ATC conducts 5-day food service training to 50 food handlers

The Apayao Training Center (ATC) recently conducted a 5-day specialized intensive training on Food Service and Waitering for about 50 crew members and staff of different local caterers in the province last December 9 to 13, 2025 at LMP Hall and Multipurpose Building in San Gregorio, Luna Apayao.

The up-skilling program was aimed at the further professionalization of the local food service industry by exposing handlers to international standards of service, hygiene and formal waitering etiquette.

Participants engaged in a series of hands-on and competency-based sessions such as formal table setting, service sequences, food safety and hygiene, and professionalism and ethics.

"We would like to make sure that the quality of service we provide is nothing but the best in Apayao," ATC Administrator Jerome D. Lacambra said during the opening program.

Lacambra said that the provincial government is not just encouraging professional development in the food service sector—it is mandating it. He said that moving forward, only catering groups whose staff have successfully completed this training will be eligible to enter into service contracts with the government offices.

Beyond regulation, the training serves as a significant boost to the employability of local workers by giving them a competitive edge, not just within the province, but in the broader tourism and hospitality market.

In another breakthrough year, the Apayao Training Center is expected to realize close to P8.4 million in income by the end of 2025, more than 300 per cent of its P1.9 million income in 2024.

From January to October, ATC has already recorded an income of P6.0 million from its training and assessment activities, way over the Center’s P2.3 million projected income for 2025.

Income from training programs implemented under the different scholarship programs of the Technical Education and Skills Development Authority (TESDA) amounted to P5.5 million while the Center’s assessment activities accounted for P506,000. ATC projects to earn an additional P1.9 million from the completion of the remaining scholarship training programs given to the Center, and around P475,000 from lined up assessment activities, before the year ends.

ATC Administrator Jerome Lacambra attributed the increase in the Center’s income to the influx of training scholarships this year as a result of the aggressive fund sourcing and representations undertaken by Governor Elias C. Bulut, Jr. and Apayao Congresswoman Eleanor C. Bulut-Begtang with TESDA as well as top officials of the House of Representatives that included then Speaker Martin Romualdez and Majority Floor Leader Ferdinand Alexander “Sandro” A. Marcos. In addition, ATC was accredited as Assessment Center on Electrical Installation and Maintenance (EIM) this year, accounting for the increased collection from assessment activities.

As of the end of October, ATC has already implemented a total of 37 trainings, 30 of which under TESDA’s training scholarship programs, and seven under the Center’s regular training program that included four (4) trainings on heavy equipment operations. Lacambra said that they expect to complete seven (7) more training scholarship programs and another two (2) regular trainings, for a total of nine (9) more before the year ends. That would put the number of training programs conducted by the Center at 46, almost double the 24 trainings it was able to implement in 2024, and 16 more than the target of 30 trainings set for this year.

"The significant allocation of scholarship funds is a direct investment in our people, and we are proud to show a clear, measurable return on that investment,” Lacambra said adding that the ATC remains committed to maximizing its operational efficiency to provide the highest quality of skills, job-aligned training possible.

Aspiring housekeepers begin hands-on training at Villa Saturnina, Sta. Ana

Eighteen aspiring housekeepers from Santa Marcela, Apayao started their On-the-Job Training (OJT) yesterday, October 26, 2025, at Villa Saturnina Resort in Sta. Ana, Cagayan.

The trainees, currently pursuing their Housekeeping NC II through the Apayao Training Center (ATC) in coordination with the Local Government Unit (LGU)-Santa Marcela, are set out to gain crucial practical experience in the next 30 days as part of their training course requirements, bringing their skills from the classroom to the dynamic world of hospitality.

Said OJT, which is part of the 55-day training under the Technical Education and Skills and Development Authority's (TESDA) Training for Work Scholarship Program (TWSP), is intended to bridge the gap between theoretical knowledge and the actual demands of the industry.

During their OJT, the trainees will handle real-world responsibilities, including preparing guest rooms, cleaning public areas, providing valet services, and managing guest interactions, among others.

"This OJT is the most vital part of their training. It's where they learn the discipline, speed, and attention to detail that the industry demands," ATC OIC Administrator Jerome Lacambra said.

Lacambra also thanked Villa Saturnina "for always accommodating us and providing our trainees with this opportunity to grow and succeed."

