Four Barangays in Lubuagan Receive Rice Subsidy Assistance

The Barangays of Antonio Canao, Dangoy, Mabilong, and Poblacion in the Municipality of Lubuagan received 10 kilograms of rice for each family under the national government’s Rice Subsidy Program through the Provincial Government of Kalinga, and the Office of the Provincial Governor.

The distribution was led by Municipal Mayor Joel Tagaotao, together with Municipal Social Welfare and Development Officer Ophelia Addom. The program provides food assistance to vulnerable sectors and low-income families, helping ease the burden of food expenses and strengthen household food security.

The initiative reflects the government’s along with it's continuing efforts to extend support and assistance to families in need. The Uma cluster Barangay's scheduled distribution is on September 3, 2026.

A PROUD DAUGHTER OF KALINGA: LT. PAULINE MARIE S. WAYTAN

Looking back to 2020, the Cordillera celebrated another proud achievement as Lt. Pauline Marie S. Waytan, a proud daughter of Lubuagan, Kalinga, earned her wings and became one of the Philippine Air Force's newest military pilots.

Lt. Waytan was part of the “Wings of Resilience” Class of 2020, a group of military pilots who successfully completed the rigorous and demanding training at the Philippine Air Force's flying school.

But behind the achievement was a journey filled with challenges, sacrifices, faith, and perseverance.

In her heartfelt message following her graduation, Lt. Waytan expressed deep gratitude to God, her parents, family, and everyone who believed in and supported her throughout her journey. Her words reflected the importance of never giving up despite the difficulties encountered while pursuing one's dreams.

"I would not have grown these wings alone and as I embark on a new journey I am forever thankful to our Almighty God for making all these possible.

To those who helped and encouraged me even in the toughest of times, I can’t thank you enough. It may not have been an easy one but I have learned so much. Let us not be disheartened when life throws us off guard, God always catches our fall"

Her inspiring journey serves as a powerful reminder, especially to young Cordillerans, that dreams may sometimes seem as high and distant as the skies, but with courage, perseverance, faith, and the support of those who believe in us, no dream is impossible to reach.

From the mountains of Lubuagan, Kalinga, Lt. Pauline Marie S. Waytan proved that determination can indeed give wings to a dream.

DA-BSWM Cordillera Conducts Training on Soil Sampling, Analysis, and Fertilizer Recommendation in Lubuagan

8-28-2026 | The Department of Agriculture–Bureau of Soils and Water Management (DA-BSWM) Cordillera Region, in collaboration with the Lubuagan Municipal Agriculture and Services Office (MASO), conducted a “Training on Proper Soil Sampling and Analysis Using Soil Test Kit and Fertilizer Recommendation Using the FertRight App” on August 27, 2026, at Poblacion, Lubuagan.

The activity was attended by 20 farmers from different barangays in the municipality, providing them with essential knowledge and practical skills that they can apply directly in their own farms. The participants underwent a series of lectures and hands-on workshops covering proper soil sampling, soil pH analysis, and the determination of nitrogen, phosphorus, and potassium levels using soil test kits. The training also introduced georeferencing techniques and the use of the FertRight App for generating precise, crop-specific fertilizer recommendations.

Through soil analysis, farmers gain a better understanding of the nutrient status and composition of their soil. This enables them to apply the appropriate type and amount of fertilizer based on the actual needs of their crops. Such a tailored approach can help optimize fertilizer use, reduce unnecessary production costs, improve soil health, and enhance crop yield and quality.

The training aimed to empower farmers to independently conduct proper soil sampling and basic soil analysis and use the results to determine fertilizer recommendations suited to their specific crops and field conditions.

The Soil Sampling Training was conducted by Alona Jean I. Astrera, Jeziel A. Atas, Jake T. Dionisio, and Jerome Ponce of the DA-Cordillera Regional Soils Laboratory, together with Hilair G. Wacdagang and Joshua B. Odiem from the Office of the Provincial Agriculturist. The activity was facilitated by the Lubuagan Municipal Agriculture and Services Office, spearheaded by Ms. Maila Maduli and Ms. Jessa Mae Diawan.

Through initiatives such as this, the DA-BSWM and its local government partners continue to strengthen farmers’ capacity to make science-based decisions on soil and fertilizer management, contributing to more productive, cost-efficient, and sustainable farming practices.
