The Forestry Development Center of the College of Forestry and Natural Resources in the University of the Philippines Los Banos aims to link (forestry) science and policy. The FDC mandate is to conduct basic policy researches in forestry and develop or help develop efficient machinery for forestry policy formulation and implementation.

Today, we observe the celebration of the 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐃𝐚𝐲 𝐨𝐟 𝐂𝐥𝐞𝐚𝐧 𝐀𝐢𝐫 𝐟𝐨𝐫 𝐁𝐥𝐮𝐞 𝐒𝐤𝐢𝐞𝐬, and the haze we have been experiencing over the past few days serves as a stark reminder that climate action and the pursuit of cleaner air are change and the push for better air are intrinsically linked, a message underscored by this year’s theme “𝐂𝐥𝐞𝐚𝐧 𝐀𝐢𝐫 𝐟𝐨𝐫 𝐂𝐥𝐢𝐦𝐚𝐭𝐞 𝐀𝐜𝐭𝐢𝐨𝐧”.

This is transboundary haze, a powerful and timely reminder of the interconnected nature of our environment and the urgent need for collective action. There could hardly be a more compelling circumstance to underscore the significance of today's observance.

Forest and peatland fires across our neighboring country of Indonesia have been burning since late August, and the habagat has caused the haze to settle over much of the Luzon region and parts of the Visayas. The DENR-EMB Air Quality Monitoring stations have registered “acutely unhealthy” levels as of September 1, with particulate matter with a diameter of 2.5 microns or smaller (PM2.5) at over four times the World Health Organization (WHO) guideline value, with most of the Philippine population being advised to wear masks to protect themselves from the air they breathe.

The cause of these unfortunate events is the same. Forest fires deliberately set for land clearing are further intensified by El Niño conditions and a warming climate. What we are witnessing is therefore not only an air quality emergency, but also a climate crisis.

The haze now enveloping much of the Philippines' airspace may not have originated within our borders. Yet it reaches us as a direct consequence of land use practices, governance gaps, and a changing climate that recognizes no boundaries.

𝐓𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬’ 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟖𝟕𝟒𝟗, 𝐨𝐫 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐂𝐥𝐞𝐚𝐧 𝐀𝐢𝐫 𝐀𝐜𝐭 𝐨𝐟 𝟏𝟗𝟗𝟗, remains the cornerstone of our national air quality management framework. It mandates the DENR-EMB to establish an air quality monitoring network to regularly measure and report air quality conditions in key areas, while providing mechanisms for enforcing emission reduction measures and standards. Importantly, the law also recognizes that air pollution can transcend national boundaries and provides for bilateral and multilateral cooperation in addressing transboundary air pollution.

At the regional level, ASEAN Member States has adopted the 𝐀𝐒𝐄𝐀𝐍 𝐀𝐠𝐫𝐞𝐞𝐦𝐞𝐧𝐭 𝐨𝐧 𝐓𝐫𝐚𝐧𝐬𝐛𝐨𝐮𝐧𝐝𝐚𝐫𝐲 𝐇𝐚𝐳𝐞 𝐏𝐨𝐥𝐥𝐮𝐭𝐢𝐨𝐧 𝐢𝐧 𝟐𝟎𝟎𝟐, which has since been ratified by all ASEAN member states. The agreement commits governments to prevent and monitor land and forest fires and to cooperate in responding to haze when it crosses national borders. What is happening now is precisely the kind of situation the agreement was designed to address. Its implementation and the political will to uphold its commitments will continue to be tested as climate and land-use pressures increase the likelihood of similar incidents.

Meanwhile, 𝐑𝐀 𝐍𝐨. 𝟗𝟕𝟐𝟗 𝐨𝐫 𝐭𝐡𝐞 𝐂𝐥𝐢𝐦𝐚𝐭𝐞 𝐂𝐡𝐚𝐧𝐠𝐞 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟎𝟗 establishes the policy framework for addressing climate risks, including those associated with drought, land degradation, and extreme fire conditions. It also calls for climate adaptation to be integrated into land-use planning and natural resource management.

The climate risks we face today require science-based policy responses, not merely emergency advisories.

