The DILG Apayao conducted a two-day Training on the Infrastructure Audit Program and the Enhanced SubayBAYAN System including the Post-Impact Assessment of Infrastructure Projects on May 25-26, 2026 at Leonardaโs Homestay, Tumog, Luna, Apayao.
This activity aims to enhance participantsโ skills in Infrastructure Audits, improve the quality and timeliness of data updates in the Enhanced SubayBAYAN System, and introduce Post-Impact Monitoring and Evaluation using the Most Significant Change (MSC) approach.
The training was participated by Focal Persons and encoders of the Locally Funded Projects (LFPs) and LGU Infrastructure Monitoring and Evaluation-20% Development Fund (LIME 20) from the Provincial Government of Apayao and the six (6) municipalities of Apayao. It ensured strengthened coordination, improved project monitoring, and accurate reporting through the Enhanced SubayBAYAN System.
The activity also highlighted the significance of the Post-Impact Assessment of Infrastructure Projects, which evaluates the effectiveness, sustainability, and socio-economic impact of completed projects within the localities. A hands-on exercises and interactive workshops were conducted, allowing participants to apply the concepts and procedures discussed during the sessions.
Overall, the training served as a valuable venue in enhancing the technical competencies of LGU SubayBAYAN Encoders, LFP and LIME-20 Focal Persons in infrastructure project monitoring and evaluation, thereby supporting the governmentโs commitment to efficient, transparent, and accountable public service delivery.