The trainer, a monitoring team from ATC, and the resort's management will supervise the trainees to ensure a productive and educational experience. Their performance during this period will likewise determine their readiness for the certification and assessment process, which they will undergo upon completion of the course.

INDUSTRY-READY ARTISANS. The Dressmaking NC II trainees from San Mariano, Santa Marcela didn't just train for 35 days—they honed their fabric artistry as shown in their stunning outputs that showcase their meticulous skills and creative passion in the garments industry.

The training, funded by the office of Congresswoman Eleanor C. Bulut-Begtang through the Special Training for Employment Program (STEP), began in September and concluded today, October 21.

The program has proven the trainees are ready to enter the industry and begin their own income-generating endeavors with their new-found skills.

Said undertaking was realized in coordination with the Office of Santa Marcela Sangguniang Bayan Member Rodan Pascua and San Mariano Barangay Captain Bobby Daquioag.

ATC Administrator Jerome Lacambra, impressed by the group's potential, encouraged the trainees to organize themselves into an association. This strategic step will strengthen their collective voice to seek for livelihood assistance from key agencies such as DOLE, DSWD, DTI and from the province's ASENG project.

10 Santa Marcela residents complete dressmaking NC II training

Ten residents of Santa Marcela successfully completed their skills training on Dressmaking NC II today, September 2, 2025.

In a simple graduation ceremony held at the Veaveranda Nature Farm Training Center Inc., in Marcela, Santa Marcela, said trainees received their certificates of training as a proof for completing the competency requirements for the said training course.

The ceremony was led by ATC Administrator Jerome D. Lacambra, with representatives from the Department of Labor and Employment (DOLE)-Apayao also in attendance.

“Our support for you goes beyond this training. We will stand by you and help you find or create a successful livelihood," Lacambra said in his message.

Lacambra added that the ATC is actively partnering with various government agencies, including the DOLE, DTI, DSWD, and the PGA's own livelihood initiative, Project ASENG, in order to help trainees eventually turn their new skills into a steady income.

The training was covered under TESDA’s Training for Work Scholarship Program (TWSP) funded by Congresswoman Eleanor C. Bulut-Begtang.

As part of the scholarship package, graduates are set for their NC II competency assessment this Thursday, September 4. Passing will not only qualify them for local work but will give them advantage for better-paying jobs overseas.

Meanwhile, the ATC launched another Dressmaking training yesterday, September 1, in San Mariano, Santa Marcela. This program, under TESDA's Special Training for Employment Program (STEP), will benefit 25 trainees with free training, assessment, starter toolkits, and a daily allowance of 160 pesos.

ATC eyes collaboration with DOLE, LEDIPO for livelihood assistance to its trainees

To ensure that beneficiaries of its various skills development programs put to use what they have learned to generate additional household income, the Apayao Training Center (ATC) is eyeing partnership with agencies and offices that are involved in the provision of livelihood assistance such the Department of Labor and Employment (DOLE), Provincial Social Welfare and Development of the Department of Social Welfare and Development (DSWD-SWAD) and the provincial government’s Local Economic Development and Investment Promotions Office (LEDIPO).

Speaking before the graduating trainees of its 35-day Dressmaking NC II training in Sta Marcela, ATC OIC-Administrator Jerome D. Lacambra informed the trainees that ATC will assist them in seeking assistance from the DOLE, LEDIPO and SWAD to enable them to start up their own dressmaking businesses.

“Our job to train you doesn’t stop with your graduation, we want you to put into good use what you have learned from your training, and so we are taking steps to collaborate with agencies like DOLE so that what you have learned in the last 35 days will not go to waste. We will refer you to these agencies for possible assistance so that you can maybe start a small income-generating endeavor that could help your respective families”, Lacambra said.

Invited to the graduation ceremony to discuss how DOLE can possibly assist the trainees, DOLE-Apayao Livelihood Development Specialist Jennifer Bartolome committed DOLE’s assistance to the trainees should they decide to start up a small dressmaking business, presenting to them the various livelihood assistance packages that the trainees could choose from, as well as the qualifications and other requirements applicants for assistance should submit.

Bartolome mentioned that association composed of 15 members could avail of livelihood assistance uo to more than a million pesos, while those with a greater membership could avail up to more than PhP2 million. Aside from this, Bartolome added that individual applicants could avail up to PhP50,000 financial assistance.

