DTI-Apayao Opens Digital Doors for MSMEs Through E-Commerce

The Department of Trade and Industry (DTI)–Apayao, through Negosyo Center Luna, in partnership with the Local Government Unit (LGU) of Luna, conducted the training “Enhancing Market Access through E-Commerce: Shopee/Lazada and TikTok Shop for MSMEs” on August 18, 2026.

The activity gathered 15 business owners, as well as officers and representatives of local associations and cooperatives, to enhance their knowledge and skills in utilizing e-commerce platforms to expand their market reach.

Ms. Cedielyn A. Tagura of the Department of Information and Communications Technology (DICT)–Apayao facilitated the hands-on session, guiding participants through the process of setting up seller accounts, creating product listings, and understanding the business registration requirements for online selling.

Mr. Mark Joevick Aguila, also of DICT–Apayao, discussed cybersecurity and emphasized the importance of protecting online businesses and personal information from scams, fraud, and other cyber threats.

Meanwhile, Mayor Januario S. Garde, through his representative, Mr. Jayheart Tumbaga, underscored the importance of adapting to rapidly evolving technology and utilizing digital platforms to reach wider markets and create new business opportunities.

Through this initiative, DTI–Apayao reaffirms its commitment to equipping MSMEs with digital skills and tools that enable them to thrive in the evolving digital economy and expand their market opportunities beyond their local communities.

DTI-Apayao Enhances Food Processing Skills Through Baking and Pastries Training

The Department of Trade and Industry (DTI)–Apayao, through its Shared Service Facility (SSF) Program, conducted a Training on Baking and Pastries for the FRANSE Farmers Agriculture Cooperative (FRANSE FAC) on August 18, 2026, in San Francisco, Luna, Apayao.

The training aimed to equip the cooperative’s core group with essential knowledge and hands-on skills in baking and pastry production to maximize the use of its awarded SSF on Food Processing and diversify its product offerings beyond its existing banana chips.

The activity was facilitated by Ms. Shiena Meah Jane Eba, owner of F. Balicat Bakery in San Francisco, Luna, who began the training with a discussion on Good Manufacturing Practices (GMP) and proper hygiene. She emphasized the importance of cleanliness, sanitation, and food safety in ensuring the quality and safety of processed food products.

Participants then engaged in hands-on preparation of five products: Ensaymada, Malunggay Pandesal, Chiffon Cake, Yema Cake, and Banana Bread. Ms. Eba also provided practical guidance on product costing and pricing, enabling participants to determine appropriate selling prices while considering production costs and profitability.

A total of 17 participants attended the training, including members of the Bagutong Flora Farmers and Irrigators Association, Inc., which was also awarded an SSF on Fruit and Vegetable Processing.

The activity underscores DTI-Apayao’s continuing commitment to strengthening cooperatives and MSMEs through skills development, product innovation and diversification, and the effective utilization of SSF facilities. These interventions are geared toward improving productivity and competitiveness while creating greater income and livelihood opportunities for local enterprises.

DTI-Apayao Strengthens Business Resilience Through Business Continuity Planning Training in Conner

CONNER, APAYAO – The Department of Trade and Industry (DTI)–Apayao, through Negosyo Center–Conner, in partnership with the Local Government Unit (LGU) of Conner, conducted a Business Continuity Planning (BCP) Training on August 17, 2026, at the Municipal Hall of Conner, Apayao.

The training brought together 15 DSWD-PAMANA beneficiaries who actively participated in discussions and workshops aimed at strengthening their capacity to prepare for, respond to, and recover from potential disruptions to their businesses.

The activity was opened by Mr. Voltaire Decoran, Executive Assistant, representing Atty. Jorico F. Bayaua, Municipal Mayor of Conner. He expressed appreciation for DTI’s initiative and emphasized the importance of business continuity in sustaining operations during unexpected disruptions. He likewise shared practical insights on coordinating with government agencies and other stakeholders to strengthen business operations and explore opportunities for market expansion.

Serving as resource speaker was Engr. Wena M. Buston, Provincial Director of DTI-Apayao, who discussed the four key areas of business continuity strategies: Premises, People, Supplies, and Records and Technology.

Participants also engaged in hands-on workshops covering Risk Assessment, Business Impact Analysis, business dependencies, critical resources, continuity strategies, emergency planning, recovery planning, recovery timelines, and the development of Business Continuity Objectives (BCOs).