At the FDC, we are committed to bridging science and policy and advancing evidence-based solutions to emerging challenges in forest and natural resources governance.

Today, as we celebrate the 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐃𝐚𝐲 𝐨𝐟 𝐂𝐥𝐞𝐚𝐧 𝐀𝐢𝐫 𝐟𝐨𝐫 𝐁𝐥𝐮𝐞 𝐒𝐤𝐢𝐞𝐬s, we envision skies that are cleaner, bluer, and healthier for all. We believe that credible science, responsive governance, and collective actions are key to making that vision a reality.

Another significant milestone has been achieved by the 𝗙𝗼𝗿𝗲𝘀𝘁𝗿𝘆 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗖𝗲𝗻𝘁𝗲𝗿 (𝗙𝗗𝗖) as it strengthens its commitment to serving the 𝗠𝗶𝗻𝗶𝘀𝘁𝗿𝘆 𝗼𝗳 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁, 𝗡𝗮𝘁𝘂𝗿𝗮𝗹 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗮𝗻𝗱 𝗘𝗻𝗲𝗿𝗴𝘆 (𝗠𝗘𝗡𝗥𝗘)–𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗔𝘂𝘁𝗼𝗻𝗼𝗺𝗼𝘂𝘀 𝗥𝗲𝗴𝗶𝗼𝗻 𝗶𝗻 𝗠𝘂𝘀𝗹𝗶𝗺 𝗠𝗶𝗻𝗱𝗮𝗻𝗮𝗼 (𝗕𝗔𝗥𝗠𝗠).

The milestone was marked by the signing of a 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗼𝗳 𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 (𝗠𝗢𝗨) between the 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 𝗟𝗼𝘀 𝗕𝗮ñ𝗼𝘀 (𝗨𝗣𝗟𝗕) and 𝗠𝗘𝗡𝗥𝗘-𝗕𝗔𝗥𝗠𝗠, led by 𝗨𝗣𝗟𝗕 𝗖𝗵𝗮𝗻𝗰𝗲𝗹𝗹𝗼𝗿 𝗗𝗿. 𝗝𝗼𝘀𝗲 𝗩. 𝗖𝗮𝗺𝗮𝗰𝗵𝗼, 𝗝𝗿. and 𝗠𝗘𝗡𝗥𝗘-𝗕𝗔𝗥𝗠𝗠 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗔𝘁𝘁𝘆. 𝗕𝗮𝗱𝗿 𝗘. 𝗦𝗮𝗹𝗲𝗻𝗱𝗮𝗯

The partnership between FDC and MENRE-BARMM was convened through the 𝗨𝗣 𝗕𝗮𝗻𝗴𝘀𝗮 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲, headed by 𝗔𝘀𝘀𝘁. 𝗣𝗿𝗼𝗳. 𝗠𝗮𝘆𝗻𝗮𝗿𝗱 𝗨. 𝗨𝘀𝗮𝗿𝗲𝘀 𝗼𝗳 𝗨𝗣 𝗠𝗶𝗻𝗱𝗮𝗻𝗮𝗼, whose efforts helped bring together the University and MENRE-BARMM toward this institutional collaboration.

𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗞𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲 𝗮𝗻𝗱 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀

Prior to the MOU signing, a productive dialogue and knowledge-sharing session brought together UPLB-CFNR, MENRE-BARMM, and neighboring partner agencies, including the 𝗗𝗢𝗦𝗧-𝗙𝗼𝗿𝗲𝘀𝘁 𝗣𝗿𝗼𝗱𝘂𝗰𝘁𝘀 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗲 (𝗗𝗢𝗦𝗧-𝗙𝗣𝗥𝗗𝗜) represented by 𝗢𝗜𝗖 𝗗𝗲𝗽𝘂𝘁𝘆 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗙𝗲𝗿𝗻𝗮𝗻𝗱𝗼 𝗖. 𝗣𝗶𝘁𝗮𝗿𝗴𝘂𝗲, 𝗝𝗿. The participating institutions shared their respective research, development, and extension initiatives, opening opportunities for greater collaboration in support of BARMM’s environmental and natural resources agenda.