She urged interested trainees to file their application at the DOLE provincial office or through the municipal government’s Public Employment Service Officer (PESO).

Previously, in one of the monitoring sessions conducted by ATC during the conduct of the training, LEDIPO Head Philip Uba also presented to the training the livelihood assistance program under the ASENG Program of the provincial government, and how the trainees could avail of assistance for their planned income-generating undertaking after their completion of the training.

ATC’s collaboration with these agencies could address the need of trainees for start-up capital should they want to establish a business, and ensures that the skills development programs it implements provincewide will indeed help in raising the income of families instead of going to waste.

19 Kabugao ATC trainees on electrical installation and maintenance pass competency assessment

The initial competency assessment conducted by the Apayao Training Center (ATC) as an assessment center for Electrical Installation and Maintenance (EIM) NC II from August 30-31, 2025, saw 19 trainees from the municipality of Kabugao passing their assessment and, in the process, earning their National Certificate on said qualification.

The 19 successful trainees were part of the two batches of EIM training ATC conducted in the Municipality of Kabugao in the past months.

The remaining still unassessed trainees are being scheduled to undergo competency assessment at the ATC on September 6-7, 2005.

The ATC received its accreditation from the Technical Education and Skills Development Authority (TESDA) as an EIM assessment center this month. This undertaking is part of the provincial government’s efforts to open up opportunities for better-paying jobs both locally and in countries with high demand for skilled tradespeople.

Prior to this, its EIM trainees are made to undergo assessment in accredited assessment centers in the neighboring provinces of Kalinga and Cagayan.

READ: Musimut breadmaking training a success, trainees seek livelihood support

The completion ceremonies yesterday of the10-day training on Breadmaking conducted by Apayao Training Center in Musimut, Kabigao served to be a non-ending litany of appreciation and thanks for the efforts of the provincial government of reaching out to various communities in the province.

Throughout the brief closing ceremonies, the trainees took turns expressing their gratitude to the provincial government for bringing to their community the just-completed breadmaking training, and for the new skills they acquired, and hope to put into use to help their families earn additional income.

“We would like to thank the leadership of Governor Elias C. Bulut, Jr. and Cngresswoman Eleanor Bulut-Begtang for initiating trainings like this and bringing it to communities like our barangay Musimot”, Sheryl Mae Dacumos, one of trainees said in the vernacular.

"We gained significant knowledge from the training, and we are eager to apply it to generate additional income for our families. We are hopeful that the provincial government will assist us in establishing small businesses," shared Jenalyn Isoc, another trainee from Madatag, a neighboring barangay to Musimut.

The trainees see the success of the training as a precursor to potential opportunities for them to earn additional income for their respective families. They are now talking about forging an association amongst themselves and use the skills they have learned during the training in setting up a small bakery business, which they further hoped the provincial government and other national government agencies will help them on.

ATC Administrator Jerome Lacambra committed to assist the trainees in their planned association and business undertaking, through referrals to offices of the provincial government and national line agencies providing financial assistance to community livelihood initiatives.

Likewise, Ms. Evelyn Naval, consultant to the provincial government’s livelihood assistance program, offered to assist the group, from establishing their association to securing vital interventions from relevant agencies.

"Our goal is for this group to become a model association, setting a benchmark for your town. To achieve this, I urge you to maintain your commitment and ensure that our collective efforts yield sustainable outcome," Naval emphasized.

The first of a series of community-based skills training projects lined-up for Kabugao this year, the training was part of the aggressive efforts of the provincial government to empower communities by equipping residents with practical skills that could help them secure employment or initiate livelihood undertakings aimed at improving their living conditions.

The training was made possible with the support of Barangay Captain Dindo Anunang, together with the barangay's council members. With much appreciation, Anunang extended open invitation for future capacity-building and skills training initiatives within his barangay. He then encouraged participants, stating in vernacular, 'This is precisely what our community needs. I sincerely ask you to transform these skills into income-generating ventures for both your families and our barangay.'"

ATC is set to start a one-month training on carpentry and masonry in the same barangay on April 12, 2025, while coordination is ongoing for a training on electrical installation and maintenance in Kabugao tentatively set to start in the third week of April. Likewise, another training on bread and pastry production is ongoing at the Apayao Community Learning Center in Poblacion, Kabugao.
