The Philippine Councilors League (PCL) – Southern Leyte Chapter. Lead by Hon. Mario Oliver Ranque, proudly joins the 2nd Quarterly Continuing Local Legislative Education Program (CLLEP) on July 29–31, 2026 at ICON Iloilo City, with 91 participants representing the province of Southern Leyte.

With the theme, “Localizing Resilience: Legislative Interventions in Energy, Food Security, and Public Service Amid Global Economic Disruptions,” this program strengthens the knowledge and capacity of local legislators to craft responsive policies that address emerging challenges and promote sustainable development in our communities.

Together, we continue to learn, lead, and legislate for a more resilient and progressive future.

The PCL - Southern Leyte Chapter Officers and Board of Directors successfully conducted its monthly meeting today, discussing preparations for the upcoming 2nd Quarterly CLLEP in Iloilo City, PCL membership updates, and other important matters concerning the League.

As councilors and public servants, we remain steadfast in our mission to promote meaningful legislation, foster unity among local leaders, and advance programs that benefit our communities across Southern Leyte.

Together, we move forward with purpose, dedication, and a shared vision of excellence in public service.

The Philippine Councilors League Southern Leyte Provincial Federation, led by Hon. Mario Oliver Ranque, proudly took part in the 2026 National Congress and First Quarterly Continuing Local Legislative Education Program (CLLEP) held on March 4–6, 2026 at the World Trade Center Metro Manila.

The Southern Leyte delegation made a strong presence with 153 Sangguniang Bayan Members from the province’s city and municipalities actively engaging in the program’s sessions and learning activities—demonstrating their commitment to strengthening legislative competence and advancing effective local governance.

The Philippine Councilors League – Southern Leyte Chapter successfully conducted Enhancing Legislative Excellence: Capability Development for Officers and Board of Directors, an activity aimed at strengthening the leadership competencies, legislative skills, and professional capacity of its officers and members of the Board of Directors. The program served as a platform for continuous learning, collaboration, and commitment to effective and responsive local governance.

One of the major highlights of the activity was the Outreach Program, which demonstrated the League’s dedication to social responsibility and public service. School supplies were distributed to students affected by Typhoon Tino, benefiting 24 students from Atuyan Elementary School and 79 students from Carnaga Elementary School. This initiative underscored the League’s commitment to supporting the welfare and education of the youth, especially during times of adversity.

The activity concluded with the PCL Christmas Party 2025, fostering camaraderie, unity, and fellowship among the officers and members, and reinforcing the shared mission of service, leadership, and compassion in the pursuit of legislative excellence.

The PCL Southern Leyte Provincial Federation Officers, headed by Hon. Mario Olver Ranque, PCL Provincial President, actively participated in the Visayas Island Officers Training and Regional Reorganization held last December 9–10, 2025 at Zuri Hotel, Iloilo City.

The Philippine Councilors League successfully conducted the 2nd Continuing Local Legislative Education Program (CLLEP) last December 1–3, 2025 at Jpark Island Resort & Waterpark, Lapu-Lapu City, Cebu.

One of the highlights of the event was the 2025 Local Legislative Award Regional Awarding Ceremony, where THREE SOUTHERN LEYTE LGUs were hailed as Regional Winners by the DILG.

🥈 Municipality of Sogod – 2nd Runner-Up, 1st–3rd Class Municipalities Category

These recognitions mark a significant milestone for the awardees and for the entire province of Southern Leyte, as they continue to champion responsive and progressive local legislation for the welfare of their communities.
