Following a productive discussion between Senator JV Ejercito and Land Transportation Office (LTO) Chief, Assistant Secretary Markus V. Lacanilao, the LTO has issued a crucial clarification regarding its enforcement policy on modified mufflers. The agency emphasizes that its focus is not on penalizing legitimate buyers of aftermarket mufflers but rather on apprehending those using illegally assembled or non-compliant devices.

Senator Ejercito highlighted the concerns of motorists who legally purchase and install aftermarket mufflers, emphasizing the importance of distinguishing between compliant and non-compliant modifications. Asec. Lacanilao affirmed the LTO's commitment to a fair and clear implementation of regulations.

The LTO reiterates that mufflers purchased from authorized dealers, which are branded and have undergone the necessary processes to meet national standards, are generally not subject to apprehension. These compliant aftermarket mufflers, often equipped with catalytic converters, meet established noise and emission standards. Therefore, motorists with such legal mufflers are not required to carry certifications from manufacturers or assemblers to prove their legality. The LTO recognizes that products that pass through the Department of Trade and Industry (DTI) processes are inherently compliant with national standards.

Conversely, the LTO will continue to strictly apprehend vehicles fitted with illegally assembled mufflers that do not adhere to DTI standards or lack essential emission control components like catalytic converters. These often produce excessive noise and harmful emissions, contributing to both noise and air pollution and violating existing regulations. The agency's objective is to ensure road safety, maintain public order, and protect environmental quality by curbing the use of non-standard, disruptive, and polluting vehicle accessories.

LTO, FAKE NEWS CLEAR ABOUT DRIVER'S LICENSE RULES FOR SENIOR CITIZENS

The Land Transportation Office (LTO) would like to inform the public that the spreading information or "videos" in social media about the alleged "New Driver's License Rules For Senior Citizens Starting March 1, 2026. "The statements in said video regarding new medical requirements, stricter renewal process, or any change in the validity period for senior drivers starting from the date mentioned are UNOFFICIAL and NOT CORRECT.

Currently, the LTO has not released any directive or memorandum imposing a new or additional policy for the acquisition and renewal of driver's license of senior citizens starting March 1, 2026. Existing policies and processes remain.

The LTO encourages everyone to be analytical and refrain from believing information that has no official source. For accurate and latest announcements and information regarding LTO policies and services, please follow only our official social media accounts and website.

Nais ipabatid ng Land Transportation Office (LTO) sa publiko na WALANG KATOTOHANAN ang kumakalat na impormasyon o "video" sa social media tungkol sa mga umano'y "Bagong Driver’s License Rules Para Sa Senior Citizens Simula March 1, 2026." Ang mga pahayag sa nasabing video hinggil sa bagong medical requirements, mas mahigpit na renewal process, o anumang pagbabago sa validity period para sa mga senior driver simula sa petsang nabanggit ay HINDI OPISYAL at HINDI TAMA.

Sa kasalukuyan, walang inilalabas na direktiba o memorandum ang LTO na nagpapataw ng panibago o karagdagang patakaran para sa pagkuha at pag-renew ng driver's license ng mga senior citizen simula Marso 1, 2026. Ang mga umiiral na patakaran at proseso ay nananatili.

Hinihikayat ng LTO ang lahat na maging mapanuri at iwasang maniwala sa mga impormasyong walang opisyal na pinagmulan. Para sa tumpak at pinakabagong anunsyo at impormasyon tungkol sa mga patakaran at serbisyo ng LTO, mangyaring subaybayan lamang ang aming mga opisyal na social media account at website.

Ipinapabatid ng Land Transportation Office (LTO) sa publiko na mananatiling bukas ang mga tanggapan nito para sa lahat ng transaksaksyon, bukas, kasabay ng pagdiriwang ng ika-39 na Anibersaryo ng EDSA People Power Revolution.

Ang anunsiyong ito ay alinsunod sa Proclamation No. 1006, s. 2025, na nagdedeklarang Special (Working) Day sa buong bansa ang 25 Pebrero, 2026 (Miyerkules).

The Land Transportation Office (LTO) today announced the issuance of Memorandum Circular No. MVL-2026-4911, outlining guidelines for the use of Temporary Certificates of Registration (CR) for Motor Vehicles (MV), Motorcycles (MC), and Trailers (TRL). This measure is in response to a limited supply of Security Paper for official CRs, caused by delivery delays from the National Printing Office (NPO). The LTO assures the public that it is actively working to resolve this issue as quickly as possible.

This Memorandum Circular aims to ensure the uninterrupted delivery of public service and maintain operational continuity. It strictly regulates the issuance and use of Temporary CRs, which will serve as provisional documents until the official Security Paper CRs become available. All New Registration Units (NRUs), Authorized District Offices (ADOs), and District/Extension Offices processing new registrations and miscellaneous transactions of MV/MC/TRL are covered by this directive. The LTO emphasizes its commitment to preserving accountability and control over all accountable forms during this period.

Rest assured, the LTO is dedicating all its efforts to expedite the resolution of the Security Paper supply issue. Once the official Security Paper CRs are available, all concerned offices will prioritize the printing and release of these documents, corresponding to previously issued Temporary CRs. Registered owners and authorized representatives will be promptly notified of the availability and release of their official CRs. The LTO deeply appreciates the public's understanding and cooperation as it navigates this temporary challenge to uphold efficient and reliable service.
