The National Bureau of Investigation-Cybercrime Division (NBI-CCD) successfully dismantled a cyber-scamming operation in ParaΓ±aque City, leading to the arrest of Chinese national Li Zhenjie. Li was arrested for violating Section 4(b)(1) (Social Engineering Schemes) of Republic Act No. 12010, the "Anti-Financial Account Scamming Act," in relation to Republic Act No. 10175, "The Cybercrime Prevention Act of 2012."
The arrest was initiated following a report from a confidential informant concerning a sophisticated scam operating from a condominium unit in ParaΓ±aque City. The perpetrators were reportedly using spoofed contact numbers, impersonating agents of the New Haven Police Department in Connecticut, USA, and the FBI in Washington. They would demand victims in the United States transfer cryptocurrency, typically ranging from $3,000 to $5,000, to an account under the alias "GENERAL" in exchange for not issuing a fictitious nationwide online arrest warrant.
NBI-CCD agents immediately sought a Warrant to Search, Seize, and Examine Computer Data (WSSECD) for the target condominium unit. The warrant was promptly granted by the Regional Trial Court (RTC) of Makati on November 20, 2025.
On November 21, 2025, NBI-CCD agents, assisted by condominium security personnel, executed the warrant. The operation resulted in the seizure of devices containing critical social engineering scripts and the arrest of Subject Li. This successful ex*****on marks a significant step in disrupting transnational cybercrime infrastructure and highlights the NBIβs effectiveness against sophisticated fraud schemes.
OIC Director Atty. Angelito DLP Magno emphasized that this operation clearly demonstrates the NBI's effective and unwavering commitment to combating cybercrime. He assured the public that the NBI remains relentless in pursuing these perpetrators and issued a strong warning: "The NBI will always be one step ahead of those who seek to exploit the public through cybercrime, reaffirming the agency's dedication to public safety and cybercrime prevention."