The training equipped participants with practical tools and strategies to identify potential risks, safeguard critical resources, and develop appropriate measures for business continuity and recovery. By enhancing their preparedness, participants are better positioned to anticipate disruptions, minimize business losses, and sustain their livelihood activities even in times of crisis.

The activity further underscored the continuing partnership among DTI-Apayao, LGU Conner, and DSWD-PAMANA Conner in empowering beneficiaries to build more resilient, sustainable, and future-ready enterprises, contributing to long-term livelihood security and local economic development.

Apayao PMSMEDC Strengthens Convergence for MSME and Tourism Development

The Apayao Provincial Micro, Small, and Medium Enterprise Development Council (PMSMEDC) convened its 3rd Quarter Meeting on August 13, 2026, to assess the progress of government interventions for local MSMEs and strengthen inter-agency convergence toward inclusive and sustainable economic development in the province.

As the mechanism representing the economic sector in the Provincial Development Council, the PMSMEDC reviewed the livelihood assistance, enterprise support, and other interventions extended by member agencies from 2023 to the present. The assessment sought to determine the reach and effectiveness of these interventions, identify remaining gaps and areas for further support, and establish opportunities for stronger collaboration among agencies to maximize resources and avoid duplication of assistance.

The Council also discussed the emerging opportunities in tourism, particularly in Calanasan, Apayao, where the sector continues to gain momentum. In support of the Yapayao Biosphere Reserve, the Council explored the key considerations in the preparation of the municipality’s Tourism Development Plan, with emphasis on developing tourism in a sustainable, inclusive, and community-driven manner.

Ms. Krinezza Veil Lawat, Municipal Tourism Officer of Calanasan, presented the municipality’s initial initiatives and preparations for the formulation of its Tourism Development Plan. The discussion highlighted the importance of aligning tourism development with environmental conservation, local enterprise development, livelihood generation, and the promotion of the municipality’s unique natural and cultural assets.

As part of the agreed next steps, the Council will hold its next meeting in Calanasan, which will include a visit to selected tourism sites in Butao to gain firsthand appreciation of their development potential and identify possible areas for government support.

Meanwhile, a composite team composed of representatives from DENR, POAS, DOST, DPWH, LEDD, and DA-ROS will conduct a validation activity covering coffee plantations identified for rejuvenation in Calanasan. The activity is expected to provide the basis for appropriate technical and development interventions to improve coffee productivity and strengthen the local coffee industry.

The meeting reaffirmed the Apayao PMSMEDC’s commitment to convergence, resource optimization, and coordinated government action in addressing the needs of MSMEs and unlocking emerging economic opportunities in Apayao.

Fair Trade Laws Seminar Intensifies Understanding of Pudtol Business Owners

PUDTOL, APAYAO – The Department of Trade and Industry–Apayao successfully conducted a Fair Trade Laws Seminar on August 13, 2026, at the EKB Evacuation Center, Poblacion, Pudtol, attended primarily by owners of hardware stores, sari-sari and variety stores, motor parts and accessories retailers, and service and repair enterprises.

The seminar strengthened participants’ understanding of key consumer protection and fair trade regulations, including the Business Name Law, Price Act, Price Tag Law, PD No. 1572, No Shortchanging Act, To***co Regulation Act, and Product Standards Law. Discussions focused on the importance of compliance, consumer welfare, and common challenges encountered by businesses in meeting regulatory requirements.

Participants also raised concerns on the application of senior citizen and PWD discounts, particularly for online and face-to-face transactions. The discussion emphasized the proper verification of eligibility and applicable requirements. The BMBE Act of 2002 was likewise discussed, particularly its relevant provisions on qualified micro enterprises and applicable exemptions.

The activity provided a venue for meaningful dialogue between DTI and the local business community, reinforcing the importance of responsible and ethical business practices.

The seminar concluded with a presentation of DTI-Apayao Programs and Services through the Negosyo Center–Pudtol, encouraging entrepreneurs to avail themselves of business development assistance and other support services.

Through continued information and capacity-building initiatives, DTI-Apayao remains committed to protecting consumers, promoting fair trade, strengthening business compliance, and fostering a responsible and competitive business sector in Apayao.
