cordillera Administrative Region.

Held on April 29 in Baguio City, with the theme โ€œAI for Growth in the Cordillera: Bridging Innovation and Industry through Technology Transfer and Commercializationโ€, Dir. Catibog contributed to the forum โ€œFrom Lab to Market: Technology Transfer and Startup Growth,โ€ which centered on the role of technology transfer and startup development in turning research outputs into market-ready solutions. The discussions highlighted the persistent gap between academic research and industry needs, stressing the importance of stronger coordination, clearer commercialization pathways, and sustained collaboration among stakeholders to accelerate innovation uptake.

Dir. Catibog underscored key pathways in technology transfer, particularly intellectual property licensing and the formation of spin-off companies. He noted that these approaches are critical in ensuring that publicly-funded research generates tangible impact by reaching end-users and evolving into viable products, services, and enterprises.

Overall, the forum reaffirmed that effective technology commercialization depends on a well-aligned ecosystem where research institutions, industry partners, and government work together from innovation development to market deployment.