The 𝗖𝗙𝗡𝗥 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗲 𝗗𝗲𝗮𝗻, 𝗗𝗿. 𝗔𝗻𝗮𝗹𝘆𝗻 𝗖𝗼𝗱𝗶𝗹𝗮𝗻, and 𝗙𝗗𝗖 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿, 𝗗𝗿. 𝗗𝗶𝘅𝗼𝗻 𝗧. 𝗚𝗲𝘃𝗮ñ𝗮 highlighted the potential contributions of the College and FDC in supporting MENRE-BARMM in key areas of 𝗳𝗼𝗿𝗲𝘀𝘁 𝗿𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, 𝗳𝗼𝗿𝗲𝘀𝘁 𝗯𝗶𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝘀𝗰𝗶𝗲𝗻𝗰𝗲𝘀, 𝘀𝗼𝗰𝗶𝗮𝗹 𝗳𝗼𝗿𝗲𝘀𝘁𝗿𝘆, 𝗳𝗼𝗿𝗲𝘀𝘁 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲, 𝗮𝗻𝗱 𝗳𝗼𝗿𝗲𝘀𝘁 𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝘀 𝘂𝘁𝗶𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻. These areas may be advanced through integrated 𝗲𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻, 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵, 𝗮𝗻𝗱 𝗲𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻, complemented by FDC’s core expertise in 𝗳𝗼𝗿𝗲𝘀𝘁 𝗽𝗼𝗹𝗶𝗰𝘆 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗮𝗻𝗱 𝗽𝗼𝗹𝗶𝗰𝘆 𝗲𝗻𝗴𝗮𝗴𝗲𝗺𝗲𝗻𝘁.

𝗔 𝗦𝗵𝗮𝗿𝗲𝗱 𝗖𝗼𝗺𝗺𝗶𝘁𝗺𝗲𝗻𝘁 𝘁𝗼 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗙𝗼𝗿𝗲𝘀𝘁𝘀 𝗮𝗻𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀

MENRE-BARMM, through Director General Atty. Salendab, expressed its appreciation for UPLB’s commitment to collaboration and support, emphasizing the importance of partnerships with academic and research institutions in helping BARMM fulfill its environmental and natural resource management mandates.

Chancellor Camacho also underscored UPLB’s longstanding engagement with the BARMM, citing initiatives such as the 𝗨𝗣 𝗣𝗦𝗔𝗘 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 and other efforts that have helped strengthen the University’s presence and partnership with communities and institutions in Mindanao.

The MOU signing was attended by key officials of 𝗠𝗘𝗡𝗥𝗘-𝗕𝗔𝗥𝗠𝗠, headed by Atty. Salendab, and the 𝗙𝗗𝗖 𝗧𝗲𝗮𝗺, led by Director Gevana.

The UPLB Forestry Development Center (FDC) proudly congratulates Dr. Elenita L. Racelis for receiving the Best Presentation Award during the 8th Asia Future Conference, held on 25–29 August 2026 in Sendai, Japan.

Dr. Racelis received the award for the study, “Valuing Carbon Credits from Highland Forests in the Philippines: A Basis for Conservation and Sustainable Management,” co-authored with Dr. Diomedes A. Racelis and For. Aldin C. Alegre.

This recognition highlights her valuable contribution to advancing research on forest carbon valuation, conservation, and sustainable forest management, helping strengthen the scientific basis for innovative approaches to protecting the Philippines’ highland forests.

From a courtesy call to exploration and conceptualization! 🌱

A productive and inspiring meeting with Dr. Ernie Guiang, PCAARRD-TTPD Unit, IAF Team, and FDC staff to explore researchable priority areas in agroforestry and potential funding support from DOST-PCAARRD.

Dr. Guiang’s engagement is part of the UPLB Alumni Fellows Program, initiated by the Office of the UPLB Chancellor through the Office of Alumni Relations.

One important issue that emerged from the discussions was the policy implications of agroforestry research—particularly understanding what happens on the ground, its impacts, and the factors that may be limiting farmers from adopting technologies that have been available for quite some time.

The afternoon roundtable discussion generated even more ideas and promising areas for collaboration. 💡

Kudos to the IAF Team! FDC is more than willing to collaborate on research and policy issues that can help strengthen agroforestry and contribute to meaningful change on the ground. 🌿
