𝗨𝗣𝗟𝗕, 𝗣𝗮𝗲𝘁𝗲 𝗟𝗚𝗨, 𝗮𝗻𝗱 𝗔𝗖𝗘𝗡 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗨𝗣 𝗪𝗶𝗻𝗱 𝗘𝗻𝗲𝗿𝗴𝘆 𝗣𝗿𝗼𝗷𝗲𝗰𝘁
The University of the Philippines Los Baños (UPLB) convened a coordination meeting on 15 July 2026 with Hon. Ronald B. Cosico, Mayor of Paete, Laguna, and representatives of ACEN Corporation to discuss key administrative, regulatory, and local government requirements for the implementation of the UP Wind Energy Project.
The meeting focused on the project’s development requirements, including compliance with the Comprehensive Land Use Plan (CLUP), land use conversion, and the permits and regulatory clearances necessary to facilitate the construction of the wind turbine generators. Discussions also covered UPLB’s institutional requirements and internal processes to ensure that project implementation of all other UPLB projects remain consistent with University policies, applicable laws and regulations, sound environmental stewardship, and the interests of partner communities and other stakeholders.
The meeting was attended by Dr. Haerold Dean Z. Layaoen, Vice Chancellor for Innovation and Enterprise Management; Dr. Josefa Angelie D. Revilla, Assistant to the Vice Chancellor; Dr. Marlo D. Mendoza, Dean of the College of Forestry and Natural Resources (CFNR); For. Reynaldo E. Lorida, Director of the Land Grant Development Office (LGDO); Atty. Jorge S. Davide, Jr., Head of the UPLB Legal Office; and representatives from ACEN/GIGAWIND 8 Inc., namely Ms. Angelie Mae Sipoy, Ms. Via Ramos, and Atty. Jasmin Sison.
Also present were representatives from the Office of the Vice President for Development (OVPD), the UPLB Legal Office, the Department of Community and Environmental Resource Planning (DCERP) headed by Chair Ayona Devanadera, the Land Grant Development Office, and the Local Government Unit of Paete, Laguna.
The meeting reaffirmed the shared commitment of UPLB, the Municipality of Paete, and ACEN to strengthen collaboration in advancing sustainable and responsible renewable energy development. As a strategic partnership, the UP Wind Energy Project seeks to contribute to the country’s clean energy transition while creating long-term value through research, environmental conservation, community engagement, and sustainable development initiatives.
