TRIBUTE TO A CULTURE MASTER AND A PUBLIC SERVANT, MR. CIRILO “SAPI” AO-WAT BAWER.🕊️

The Local Government Unit (LGU) of Lubuagan offered a necrological service to honor the life and legacy of the late Cirilo "Sapi" Ao-wat Bawer, former Secretary to the Sangguniang Bayan of Lubuagan.

Municipal officials, department heads, and employees organized a prayer service to recognize Mr. Bawer's distinguished career in public service and education. Before his tenure in local government, he dedicated decades to shaping the youth, serving as a teacher at St. Teresita's School (STS) Lubuagan from 1968 to 1978, and subsequently as its Principal and School Administrator from 1978 to 1991, and again from 1994 to 1996. He then transitioned to public administration, serving faithfully as the Sangguniang Bayan Secretary from 2000 to 2010, where he demonstrated exemplary dedication and commitment to the municipality and its constituents.

Beyond his administrative roles, Mr. Bawer was a passionate champion of local heritage. He served as the co-founder of the Kayaw Cultural Dance Troupe, the founder of the Kalinga Bodong Cultural Dance Troupe, and a vital adviser to the Lubuagan Cultural Dance Troupe upon its organization in 2022.

In profound recognition of his invaluable impact on local heritage, the Sangguniang Bayan presented a Municipal Resolution officially honoring Mr. Bawer as a Cultural Bearer. This was accompanied by a Certificate of Recognition celebrating his outstanding public service and lifelong advocacy for the Lubuagan community.

To conclude the service, the Association of Municipal Employees of Lubuagan (AMEL) turned over financial assistance to Ms. Ophelia Bawer Addom and Mr. Karl Duane Bawer, as members of the Union, as a formal gesture of support and heartfelt sympathy for the bereaved family.

6-01-2026 | Local and national government offices in Lubuagan, led by Mayor Joel Tagaotao and Vice Mayor Oliver Dickly, together with the members of the Sangguniang Bayan, gathered for the first Flag Raising Ceremony for the month of June and the Kapehan Forum held today at the Lubuagan Eco-Tourism and Cultural Center.

The event was facilitated by the municipality’s financial departments, with the active participation of department heads and personnel from various government offices.
The Kapehan Forum served as a venue for sharing important updates, ongoing initiatives, accomplishments, and future plans aimed at enhancing the delivery of public services in the municipality.

Highlights of the discussions included updates on peace and order and public safety from the PNP, BFP, and AFP through their monthly accomplishment reports. Participating offices also presented updates on their programs, activities, and performance, including the Municipal Health Office, Municipal Social Welfare and Development Office (MSWDO), Municipal Planning and Development Office (MPDO), Municipal Engineering Office, Assessor’s Office, Civil Registry Office, Municipal Agriculture Office, Municipal Local Government Operations Office (MLGOO), Sangguniang Bayan Office, Mayor’s Office, MDRRMO, MENRO, LYDO, and the Tourism Operations Office.

Financial updates were likewise presented by the Municipal Treasury Office, Municipal Budget Office, and Accounting Office.
More than just a regular gathering, the Kapehan Forum reflected the spirit of unity, teamwork, and genuine commitment to public service—the foundations of an effective, responsive, and people-centered local government.

"Through collaboration, transparency, and dedicated public service, the Municipality of Lubuagan continues to work toward a more progressive and empowered community for all."

MAY 26, 2026 | 44th SANGGUNIANG BAYAN REGULAR SESSION

The Sangguniang Bayan of Lubuagan successfully convened its 44th Regular Session, reaffirming its commitment to transparent, responsive, and accountable governance.

The session was presided over by Municipal Vice Mayor Hon. Oliver Dickly, who formally called the meeting to order. The Board Secretary conducted the roll call and confirmed the presence of ten (10) council members, including the presiding officer, thereby establishing a quorum.

During the reading of proposed measures, the Body deliberated on various committee reports, leading to the approval on Third and Final Reading of Ordinance No. 15, Series of 2026, entitled:

“An Ordinance Institutionalizing the Lubuagan Tour Management System, Mandating Registration, Coordination, Guided Tours, and Prescribing Fees, Revenue Sharing, and Mechanisms for Implementation.”
The ordinance was sponsored by Hon. Riesel B. Tocyapao, Committee Chairperson on Tourism, Culture, and the Arts.
Other committee reports were deferred for further review and will be taken up during the succeeding regular session.

No member availed of the privilege hour, and no matters were raised during the question hour, reflecting the orderly and efficient conduct of the proceedings.
With all agenda items duly addressed, the session was adjourned in an atmosphere of unity, cooperation, and continued dedication to good governance.

Calling all the beneficiaries of the SENIOR CITIZENS Program in the Municipality to take note of the schedule of payout this June 2026.

Requirements:

a. For old beneficiaries- OSCA ID

b. For new beneficiaries OSCA ID with 2 photocopies

c Photocopy of Philippine National ID (Philsys ID) and OSCA ID in claiming your stipend.

For those who cannot personally claim their pension, your authorized representative as indicated in your Social Pension Intake Form can claim with the following documents:

a. Prescribed Authorization letter.

b. OSCA ID and Philippine National ID ( Philsys ID) of the beneficiary with 2 photocopies in claiming their stipends

c. Valid ID of the authorized representative

d. Please Submit your authorization Letter at the MSWD Office starting today, May 26 to June 09, 2026.

E. Authorization Letter submitted on the day of the payout distribution of stipends will not be honored. To avoid any problems during the payout, please submit your authorization Letter with complete requirements at an earlier time before the deadline.

F. No authorization Letter, No Release of Stipends

May 25, 2026 - The Municipal Government of Lubuagan held its 4th Flag-Raising Ceremony for the month of May 2026 at the Municipal Grounds in Poblacion, Lubuagan. The ceremony featured various announcements and accomplishment reports from different national and local government offices.

During the event, Municipal Administrator Atty. James Tagaotao provided important updates and announcements, including the suspension of the four-day work arrangement in observance of the Special Non-Working Holiday on May 27, 2026, the scheduled mass layoff of Job Order employees in the municipality this coming June 2026 in compliance with the COA memorandum, and the upcoming activities in the locality.

In addition, Municipal Councilor Reisel Tocyapao shared updates on the ongoing implementation of approved development projects in the municipality. The councilor also reported on the distribution of school supplies to different elementary schools. Meanwhile, OSCA Officer Ignacio Baliwag announced the scheduled payout for senior citizens this coming June 2026.

The event was hosted by the Office of the Municipal Social Welfare and Development (MSWD) and the Municipal Civil Registry Office.
