In a strong demonstration of collaborative governance and community-centered leadership, the Local Government Unit of Luna convened the Second Quarter Joint Meeting of the Municipal Anti-Drug Abuse Council (MADAC), Municipal Peace and Order Council (MPOC), and Municipal Disaster Risk Reduction and Management Council (MDRRMC) on June 3, 2026, at the Luna Tourism Office.
The joint meeting brought together local officials, Liga ng mga Barangay, law enforcement agencies, emergency responders, department heads, and partner stakeholders to assess accomplishments, discuss emerging concerns, and align strategies aimed at ensuring a safer, healthier, and more resilient municipality.
Presided over by Municipal Mayor Gary N. Pinzon, the gathering highlighted the importance of inter-agency coordination in addressing peace and order concerns, strengthening anti-drug initiatives, and enhancing disaster preparedness across all barangays of Luna.
During the MADAC session, council members reviewed the accomplishments and ongoing implementation of anti-illegal drug programs and activities for Calendar Year 2026. Discussions focused on sustaining preventive education campaigns, strengthening community awareness, supporting rehabilitation efforts, and promoting a whole-of-community approach to combat the threat of illegal drugs. Members reaffirmed their commitment to protecting the youth and preserving the welfare of families through proactive interventions and strengthened partnerships among concerned agencies.
Meanwhile, the Municipal Peace and Order Council assessed its accomplishments under the municipality's Peace and Order and Public Safety (POPS) Plan and discussed proposed programs, projects, and activities for inclusion in the 2027 Annual Investment Program. Updates on anti-criminality initiatives and the implementation of the Local Anti-Criminality Action Plan were presented, highlighting ongoing efforts to maintain public safety and community security. Plans for the conduct of the Barangay Peacekeeping Action Team (BPAT) and Barangay Peace and Order Council (BPOC) Training were likewise discussed to further strengthen grassroots peacekeeping mechanisms and community-based security efforts.
Representatives from key partner agencies including the Philippine National Police - Luna Municipal Police Station, Bureau of Fire Protection- Luna, Philippine Coast Guard Luna Substation, Philippine Army 50th Infantry Battalion 5th Infantry Division also delivered updates on their respective mandates and operational accomplishments.
The MDRRMC meeting focused on updates and accomplishments of the Municipal Disaster Risk Reduction and Management Office (MDRRMO), particularly in the areas of preparedness, prevention, mitigation, response, and recovery. Council members reviewed disaster risk reduction initiatives conducted throughout the year and discussed measures to further enhance community resilience amid increasing climate-related risks and emergencies. Emphasis was placed on strengthening emergency response capabilities, improving coordination mechanisms, and ensuring that communities remain informed and prepared in times of crisis.
Mayor Gary underscored the vital role of unity and shared responsibility in achieving the municipality's development goals. He encouraged all council members and partner agencies to remain steadfast in delivering responsive public service and to continue working together in building safer communities for all Luna Bannuars.
The activity likewise advances several United Nations Sustainable Development Goals (SDGs). By strengthening anti-drug abuse prevention programs and promoting community well-being, the municipality contributes to SDG 3: Good Health and Well-Being. Efforts to enhance disaster preparedness, risk reduction, and resilience support SDG 11: Sustainable Cities and Communities. The implementation of peace and order initiatives, anti-criminality programs, and accountable governance mechanisms aligns with SDG 16: Peace, Justice and Strong Institutions. Furthermore, the active collaboration among local government offices, national agencies, barangay officials, and community partners exemplifies SDG 17: Partnerships for the Goals, reinforcing the collective commitment to building a safer, more secure, and resilient Luna.
