The LUPON TAGAPAMAYAPA of Barangay Market View performed efficiently and effectively in the implementation and operation of the KP Program as what is stated in KATARUNGANG PAMBARANGAY HANDBOOK issued by Department of Interior and Local Government office as guide and basis of handling complaints. The cases brought before the LUPON were settled either through mediation, conciliation or arbitration;
the LUPON TAGAPAMAYAPA observed the settlement procedures provided in the Katarungang Pambarangay Handbook as to the observance of proper venue and proper justification of cases. Settlement deadlines were strictly observed except in the issuance of summons by the Lupon Chairman who allows more time than the prescribed limit, before issuing summons to allow for "cooling off" period and to give ample time to initially investigate the facts of the case that would serve as guide in cases, minutes of mediation and/or conciliation proceedings. The program beneficiaries were satisfied with the innovations techniques applied in the settlement of their cases, and as to achieving the Katarungang Pambarangay objectives of easing docket, congestion and promoting harmonious relationship among community members, the LUPON TAGAPAMAYAPA was effective. The rate of performance of the LUPON members of Market View was "fast". The LUPON starts work with a prayer at 8:30 morning and ends at 12:00 noon upon all hearings had been heard. It is a protocol to review the cases to be heard on that day, which filed in separate folders. Prior notice to the LUPON is needed so that it can make arrangements. There is also a LUPON In-charge assigned selected for each hearing day, who moves around observing each case. This is to ensure the safety of other LUPON members, since violent altercations occasionally access and there must be someone who can act immediately to pacify the situations. The settlements of complaints on every Purok usually filed in the Barangay for the reason that filling fees is affordable for an amount of twenty (Php 20.00).For this reason, the Barangay constituents bring their grievances to proper venue. To inform them and educate residents we have a ready flow chart at the Barangay Justice Hall as the procedures on how a case is handled. It discusses the significance of KATARUNGANG PAMBARANGAY, its process and procedures as well as the different laws that concern the various disputes that filed at KP. The LUPON often ask the parties to consider how their dispute had affected their relationship, banking on the parties’ personal histories to convenience them to reconcile. The LUPON members always paraphrase the issue raised or statement made by each party in order to clarify what each meant. This ensured that the sentiments of the parties are clearly communicated to all involved, especially crucial when parties are so impassioned that they are unable to articulate themselves clearly. The LUPON members were able to remain calm and collected during duration of their respective hearing no matter how heated the discussion became. They were able to minimize snide comments and hostile remarks from the parties, which usually aggravate the animosity; moreover, no LUPON member displayed aggressive behaviour in the proceedings. When a case is settled, the LUPON also ensured the agreements of the parties are reduced in writing and carefully read to them. They check if the parties fully understand the document, before asking the parties to sign. This practice bolsters the disputants’ confidence in the LUPON. In order to solicit the members’ consensus, discuss concerns and other related matters which pertains in resolving cases/complains brought by residents. They brainstorm for proper development and enhance of the services they offer and recording of settled disputes by the LUPON. The summary of monthly meeting conducted was shown in a table, that manifest they conducted meeting from January to December with total average of 12 meeting held in a year of operations. It also shows the perfect attendance of LUPON members assigned. They did discussions and review the summary of actions taken by the LUPON members. In one of the meetings held, LUPON formulated a resolution for implementation of the Barangay Council, concerning the protection and prevention of domestic violence among the women and children of Barangay Market View. Strengthening the VAW in the Barangay would mean minimizing the incidents of crimes and violence among residents. This action is parallel with the vision of the present administration. The monthly meeting conducted by the LUPON members also aimed at intensifying the relationship of members to acquire a harmonious and creating a friendly working environment in the workplace. This could serve as avenue to widen the knowledge and skills of every member by sharing ideas, innovations and some research regarding their work as LUPON members.
